OCTOBER 26, 2022
HELD IN THE WALES TOWN HALL
Meeting commenced at 7:06 PM
ROLL CALL: Mayor Byron Davis; Council members: David Larsen, Ron Thompson, Town Clerk Kevin Washburn.
Absent: Council members Edward Anderson, Brandon Rees
Residents in attendance: Ron Lamb-P&Z chair, Lee Fox-P&Z secretary, Wendle Roberts-water master
Others in attendance: Lynn Wall-Wall Engineering
DISCUSSIONS:
1. Land Use Ordinance-Ron Lamb explained that two public meetings were held to discuss the land use ordinance, specifically a proposed change of the SF-1 zone from 1/2 acre lots back to the original 1acre lot size. This change was originally proposed as a way to control culinary water hookups because of the uncertainty of water due to the new south well still not finished and ongoing drought conditions.
Approximately 40 people attended the two meetings. The majority were against changing back to 1 acre lot sizes. The planning and zoning committee's recommendation is to stay with the 1/2 acre lot size while doing further study of the water shortage issue. The town needs actual summer water usage without water use restrictions and the actual readings of what the spring and both wells are producing. It was recommended to control water usage by controlling water hookups rather than by controlling lot size.
2. Road Master Plan-Ron Lamb presented the planning and zoning's recommendation to adopt the new Master Road Plan Map.
3. Lynn Wall-Wall Engineering explained to the town council of a new automated water meter reading system that Sterling Town recently installed. It is marketed by Hydro Specialties out of Bluffdale, Utah. The system for Sterling included a new meter at each connection and a base station at the town hall which reads each meter 4 times a day. This would give up to the minute information on water usage, leaks, and inflow from the spring and wells. The system cost Sterling $50,000.
Wendle Roberts said there are meters on all 3 sources of water at the present time to measure what they are producing. Roberts thinks that he could get a crew of people to install the new meters which would take a couple of weeks to do.
Cost of the new system for Wales would be approximately $5850 for the base station and $45,425 for purchase and installation of 130 meters (3/4'). The town would need a few 1' meters also.
4. Lynn Wall also discussed the fire flow study he did for the town. He explained that the system can provide an average of about 1000gpm at all fire hydrants. A pumper truck can only pump 500gpm so two trucks would be needed to pump the 1000gpm to a fire.
5. Mr. Wall handed out a booklet showing his study of Wales town water rights and usage. He recommended that in the future anyone wanting to build in Wales should be required to provide the town with water rights to cover the expected water usage. He also recommended that the town only accept water rights that are at least as old as 1925 and explained that water rights newer than that are more likely to be taken away by the state as the drought continues. He suggested that the water rights need to be transferred to the town before a building permit is issued.
