a. Consider approval to purchase a budget development software from ClearGov.
BACKGROUND and RECOMMENDATION: Development of the city's budget requires significant resources across the organization annually as we work to identify and evaluate the cost to provide services, long term needs of the community, and the funding available to pay for these needs. Data is gathered and evaluated for over 3,400 accounts in over 40 different funds for over 130 different department divisions which culminates into a 400-page budget document. Staff currently rely on a myriad of products to help gather and analyze this information including Microsoft Excel, Google Sheets, Microsoft Word, and Adobe Acrobat. Due to the growing complexity and volume of the data gathered, reviewed, and analyzed each year during the budget process in addition to the large number of staff members directly working in the process, a more effective solution is needed that will help streamline the budget process, allow for easier analysis, and improve the presentation of the budget for the City Council and public. Staff has spent the past two years evaluating the major software solutions in the market and after considerable evaluation, staff recommends approval to purchase a budget development software from ClearGov.
b. Consider approval of the third amendment to the Engineering Agreement with Jviation dated September 23, 2021 for the South Taxiway & Apron project Design.
BACKGROUND and RECOMMENDATION: AIP-44 South Apron & Taxiway Connector project grant was applied for and approved by Mayor Randall on June 30, 2022; however, the City has not yet received the grant award. This project will design the South Apron and Taxiway connector for the Sandstone Aviation FBO ramp space. Staff recommends approval.
c. Consider approval of an Agreement to Purchase Real Property between Desert Canyons Development and the City of St. George for a new fire station.
BACKGROUND and RECOMMENDATION: This agreement includes the purchase of a lot within the Desert Canyons Town Center West subdivision for a new Fire Station. It also includes some improvements and utility upsizing that is the City's responsibility. As outlined in the agreement, the cost of the property is for $655,000 and the cost of the improvements and upsizing is $419,433.42. Staff recommends approval.
d. Consider approval of an Improvement Reimbursement Agreement between Feller Enterprises and the City of St. George for road improvements on 1450 East.
BACKGROUND and RECOMMENDATION: The developer of River Trail Townhomes (Feller Enterprises) is building a portion of the 1450 East connection between 900 South and Riverside Dr. The City has the responsibility for the remaining portion of the road. The improvements include curb, gutter, sidewalk, paving, roadbase, storm drain, and excavation. Funds for developer matching (i.e., impact fees), already approved in the budget, are proposed to fund the project. Staff recommends approval.
2. Public hearing and consideration of a resolution to review and approve amendments to the Fiscal Year 2022-23 Budget.
BACKGROUND and RECOMMENDATION: State statute requires a public hearing when changes are requested to the City's budget. Staff typically bring budget openings forward to the City Council for consideration on a quarterly basis based on changes that occur during the fiscal year. Staff recommends taking public comment and approval of the resolution.
3. Consider approval of an ordinance amending the City General Plan to update the 2022 Moderate Income Housing (MIH) element of the General Plan.
BACKGROUND and RECOMMENDATION: The City adopted the 2019 Moderate Income Housing (MIH) element of the General Plan per SB34 in Fall 2019. In 2022, HB462 required that Cities include implementation plans for each strategy. The 2022 MIH Plan outlines six (6) strategies and associated implementation plans to provide realistic opportunities to meet the need for additional housing for families earning up to 80% of the Washington County median family income. The 2022 median family income for a family of four in Washington County is $83,900. 80% of the Washington County median family income is $67,120. The six (6) strategies were identified by the Planning Commission and City Council in a joint work meeting and implementation plan for each strategy was finalized by a working group that included two (2) members of the City Council and two (2) members of the Planning Commission. At their meeting held on September 13, 2022, the Planning Commission held a public hearing and recommended approval. No public comments were given at the public hearing.
4. Consider approval of a Hillside Development Permit to adjust the location of the ridgeline and ridgeline setback on lot 89 of the South Rim at Foremaster Ridge Phase 4 final plat in anticipation of the construction of a residential home.
BACKGROUND and RECOMMENDATION: The ridgeline for the property located at 1751 East Ridgeline Circle has been determined and is located on the South Rim at Foremaster Ridge Phase 4 final plat. Previously this year, requests have been made and granted to alter the 30' ridgeline setback on lots 82, 83, 84, 85, and 86. All of these requests were approved. This project will be known as South Rim at Foremaster Ridge Phase 4 - Lot 89. The he Hillside Review Board heard this case on August 24, 2022, and the Planning Commission held a public meeting for this case on September 13, 2022 and recommended approval with the following conditions: 1) The adjusted ridgeline is created by drawing a straight line between the two rear property line pins; and 2) An amended plat is filed and recorded for Lot 89 of the South Rim at Foremaster Ridge Phase 4 final plat with this new ridgeline location and associated 30' setback on the plat.
5. Consider approval of the preliminary plat for Cinder Bluffs at the Ledges Phase 1, a 7-lot residential subdivision located at approximately 1140 West 4750 North.
BACKGROUND and RECOMMENDATION: The proposed subdivision is located within the Ledges development. The general plan designation on this property is LDR (Low Density Residential), and the zoning is PD-R (Planned Development Residential). The proposed preliminary plat meets the current general plan designation and zoning. At their meeting held on September 13, 2022, the Planning Commission recommended approval.
6. Appointments to Boards and Commissions of the City.
7. Reports from Mayor, Councilmembers, and City Manager.
8. Request a closed session to discuss litigation, property acquisition or sale or the character and professional competence or physical or mental health of an individual.
