JOIN OUR ONLINE OPEN HOUSE Open Houses are held electronically without an anchor location. ABOUT OPEN HOUSES This Open House meeting will not have an anchor location. The Planning Division will be hosting an online version of the open house as an opportunity to review each project and provide comments and questions. Public comments and questions will be received within the public comment window. During and following this comment period, the Planning Division will evaluate the proposal against the applicable zoning standards, taking into consideration public comments as they relate to the standards, and develop a recommendation for the Planning Commission. ACTIVE PROJECTS This is a list of active projects open for public comment. Kum & Go Gas Station (Conditional Use) - Nathan Abbott, representing Galloway US, is requesting conditional use approval for a gas station that will be located at 2111 South 1300 East. The proposed project will consist of a 4,745 square foot convenience store located in the northwest corner of the property and three (two-sided) gas pumps located in the south area of the property. The subject property is approximately 0.83 acres combined (36,155 square feet) in size and is in the CB- Community Business Zoning District. A 'gas station' use is a conditional use in the CB zone and therefore must be approved by the Planning Commission. All additional code requirements can be reviewed in Section 21A.40.200 of the Zoning Ordinance. Join the Online Open House at: https://bit.ly/slc-openhouse-00053 404 W 400 S - Conditional Use - Salt Lake City has received the following requests from Rob Moore representing Big-D Construction for the property located at 404 W 400 S: - Approval to construct a 31,350 square foot 3-story addition to their existing 64,573 square foot office building. - A 4-level parking structure that is connected to the office building. Conditional Use approval is required for commercial parking. The subject property is located in the D-3 (Downtown Warehouse / Residential) Zoning District. Controls over Mixed Use exist in the D-3 zone. Per SLC zoning ordinance 21A.30.040 3. Commercial/office uses in buildings of three (3) stories or more without multi-family dwellings shall be allowed only as a conditional use and then only when the applicant has demonstrated that the proposed location is not suitable for multi-family residential use. The new structure will be located to the rear of the home, in the northwest corner of the property (see site plan below). The proposed ADU's livable area would measure about 400 SF in size with a total footprint of about 700 SF (this includes a proposed porch area on the eastern and southern sides of the ADU). The proposed structure will measure approximately 16 feet in height, measured from finished grade. Parking for the ADU will be provided by existing, legal, on-street parking along the street frontage of the property on Emigration Circle. The property is located in the R-1-5000 Single Family Residential zoning district where an ADU is listed as a Conditional Use. The Conditional Use process looks at compatibility, location, configuration, and potential impacts of the request. The proposed ADU will also be subject to the specific development regulations for ADU's located in section 21A.40.200 of the zoning ordinance. This section regulates all requirements for ADUs, including size, height, location, distance to other primary structures, windows/openings as well as owner occupancy requirements. The proposal would rezone the property from M-1, Light Manufacturing District to R-MU, Residential/Mixed Use District. The combined lots are approximately .1 acres or 4,560 square feet in size. The proposed amendment to the Zoning Map is intended to allow the property owner to pursue a multi-family use for the properties. Future development plans were not submitted with this application. The properties are located in the Westside Master Plan boundaries. The proposal would rezone the property from R-1/7000, Single-Family Residential, to R-MU-35, Residential/Mixed Use District. The combined lots are approximately 1.65 acres or 71,721 square feet in size. The proposed amendment to the Zoning Map is intended to allow the property owner to pursue a multi-family use for the properties. Future development plans were not submitted with this application. The properties are located in the Westside Master Plan boundaries. Petition Number: PLNPCM2022-00733 Council District: Glendale Staff Planner: Katilynn Harris Email: katilynn.harris@slcgov.com Phone Number: 801.535.6179 End of the Public Comment Period: November 6, 2022 Join the Online Open House at: https://bit.ly/slc-openhouse-00733 130 N 2100 W AFPP Rezone - Salt Lake City has received a zoning map amendment request to remove 130 N 2100 W from the Airport Flight Path Protection Overlay District Zone B, described under City Code 21A.34.040. The underlying zone, TSA-MUEC-T, is not proposed to change. The intent of the rezone request is to allow the existing hotel to accommodate the use of the hotel for deeply affordable transitional housing. Residential uses are not permitted in the AFPP Zone B but are allowed in the underlying TSA zone. According to the applicant, ASSIST Inc., 'Specifically, the project will utilize, retrofit, remodel, and expand the existing hotel building to become a 94-unit, single-room occupancy residential facility for individuals transitioning out of homelessness. In addition to the 94 SRO units, the remodeled facility will provide community amenities (clubhouse, kitchen, laundry facilities, community room, lounge, community gardens, etc.), case management offices, and administration spaces for operational support.' This was initiated by a request to locate a new homeless shelter in a neighborhood that is already home to several shelters, overburdening that neighborhood and the services provided to that neighborhood. The City Council adopted an ordinance earlier in 2022 that eliminated the HRC use from the land use tables and asked the Planning Division to come up with an alternative process to approve future homeless resource centers. The Planning Division spent the spring and summer gaining an understanding of how city services, neighborhoods, service providers, and those that use the current shelters may be impacted by changes. The proposal was created based on this input. The Planning Division is proposing that the City Council adopt an overlay zoning district to regulate future homeless resource centers and homeless shelters. The overlay would be adopted into the zoning code, along with updates to the existing regulations that apply to homeless resource centers and homeless shelters. Prior to opening a new homeless resource center, the overlay would have to be applied to the zoning map. This means that anyone who wants to establish an HRC or shelter, would have to apply for a zoning map amendment.
