Mayor Davis made the motion to approve payment and Council member Thompson seconded the motion. Voting was unanimous to have the invoices paid. SPECIAL PRESENTATION: A special service award plaque was presented to Mayor Byron Davis for his 50+ years of service to the community of Wales. Town clerk Kevin Washburn made the presentation on behalf of the citizens of the town. The idea for the award and obtaining the plaque was done by an anonymous town resident. COMMUNICATIONS & PETITIONS: NONE BUSINESS: 1. Linda Christiansen, founder of the non-profit group Sanpete Kindness, explained the purpose of the non-profit to help with suicide prevention. She noted that her own son had committed suicide last year which prompted her to start this non-profit. Christiansen explained that the organization wants to spread the idea of kindness throughout the county by giving a large banner to each city to be displayed as the city desires. Someone suggested to post the banner Christiansen gives to Wales near the post office boxes across the street from the town hall. Christiansen noted that she wants the banners to be exchanged every couple of months with other city banners so new messages are presented every couple of months. She also reviewed some ways the non-profit has been raising money. Christiansen also said the group is promoting the new nation-wide free telephone hotline for suicide intervention--#988 and wants to print bumper stickers and window stickers about it. Everyone in the meeting were supportive of the program. 2. South Well drilling status: Mayor Davis read a summary of the status of the south well which was prepared by Justin Atkinson of Sunrise Engineering. It is included as part of the minutes. In the summary, Atkinson advised the town to follow the advice of the town Attorney in trying to get High Plains Drilling to come back and finish the project properly. If the driller does not come back, the town can use the retainer money of approx.. $100,000 to have someone else finish the project. Citizen Tom Davis asked if the retainer had enough money to do the job when taking inflation into consideration. Mayor Davis stated that the engineer says there is more than enough money to finish the job. 3. Wall Engineering water study: The study being conducted by Wall Engineering is showing that the town has ample water for its needs at the present. Mr. Wall has also developed charts showing the use/needs of irrigation water in the future. Councilman Rees suggested the town could have irrigation wells drilled for less cost that culinary wells to use for irrigation. Rees also said that he had contacted Moroni and Ft. Green fire departments about what water pressure and flow they require. Both require 20psi at the fire hydrants but don't have a set gallons per minute flow. The cost of electricity to pump the two culinary wells was discussed. Council member Rees suggested to consider installing solar panels on the pumps. Town citizen Tom Davis asked what the spring flow was. Rees stated it is flowing 30 gpm. 4. Town citizen Barbara Davies asked if the summer water restrictions were still in effect. The answer from the council was yes. She suggested that in the future night watering should be encouraged as a way to conserve. Davies also stated concern for the large number of stray cats in town and asked if the town could do something about it. Council member Thompson suggested setting up traps. The council had no specific action to suggest. REPORTS: Water: Council member Rees 1. Rees suggested using some funds to improve internet service in town 2. Thompson stated that he needs to get a tarp to put on the dump truck before it can be driven on the road while loaded with trash. It is loaded and needs to be taken to the landfill. 2.
