TOWN COUNCIL AGENDA DATE: October 13th 2022 7:00pm MINUTES Call to order- 1. Pledge of Allegiance 2. Roll Call Nando Meli-Mayor- Joe Johnston- Councilman- Shyla Solomon- Councilwoman- David Nutzman-Councilman- Henry Thomas- Councilman- 3. Public Comments 4. Consent Agenda a. Check Register b. Bills over $1,000.00 c. Approval of meeting minutes David Nutzman: regarding a substantial cost on generator, it was the same as the last one. Already paid. Should be fixed. Radiator had a bunch of work to it. Henry Thomas has joined via phone. Approve consent agenda, All approve. Dept reports: Police report Travis: September we had a total of 47 calls, 23 traffic stops 62 patrols, big uptick on our theft calls closed 3 with charges the fourth one, is pending review. Gentleman skipped town, turned over to the county, we have enough to file charges on. One of the thefts occurred at the reclamation site, broke into conex boxes and stole some heavy equipment and they were able to locate those at pawn stores and gave them back, all suspects came from tooele. We had some arrests including the thefts were Domestic Violence, heroin, sexual assault. Sheriff dept. assisted in 5 calls, most domestic violence calls. Yesterday I received an award for the fentanyl homicide from last year. 1st one in Tooele County to charge 2 with fentanyl overdose homicide. Mile stone proud to say Stockton led the one on that one. Award to Travis personally and josh Curtis with task force, rob Clegg prosecuting attorney received award. Dave Nutzman, 'Congratulations chief'. Last report as chief of police with Stockton, wanted to say over the last 6 years, thankful for the support not only from the council but the entire community. This is my home and it will continue to be my home, even though I'm not the police chief anymore, I still live here and am a neighbor, give me a call, I have no problem answering questions and want to help with resources if I can. Route going forward with the town, best course of action is to go with the county sheriff. Negotiate instead of charging us per call, we do have a high volume with calls, he's would rather municipal service tax, Stockton would pay if we weren't incorporated town. Chief Wimmer will pull numbers and get a hold of Mayor Meli this week. I truly feel that's the best way, Erda and Lakepoint are incorporated now and needs services. All or nothing policy, one police officer and county then responds after the fact, you would be charged for after hours response, Stockton grandfathered in, If you hire an officer and he covers 40 hrs a week, the rest would be covered by sheriffs dept and they would bill you for that. Changed since erda and lakepoint changed over to there own cities, they developed own policies. Best idea is to go with county, or have full time police dept and have to hire 2 or 3 officers, to cover. Raise costs. Municipal service tax, sheriffs responds to every dispatched call and patrol town when they are traveling back and forth. Any extra , speed enforcement o parades, have to talk to them about contracting that out. Who knows about discounts 60-90 dollars and hour for officers, kind of an uniformed rate. Joe- Budget? 10000 communications made sure contracts are fulfilled sit in PD budget, may have to have amendments end of year, finance guy has to decide about where funds go. The cars were from the county, they probably don't want those back. we can sell and get rid of insurance, strip red and blue lights out. Sell them. 180000 all coverage for PD 130000 drive through but not a dedicated service. Full of paper, not a bunch of extra Police, one deputy to Wendover. Pay an officer Unless an officer is willing to do 24/7 like ive been, the problem is is the county will bill above the time a. police officer 27$ an hour 35-42$ an hour salary and then pay sheriffs on the back end. Wage wars. Priced us out inlaw enforcement. Joe- appreciate what you've done the last 6 years, it's a shame we are losing you, thank you. Fire- 11 calls last month. 2 in emt school, 1 hazmat tech, 1 completed hazmat tech in Alabama. 2 hired for full time fire positions at tooele army depot. No other updates on fd in south rim. County's response for building in South rim, winter fire school in st George, will go to rescue training with money we got from county once a year. Tested seba's. paid for, ordered hose we asked for. Thanked Travis and Nicole. Did job well. Joe taking over hydrants situation of 900 so. Joe wants to go up and take a look at hydrants. Justin soes not know, rod would be the expert on plumbing, calling rod to meet up, fix it asap, needs attention and will freeze. Nando- fire station at 5 mile pass, feasibility study. Figures way to high to operate station on 36 7-9 million to staff at the station. Decided to go with support from small fire depts. Around. Did opt for building a station in south rim, 340 homes will be built out in that area. Very good thing to have station in south rim. Doesn't know what the county council will decide. Theres a lot of movement. We are a 3rd class county, no arpa or covid relief funds for 3rd class slc can use it but not here. If I live in Stockton and I get into a car accident in west Jordan I expect to be taken care of and if I live in West Jordan and get in an accident in Stockton, I expect to get taken care of in Stockton. Kind of how I justify it, provide the best service he can. Wealth of knowledge on feasibility study, go to every meeting and will bring it to you as it unfolds, no what ifs. Dave- comment on accident in Jacob city sat at hospital with a friend, response couldn't have been better out here, felt good, had an accident that was very taxing to get to. No one has a rescue team in this county, we will have a rescue team here. Best service we can provide. Thanks for support. Mayor report- WATER, grant drinking water 640000 to put power up there. A couple months ago rmp 400000, fire restrictions blm, we have to go underground which increases cost from rpm. Power companies will not allow over head power companies sued for billions of area. It will be put underground, Prevent risk deemed area unsafe for over head power. Not sure if its policy, infrastructure needs to be underground. Insurance is more expensive. Risk of fire in Tooele city. Mind boggling that large communities are being burned down. Contingency fees for grant. Drinking water working hard to supply more. Cant make it on agenda for November. We cant wait until after January. We need to do it now. Water level is going down fast to 160 gpm from 220 gpm. Next spring will be the worse we have had, restrictions will be bad. 2 weeks ago came back with 730000. Hire contractor to put conduit in another 300000. They lowered it to 600000. All grant money has been spent, we need to borrow 180000 4.75% increase 11.25 2.6% 8.60 water bill increase. 9-11$ increase on water bill. Working on getting more funding and we will need a new well, don't want to spend 3 million$ on treatment plant and then have to dig another well. we will need power to well now. Fema Grant application. Haven't had a UEI number. The state guy is really working with us for Grant. Push the FEMA thing through. Fema grant will give us 70% maybe get state money 30%. Borrow some more $$ we need two water sources. Get by in the winter, but not in the summer. Stockton is really bad shape as far as the water goes. We will have to raise water rates. May have to get someone's help, very pricey. Borrow another 600000 for power. Dave-can the town get a loan? Yes, hopefully get it on the agenda for November 1st, because its an emergency situation borrow 580000 to get power, we will have to raise rates. 2 separate transactions. Trying to get rmp to get going 1.3 million. So the 640000 + 580000 to get power. We need to proceed. Market research. Power to run the well? Where will the other well be? Mark Whitney did a study, two locations where well could be, one by the sod farms and one up the canyon. Hydrologists 3500 put a well in 2.5 million, we need 2 water sources. 2.6 to refurbish plant. If we put a new plant in then we may not have any water. Springs are drying up. Most cost effective way to do this? we need sand for plant. Maybe sand filtration plant. Needs to refurbish. Sand Plant should have not been put in. Park Pavilion, Kent Baker has a list of what is needed for ball park. Raising rental fees from $50 to $75. The county has provided everything. When you rent pavilion, it should be ready to go. Can the Bakers maintain the pavilions next year. Dave Nutzman- pavilion and the bathrooms? Built in 1961. Has brand new extension cords, You go buy the supplies for the park, and Dave will reimburse Kent for supplies that day. ball park has a budget? yes, before this year, there was one general fund, since we hired steve and Nicole, we have created several accounts. State rented the ballpark from the county for the fire and they haven't paid yet. Special separate accounts. Keep track of the money. Needs sprinkler heads. Hot water tank was fixed. Bakers want to maintain it. 1/2 of the rental. Get on top of it and stay on top of it. Baker does not want to maintain the baseball park. Dave will do weed control. Allowed to handle the chemicals. Kill weeds. $500 for the veterans memorial monument. Can the public donate supplies for ballpark, advertise the rental. Thanks Kent Baker. Parks Grant available from the county next year. Silver avenue project,Dave Nutzman- road work completed,50 ft from the tracks west to past rawhide. The rest will be completed after union pacific gets back with Kilgore. Road will be widened, requested to do work next year, they got told NO. labor and supplies will go up. Want to slide us to a back burner. Work should commence. Traffic will be a nightmare. Detour if you can. Police presence. Next two weeks they should be done. water will go super corner. Union Pacific is pretty non responsive. Kilgore has to get trained to work around tracks. Council financial training, Steve Rowley Fiscal responsibilities, checks and balances Transparency is key, sticking to a budget, checks and balances, small town struggles. For the most part, on track, under in most, water fund is depleting. Water funds budget? possibly increasing water fees. In debt 920000 in the water fund. 2007 usda bond 3772.00 a month. Water bonds ends in 2031 27000 a year started in 2011. Sewer owe 1.3 million, interest free. 66000 year All covered by fees paid. In terms of PTIF savings 387000 end of june.
