AGENDA 1. CALL MEETING TO ORDER. Mayor Dennis Sweat calls meeting to order at 6:30pm 2. ROLL CALL Mayor Dennis Sweat Councilmember Manny Carrillo Councilmember Christian Pantelakis (PHONE) Councilmember Brandon Grossman City Administrator Glenn Wadsworth City Recorder Sasha Palafox City Attorney Spencer Call Excused: Councilmember Darlene Trammell, Councilmember Anna Aboite 3. PLEDGE OF ALLEGIANCE Pledge of Allegiance was led by Public Safety Director Ken Quirk 4. APPROVE OR AMEND REGULAR COUNCIL MEETING MINUTES OF AUGUST 03, 2022 DECISION. Motion made by Councilmember Christian Pantelakis, seconded by Councilmember Manny Carrillo to approve regular council meeting minutes of August 03, 2022. All in favor, Motion passed. 5. DEPARTMENT UPDATES: A) POLICE DEPARTMENT Public Safety Director Ken Quirk updated the council on current stats. Ken also recognizes Officer Brent Groth and Officer Jacob Hofer both officers received an accommodation award for their outstanding work. B) FIRE DEPARTMENT Ken updates the council on stats. C) DISPATCH None. 6. APROVE OR DISAPROVE RATIFICATION OF: RE: WATER RIGHT APPLICATIONS 86278-86281, 90803, AND 91551 -STATEMENT OF CONCERN TO THE STATE ENGINEER, NEVADA DIVISION OF WATER RESOURCES AND MAYOR TO EXECUTE SAME. DECISION. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Christian Pantelakis to approve ratification of: RE: WATER RIGHT APPLICATIONS 86278-86281, 90803, AND 91551- STATEMENT OF CONCERN TO THE STATE ENGINEER, NEVADA DIVISION OF WATER RESOURCES AND MAYOR TO EXECUTE. All in favor, Motion passed. 7. COMMENTS FROM THE AUDIENCE LIMIT OF TWO MINUTES. None. 8. YOUTH RECOGNITION AWARD FOR OUTSTANDING COMMUNITY SERVICES. DEEANNA CROASMUN. Youth Recognition Award was presented by Deeanna Croasmun and Gunnar Carter. Youth Recognition Award is awarded to local youth who are found going the extra mile or demonstrating resilience through adversity. Kadence Murphy was nominated to receive this award for being kind to everyone, having a great attitude, and being willing to go out of her way to help others. 9. 6:45 BID OPENING FOR CONSTRUCTION OF THE WENDOVER CITY SHOP BUILDING ELECTRICAL. None. 10. APPROVE OR DISAPPROVE PRE-SCHEDULED COMMUNITY CENTER RENTAL DATES. DECISION Motion made by Councilmember Brandon Grossman, seconded by Councilmember Christian Pantelakis to approve pre-scheduled community center rental dates which were, September 10th, September 17th and December 6th. 11. DENNIS SWEAT MAYOR UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. None. 12. DESIGNATION OF EMERGENCY INTERIM SUCCESSORS AND MATTERS RELATED THERETO. DECISION. Mayor Dennis Sweat makes motion to make Councilmember Manny Carrillo #1, Councilmember Christian Pantelakis #2, and Councilmember Brandon Grossman #3. 13. CITY ADMINISTRATOR GLENN WADSWORTH UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. City Administrator Glenn Wadsworth updates council on concerns he has been receiving from locals regarding large population of cats around town. Glenn asks council if they have any ideas how to handle this, Mentions animal control is available to pick up and take cats to pound. City will be looking at about $70 fee per cat. 14. CITY ATTORNEY SPENCER CALL, UPDATES AND PENDING MATTERS. DISCUSSION/DECISION. A) INTERLOCAL COOPERATION AGREEMENT RE-ESTABLISHING THE TOOELE COUNTY COUNCIL OF GOVERNMENTS. B) RESOLUTION 2022-03: A RESOLUTION AUTHORIZING THE COUNTY COUNCIL CHAIR TO EXECUTE THE ATTACHED INTERLOCAL COOPERATION AGREEMENT RE-ESTABLISHING THE TOOELE COUNTY COUNCIL OF GOVERNMENTS City Attorney Spencer Call makes suggestion to table items A & B for 6 months. Spencer will work on getting minutes from county meetings so Wendover City Council can look over minutes to make decision if Wendover does want to continue or not. C) AGREEMENT BETWEEN THE CITY OF WENDOVER AND TOOELE COUNTY DEPT. OF AIRPORTS. City Attorney Spencer Call updates council on airport agreement. Spencer has been in contact with Airport Director Lisa Dunn. Lisa will be prepping a contract for Spencer to look over and will bring to council when ready. Spencer also informs council he has been in touch with the nugget casino regarding the parking structure that has been bringing some concerns of safety. Spencer has a meeting set up with someone from the nugget casino to talk about parking structure, an inspection is planned to be set up as well. 15 UNFINISHED BUSINESS: None. 16. NEW BUSINESS: Public Safety Director Ken Quirk informs council that next meeting will be his last City Council Meeting. 17. EXECUTIVE MEETING: None. 18. NEXT SCHEDULED COUNCIL MEETING. OCTOBER 05, 2022, @ 6:30 P.M. DECISION. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Christian Pantelakis to approve next scheduled council meeting date on October 05, 2022 at 6:30pm. City Administrator Glenn Wadsworth also calls for budget meeting at 6:15pm. 19. ADJOURNMENT Mayor Dennis Sweat adjourns meeting at 6:52pm
