Meeting held Wednesday, September 7, 2022
at Wellington City Hall

Agenda Item #1 Roll Call
The Planning and Zoning Commissioner Moosman opened the meeting at 5:33 PM by noting that everyone was present.
Agenda Item #2 Approval of Prior Meeting Minutes
Motion: Commissioner Moosman moved to approve the minutes from August 3, 2022. Commissioner Cha seconds. Followed by all in favor none opposed.
Agenda Item #3 McKay Quinn - Preliminary Plan Approval
Mr. Quinn mentioned that the concept plan from the previous meeting is the master plan. The next step is a level of refinement. 60% of the site is in a flood plain causing the engineering team to focus on bringing up the foundation in some areas one foot. Councilmember Zauss asked about the lighting that will be at the RV park. Mr. Quinn said they have not submitted a lighting plan, but the final phase will determine it and that they will look at dark sky solutions. Mr. Quinn claims there are no ordinances regarding lighting, but he is happy to have a work session to accommodate what the city would like to see, but there is no guidance. Councilmember Zauss likes the idea of black sky and understands illumination will be necessary, but that it needs to be natural to the environment.
An emergency exit is no longer needed for this phase as the UDOT access is sufficient for the 17 acres. Regarding fencing, there is a line right through the neighbor's property, but it is an engineering mistake, and the fence will go along the property line. Resident Harold Hunt owns property adjacent to Mr. Quinn's property. According to the drawings, the RV park's fence will be right next to Mr. Hunt's house, which Mr. Hunt believes to be incorrect. Mr. Quinn said that the survey has been completed and it has been staked, but that he is happy to meet with Ensign Engineering about the survey. Mr. Quinn was asked what kind of fencing would be used for the property. Mr. Quinn said that the fencing hasn't been considered, but it will be presented in the final plan.
Motion: Commissioner Moosman moved to approve preliminary RV park including the changes to lighting, fences, and ATV trail. Commissioner Patterson seconds. Followed by all in favor none opposed.
Agenda Item #4 Jake Ori & Kali Ori - Lee-Chic Business License Application
Ms. Ori plans to have an online boutique. The inventory will all be done through her house. Everything will be done online.
Motion: Commissioner Patterson moved to approve business license application for Lee-Chic. Commissioner Peterson seconds. Followed by all in favor none opposed.
Agenda Item #5 Theresa Corrales - Dee's Kitchen Business License Application
Ms. Corrales has a taco truck. Nothing will be done from her home, but all through her trailer. The trailer will be stored at her home outside of business hours. Ms. Corrales will be selling all throughout the county, festivals, and Helper Vibes.
Motion: Commissioner Cha moved to approve the business license application for Dee's Kitchen. Commissioner Peterson seconds. Followed by all in favor none opposed.
Agenda Item #6 City Council Reports to Planning and Zoning
Councilman Zauss did not have any updates for the commissioners.
