The regular meeting of the Cleveland Town council was held at the public safety building located at 130 W Main in Cleveland, Utah, on Thursday, September 8, 2022 at 7:00 pm. In attendance were: Mayor Trevor Rowley, Brydi Sharp, Kristen Vose, Breann Cowley, and Preston Wilson on phone.
Meeting called to order at 7:02 pm by Mayor Rowley followed by the pledge.
Minutes: Breann Cowley made a motion to approve the minutes for August 11, 2022 meeting with a second by Kristen Vose. All in favor, motion passed, minutes approved.
Public comments:
Brennan Howells: Concerns with Center Street with sheds on sidewalk by Casey Jensen Property. He is using SR155 sidewalk as driveway where there is no right of way for driveway access. Dangerous to kids riding bikes or walking by the area. Corals against sidewalk where manure runs into drain across sidewalk when it rains. Buildings not allowed to drain on sidewalk according to County Ordinances.
Boyd Griffin: Concern about the large pile of manure on the property. Wind blows manure and dust everywhere and onto Rick Rasmussen's property to the East of the property.
Danny: Concern about the manure and dust that blows everywhere to the point that they have to leave Rick Rasmussen's farm. Sheds need to be moved from in front of sidewalk.
Jerry Oveson: Concerned about dust and manure. I live next to Casey Jensen's property. I have COPD and can't leave the windows open at his house at night or anytime due to dust.
Rick Rasmussen: Inside his buildings there is manure all over shelves and everything. Has offered to move manure, set up a sprinkler system to keep dust down. He has 5 to 7 horses that move around and create dust. Every time they try to talk to him he calls the cops or tells them to go away using foul language. The manure is piling up on his son Ryan's fence as well as his strip of property by the wash. When it rains, the manure also runs into the wash water.
Mayor replied that we can park a vehicle in front of the sidewalk where he is pulling into or out of his property onto SR155. Town can send notice letter that he has too many horses, and his accessory sheds are in violation of zoning setback. He will start process for getting these concerns fixed. Dust problem is a trickier issue.
Kristen Vose stated that she doesn't think that he applied for building permits.
Brydi Sharp stated that she talked to Tracy Randall of Planning and Zoning, who said that he did not apply for zoning or building permits of the accessory sheds.
Ryan Rasmussen: Manure clear over onto my property and ruining the fence. Eyesore to town when people come into town.
Item #1 Discuss/Approve/Ratify resolution to make a beautification committee.
No resolution was made due to no emails from council members. Breann Cowley stated that she doesn't think we need one. Kristen Vose talked to Melissa who said she would be willing to do adopt an area. Brydi Sharp said we should have one so they can be in charge and plan town cleanup, yard cleanups or contests. Decision to put on Facebook about what the town citizens think what a beautification committee would be, duties, goals, and if interested.
Item #2. Cleveland Days recap for 2022.
Brydi Sharp stated that we still did not have the bill from KFJC. Mayor Rowley motioned to table the item till next month. Second by Breann Cowley. Motion carried.
Item #5. Review Bills and approve for payment.
Motion to pay bills made by Breann Cowley, seconded by Brydi Sharp. Roll call vote: Breann Cowley-yes, Kristen Vose-yes, Brydi Sharp-yes, Mayor Rowley-yes, Preston Wilson-yes. Motion Passed.
Item #6 Council Reports.
Preston Wilson (LEPC): New website for FEMA that they are working on for the next couple of months. We will have to put in some information about our town. Fire Department will be burning the wood at the cemetery the middle of October.
Breann Cowley (Rec): Rec Board meets next week. Will bring up about the tarps. Will also ask about grant info for lights at tennis court. Kallon Cowley working on sprinkler breaks.
Kristen Vose (Planning and Zoning): Planning and Zoning nothing to report. Question about dumpsters being closed all the time. Wants them open during his working hours or set times. Brydi Sharp agrees that they need to be left open during his working hours and would like the council to have a key to the gate lock.
Brydi Sharp (Treasurer): Nothing.
Trevor Rowley (CVSSD): Working on Safe Sidewalks Grant for sidewalk in front of Preston Wilson's house. Old grant will not cover what needs to be done with the culvert extension.
