MINUTES OF THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION CENTRAL VALLEY TOWN, SEVIER COUNTY, UTAH A regular meeting the Planning and Zoning Commission of Central Valley Town was held May 11, 2022 at 7:30 pm at the Central Valley Town Hall, Central Valley Utah after due and timely notice had been provided pursuant to Section 52-4-6 UCA 1953, as amended to date. Commission Members Present: Bryan Brown, LeAnne Pope, Cassie Bateman Absent: Brandon Barney Staff Members Present: Susan Outzen, Town Council Public Present: Bill Anderson, Brad Duffin by telephone, Gary Zeluff by telephone, and Lisa Cleveland AGENDA: 1. Welcome: Bryan Brown Pledge of Allegiance: Bryan Brown 2. Minutes: Motion to Approve April 13, 2022 minutes was made by Cassie Bateman; the motion was seconded by LeAnne Pope. Voting yes were: Bryan Brown, LeAnne Pope and Cassie Bateman. Motion carried. Minutes approved as written. 3. Bill Anderson Subdivision Concept Presentation: Mr. Anderson reported he still has to get permission from Sevier County for access to the 2 lots from Landslide Road; he does not think the lots located on further down on the north side of the property will be developed at this time; he is waiting for his official plat from Savage Engineering and also the perk tests for each lot from CUPH Department; Bryan Brown apprised Mr. Anderson that his subdivision falls in the major subdivision status as it will require infrastructure construction; the filing fee will be $500 plus $30 per lot; he will also be liable for the water conveyance fee of $3000 ($12,000 total) per lot excluding 2 lots as per previous agreement of Central Valley Town and Candy Corenia. The matter was continued to next planning meeting on June 8, 2022 to review Mr. Anderson's plat and perk test results and review of all applicable fees being paid in full. Mr. Anderson is also to have a letter from Sevier County granting permission for access off Landslide Road for 2 lots on the upper side of the road. 4. Gary Zeluff - Single Lot Split Concept Presentation: Lisa Cleveland explained the single lot split will be located on Landslide Road WEST of Mr. Zeluff's present residence; she will obtain the perk test certification and Title Report for the property by next meeting. Mr. Brown stated the lot is not located on the water source protection area. He made a motion that the matter be set for public hearing on June 8, 2022 subject to Mr. Zeluff paying the subdivision filing fee of $160, along with the $3000 water conveyance fee before the next meeting. Cassie Bateman seconded the motion. Voting yes were Bryan Brown, LeAnne Pope and Cassie Bateman. Motion carried. Matter to be set for public hearing June 8, 2022 at 7:30 pm subject to all fees, reports and application being paid in full on or before that date. 5. Temporary Vacation Rentals - New Ordinance Project: In order to start the project, the committee decided to see if there are examples available from other towns/cities they could use for reference. Cassie Bateman will contact Monroe City; LeAnne Pope will contact Elsinore and Joseph. Bryan Brown already has Richfield City's working document for this subject. Matter continued to next meeting agenda, June 8, 2022. 6. Other business as needed: n/a 7. Adjournment: LeAnne Pope made a motion to adjourn meeting. Cassie Bateman seconded motion.
