Lovell OTHERS Jasin and Peggy Kooyman Vicky Lyman The following agenda items were considered: A. Invocation. The invocation was given by Dave. B. Adopt Agenda. Adopt Minutes of Oak City Town Board Regular Meeting held July 21, 2022. Dallin moved, seconded by Tom, to adopt the Minutes as written. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Dallin-Aye. Tom-Aye. Monica-Aye. D. Discuss Scott Fuller's Building Permit Application. The Planning and Zoning Commission met last night and discussed the Application. Scott has been working on this quite a while. They have been working on getting the easement for the road that will run North and South. They had to work with Jon Finlinson on this also. The Mayor talked to Cristi Lovell and she wondered if something could be drawn up so Scott can get started and the Town's Attorney also agrees that something has to be drawn up on this and signed. The Mayor drew a map for the Council showing the lane and where the easement is. Jon Finlinson wants to sell several lots and he would have to put in a road, which he is planning on, but he would have to come before the Planning and Zoning to look at road placement. It is easier if the Town owns the road so it can put in utilities. Before the meeting, the Mayor had written an agreement as the attorney suggested. He read this to the Council. Jasin asked questions about who would have to pay for power and water extensions. The property owner pays for extensions and new connections. The engineer recommended putting in a yellow fire hydrant at the end of the water extension so everyone knows it is not a regular fire hydrant just a flushing one. Jasin suggested looking at impact fees as the Town's seem very low. The Mayor stated that the Council has discussed this idea and are thinking about doing a study on this. On the Application, it shows an approximate address and it is off quite a ways. The addressing needs to be done. Dave has been looking into addressing. He went over this with the Council. Need to sit down with the County and look at their addressing. The Mayor thought Adam Britt, Millard County, would be able to help with this. The Mayor pointed out that the Town Code requires site plans to be done in triplicate. Dave mentioned that he got a copy of Fillmore's, or maybe it was Meadow's, building permit flow charts and all that goes with it. It is a pretty good document. E. Public Comment. Vicky Lyman stated that she just wanted to get to know the Council a little and if there is anything she can do, to let her know. She will be a new member on the County Commission in January. She wondered if there are federal grants available for fire breaks on property if land owners would work with them. Tom felt that changes in cattle grazing and an access road would help the most with future fire protection. Dallin also felt if the trees were groomed every year to cut down fire fuel, could pull trailers in better, and see the deer better. Jasin was wondering about the situation with the Town's ability to plow snow. The one plow blew up. Dallin stated that the County has been helpful. The Town has a little tractor with a small blade. Jasin wondered if the County would do it for some pay. Dallin's plan this year is to get up early and take the tractor out and to see if the County will help in a major storm. Looking into what options the Town has. F. Financial Report. The Financial Report was read and approved by Board Action. Town Employee, Ben Nielson, has been finding some broken items throughout Town and is fixing them. G. Departmental Reports. Tom Nielson. Have been working on meters but haven't done a lot. Still a few to do. Have been pumping the Well but not so much now that it has cooled down. The double chlorinator has been working well. The Mayor asked about the on-line training and if it is still available for Ben. Don't know if Ben has started yet but it is still available. Ben is handy and doing a great job and Kaeshay Brough, youth Town employee, has been doing a great job of mowing lawns. Dallin Christensen. How are the trees being watered? The Mayor has seen Ben watering them with a plastic tank and he gets them done pretty quickly. Dallin drove past the reservoir the other day and there were big pipes for sale. He wondered if they would work for the Town. Would it be wise to buy some? Dallin will look into this. The Town gas tank is getting low so will get some. Monica Niles. The Hall stage has been redone. Got the Hall kitchen primed and painted and there are new sinks in there. After Oak City Days, will finish the touch up painting in the kitchen and then keep working on the Hall floor clean up. It was disgusting. Would like to paint the outdoor green table before Oak City Days. Going to take all the tables, on the stage, off and put them downstairs. Will wash all tables and set them up for Oak City Days with help from the young men and women in Town. The Cement Plant has been very generous with donations and the Town should let them know a little about what the money was used for. Pressure washed the Hall. Have talked to the Mayor about taking the old Hall kitchen countertops and making changing tables in the Hall bathrooms. Dave Steele. Been talking with Dixie Power on the power line replacement project. The ball park figure for this Project is at least $50,000 but will, most likely, be quite a bit more. Been looking at the Scott Fuller power request and the Marion Ray Anderson power request. This one is now with Rocky Mountain Power waiting for their approval. Will be doing some tree trimming. H. Miscellaneous. Mayor Callister James Saunders, Jones and DeMille, e-mailed the Mayor the documents on the aquifer recharge which need to be signed off. Trying to look at what the regulations are on new water lines and if they have to go in as 8 inch lines. The Town might need to pay for some of the infrastructure to put in water lines. Need to have a discussion on roads in the near future. There are ordinances and resolutions on subdivisions and the Town needs to follow these. They state that property owners need to pay for asphalting roads and put in sidewalks, curb and gutter if the Town feels they are necessary. The Mayor will get with Jon Finlinson so go over things on his future road. Scott Fuller will need to gravel all his frontage and the full 22 feet width. Another way to handle roads is to have a road impact fee. Could look into this. I. Adjournment. The Mayor adjourned the meeting at 10:15 p.m. Respectfully Submitted, ___________________________________ Karen K Lovell, Oak City Town Clerk Approved by: ____________________________ Shim Callister, Mayor
