CALL TO ORDER: 1. Call to Order - Mayor Pro-Tempore Sip 2. Pledge of Allegiance - Councilwoman Peart 3. Statements of Belief/Opening Prayer - Councilman Chaves Alternate Pro-Tempore B. APPROVAL OF AGENDA: 1. Approval of Agenda Order 2. Disclosures and Declarations of Conflicts from Council Members and Mayor. C. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from August 25th Special City Council Meeting, September 7th Business Meeting, September 9th Special City Council Meeting and September 13th Special City Council Meeting. 2. Review and possible approval of City Expenditures from July 2022 and August 2022. D. PRESENTATION: 1. City Franchise Agreement - InfoWest Randon Anderson E. PUBLIC FORUM: Limit three (3) minutes per person; please address the microphone and state full name and address. Please note there will be no response by any city official during this time. For specific questions, please contact city staff directly. F. BUSINESS: 1. Discussion only: Toquerville Parkway updates - Bob Lamoreaux. 2. Discussion and possible action on Final Plat for Park Side at Desert Mountain Phase 2 Subdivision submitted by Wall Family Rentals, LLC. 3. Discussion and possible action on Ordinance 2022.XX amending the City's Official Zoning Map to designate Firelight Subject Property as having MPDO Zoning. 4. Discussion and possible action a New Nightly Rental Ordinance 2022.XX - Establishing conditions for Commercial Zones. 5. Discussion and possible action on a Preliminary Site Plan for the Firelight Community Center. G. CALENDAR OF EVENTS: 1. Farmers Market - Saturday, September 24, 2022, at City Hall 9 AM - Noon (Every 3rd Saturday through October 2022). 2. Toquerville City Events Committee Meeting - September 29, 2022, at City Hall 6 PM. 3. Fall Community Clean-up - Friday, September 30th through Monday, October 3rd, 2022. 4. Trunk-or-Treat & Toquer'villain' Halloween Party/Contest - Monday, October 31, 2022 6:30 PM. 5. Toquerville Turkey Trott Trails Run - Thanksgiving Day Thursday, November 24, 2022, at Center Street Park 10 AM. H. CLOSED SESSION: 1. Strategy sessions to discuss the purchase, exchange, or lease of real property, including any form of a water right or water shares. I.
