- NOTICE OF PUBLIC HEARING On the 8th day of November, 2022 at 7:25 p.m. the Howell Town Council will hold a public hearing at the Howell Community Center for the purpose of adopting AN ORDINANCE OF THE HOWELL TOWN COUNCIL TO AMEND CHAPTER 9, SECTION 9-2 A - OF THE HOWELL TOWN CODE OF REVISED ORDINANCES TO READ AS FOLLOWS: SECTION 9-2 GENERAL PROVISIONS A. Building Permit Required. A building permit is required to construct a new habitable building. A building permit can be made available but is not required for those who are altering a building.
