TOWN COUNCIL SEPT 1, 2022 MINUTES PRESENT: Sue & Gene Gestring, Mike Naiser, Steve Healy, Mayor Jared Campbell, Doug Nowell, Marty Anderson, Nikole Campbell PRAYER: PLEDGE OF ALLEGIANCE MINUTES: Minutes were read , all were in favor to accept minutes as read MAYOR UPDATES: A card was sent to the Oldroyds to thank them for cleaning the JCC The lawyer sent back the Airbnb Ordinance with concerns. The mayor wanted to turn it back to PC, but the PC wants feedback from the Council on how they should proceed. If there is someone renting a house is that an Airbnb? The Mayor suggested we see what other towns are doing and also ask the attorney what he would advise. See if he has an ordinance to compare to. WATER: The mayor has been in contact with the Parkers and they are supposed to sign the agreement by the end of the week. Mike said A&D Jensen can be up there within a couple of weeks. Mike asked the council if they had any projects they would like to use the remaining money on. The mayor thought about upgrading the 2 inch water line to an 8 inch line up past Peggy Smith's house. Marty asked if equipment could be bought with the money?Other suggestions were updating Cold Spring, new fencing around the current springs, and putting a meter device on the pipeline to meter the water going to Parker's cabin. BUILDING: The rain gutters are being filled with pinecones. It was talked about at another meeting about getting a cover for them. The council wants to wait, and look at other options. ROAD: Gene Gestring would like a street sign on the road by his property to avoid people getting lost and turning around on his property. The council told him to check with the Road department for an address. PLANNING COMMISSION: Doug mentioned storage containers have been showing up without building permits. It was undecided. Doug also brought up the responsibilities the town has to make sure the ordinances are followed. He would also like to know what the council is going to do about Mike's building. He said it is up to the builder to make any mistakes right. The mayor would like the town to look at the current ordinances and review the setbacks and possibly make modifications. He would like to make changes to secondary/accessory building setbacks/storage containers so not so much property is wasted. Doug made a motion to send a letter to Mike and ask him to fix the mistake and make it right. Marty seconded the motion. The mayor abstained. The vote was invalid because the topic was not on the agenda. Mike Hazel/ Angela Barber are looking for a place to put in a booster station for the fiber optic line that is running from St. George to SLC. It needs 3 phase power. They want to know if there is going to be opposition from the town if they buy land in Joseph. Doug presented a checklist to give to anyone who comes to get a building permit. The PC is working on the ordinance of the Disposal of Town Property. Marty felt like we should think long and hard before getting rid of property. The town may need it for a Fire Station, Well House, Growth , Etc. Jared motioned to close the meeting, Marty seconded the motion.
