NOTICE OF AVAILABILITY FOR PUBLIC REVIEW AMENDMENT #1 TO ANNUAL ACTION PLAN July 1, 2022-June 30, 2023 Notice is hereby given that Ogden City is proposing Amendment #1 to its Annual Action Plan Fiscal Year 2023 (AAP FY23 Amendment #1) and is providing a draft for public review. Ogden's AAP describes the City's sources and details the uses of certain federal grant funds including: Community Development Block Grant (CDBG), CDBG-CV (from CARES ACT), HOME Investment Partnerships Grant (HOME), and HOME American Rescue Plan (HOME ARP); and non-federal funds including: HOME Match and Housing Funds. Amendment #1 to the AAP FY23 proposes to increase the Own in Ogden program's budget to $500,000 and goals to 45 down payment assistance loans. AAP FY23 Amendment #1 proposes the following budget changes: Carry-over funds: CDBG increases by $210,010, CDBG-CV decreases -$83,314, HOME decreases -$172,464, HOME ARP decreases $-8,517, HOME Match increases $885, Housing Fund increases $182,462 and City Revitalization funds increase by $36,169; Program Income (PI) estimates for the FY23 Amendment #1: CDBG PI increases by $571,086, HOME PI increases by $576,829 and Housing Fund decreases -$4,105; and Carryover PI: CDBG Carryover PI increases $592,790 and HOME Carryover PI increases $236,595; for a Total Net increase of $2,138,427 to AAP FY23 Amendment #1 Budget. The use of the $2,138,427 additional funds include budget changes: CDBG budget increases by $859,670 to Quality Neighborhoods, and $400,000 to Small Business Loan Program and $114,217 to CDBG Admin; and HOME budgets increase by $333,277 to Quality Neighborhoods, $250,000 to Own In Ogden and $57,683 to HOME Admin; HOME ARP Administration decreases by -$8,517; HOME Match increase $885 to Quality Neighborhoods; City Revitalization Funds increases $36,169 to HELP; and Housing Funds increases by $178,357 to Quality Neighborhoods. AAP FY23 #1 proposes CDBG-CV budget increase $8,082 to Business Recovery Fund - Jobs' $8,550 Business Recovery Fund - Microenterprise assistance and decrease -$99,946 for CDBG-CV Admin. These changes are reflected in the budget, specifically the sources and uses of funds that are planned in the AAP FY23 #1. The public review period will begin November 6, 2022 and conclude at midnight December 5, 2022.
