Laketown Town Council Meeting Minutes August 11, 2022 Laketown City Office 10 North 200 East Laketown, Utah Mayor Burdette Weston welcomed those present and called the meeting to order at 7:02 p.m. on August 11, 2022. Those present are as follows: Mayor Burdette Weston, Council members Eldon Robinson, Kris Hodges, Delora Wight excused until later in the meeting and Clerk Alice Jackson. Those present in the room: Dave Fairbourn, Steve Meyers, Dan Stringham, Heidi Hodges and Duane Robinson chairman of planning and zoning committee. Delora arrived at 7:20pm. OPENING CEREMONY: Eldon Robinson conducted the opening ceremony and Kris Hodges led the pledge of allegiance. Mayor added to the agenda: Dave Fairbourn asked for 3 minutes. ACTION: Mayor called for the agenda to be approved. Motion by Eldon, seconded by Brandon to approve the agenda. Motion carried unanimously. ACTION: Mayor called for the meeting minutes to be approved for the July 06,2022 Meeting Minutes. Motion by Brandon, second by Kris. Motion carried unanimously. MAYOR OPENED THE MEETING FOR QUESTIONS AND COMMENTS FOR MAYOR AND COUNCIL. Dave Fairbourn: The Area Seventy of the Church of Jesus Christ of Latter-Day Saints has asked the stake of the Church of Jesus Christ of Latter-Day Saints to observe and participate in the National Day of Service on Sept 10, 2022. This should be a stake effort. We should have a list of services that we can perform so the members of the community can choose what service they want to perform. Dave described what other communities in the area have chosen to do such as tying quilts or trimming trees. He asked if the rodeo arena needed to be painted. The mayor noted the problem with painting the benches of the arena- the paint just peels. However, if it's not painted then its open to weather and rots. Eldon asked if we could apply for a grant to replace the wood benches with metal. Mayor said that we are planning on that and will most likely replace the wood with metal a section at a time. Eldon asked if this day of service has been discussed in the ward council. Dave replied it had not. Mayor said we will put together a list. Action Item: Mayor to put forward a list of services the community can provide. ACTION ITEMS FROM PREVIOUS MEETING: Brandon reports that he has not spoken to commissioner Cox. Brandon noted that he feels fogging has gone on flawlessly and that Wednesday nights have not been a problem. Regarding 25mile hour signs they are on their way-larger size (4). This includes signs for the narrow bridges (2). Regarding the dirt pile that has been left by the town and school. Dale Lambourn said that he will take care of it. The dirt is not on city property. MOU: MOU was generated by Laketown, has been signed by Garden City Mayor on August 1,2022. Once it's fully executed tonight. Action Item: Alice will ensure it gets to Utah Drinking Water (Sarah Romero). The purpose of the MOU is to provide us with a three-year exception to our well. Action Item: Alice to email a copy back to Garden City. ACTION: Mayor asked for a motion to sign the MOU: Brandon made the motion and Eldon seconded. Mayor signed. Motion carried unanimously. ITEMS OF BUSINESS: Activity Committee Update: Heidi Hodges Heidi reported that she had 40 people to work the rodeo concession and 30 people helped to clean up. The mayor thanked Heidi for all her hard work-Heidi has done a great job with the concessions this year. The event at the park was a success too, especially since it was so close to the rodeo. Heidi was able to sell left over food/drinks and more T-shirts. COUNCIL BUSINESS: Planning & Zoning Commission Update: Duane Robinson provided the update from the July meeting and recommendations to the town council: No new building permits have been submitted but three individuals have contacted him showing an interest in building. The P&Z committee has completed their review and comments on the Laketown long-term plan. All their comments are highlighted in yellow. This has been completed earlier than expected. The committee did not like the 'History of Laketown' section. The picture with this section is also not a church in Laketown. This needs to be changed out. There are several questions that are included within the document. He noted that there is a lot of 'fluff' and inaccurate information for example jobs, Dominion Energy and sewer system however, they went through it with a fine-tooth comb. Action Item: The document was given to Alice; she will ensure Mike Hansen receives it. The old version (one on our website) had a better history of Laketown. Updated Laketown Building Approval Form: Post Brandon's comments about the title of the current form, the council revised the title of this form to 'Complete This Form to Apply for a Laketown Building Permit.') (Attached to these minutes) has been approved by the town council and Duane will take the councils revisions back to P&Z for their final approval of this document. Each member of the council reviewed this document. The town council signature should be executed at the town council meeting once it has been received by P&Z. Discussion moved to who the new building inspector is. Council is not aware of person's name but Eldon reported that he is on the job. Laketown Building Permit Ordinance was reviewed and discussed. Changes need to be made. Action Item: Duane took a copy of the Ordinance and will discuss changes with P&Z Committee and report back to the council. The council reviewed the process. It is as follows: In P&Z Meeting-this form is filled out, they make three copies, check is mailed to the city office. Clerk provides the potential builder with a receipt and a copy of the form via email. Check(s) will be mailed to Clerk at which time she will sign the aforementioned form. P&Z would like a supply of stamped envelopes addressed to Laketown City. Action Item for Alice Discussion included the form on our website titled 'Application For Building Permit-Rich County and Town of Laketown.' This is also used in the building permit process and is used as a worksheet per Eldon. It should remain on our website. Brandon reported that per his dicussion with Geo (former building inspector) this is all done on line now. Action Item: P&Z to review the current building permit code and make changes to it that mirrors the above process after which it will be provided to the town council for their acceptance/approval/changes to the code. Water Updates: Council Member Delora Wight Delora reported that the draft job description for a Certified Water Operator has been generated. She and Dan reviewed and edited it together. This draft was provided to the council for review and discussion. The council discussed and determined that this individual need not be a licensed contractor. Council members and Dan continued to word smith the job description. ACTION: Alice to put forward a final draft to the council for their review and finalization. Dan Stringham reported on the chlorinator going out. This most likely occurred with a recent power outage. Health department took a sample from Dee's service which didn't pass. He reported that the samples post manual chlorination came back acceptable. The chlorinator is now back in service. We are out of chlorine. We use about 5 lbs. per day. Dan will take care of this. He has contacted Thatcher Chemical to deliver it. Dan will perform additional water samples. Delora asked if our chlorinator needs to be replaced but Dan reported that our current one can be rebuilt. Rick Larson's water pressure is what it is per Dan. Dan offered to back flush it and Rick is satisfied with his current pressure. Mayor will talk to Ben about the lid. It needs to be done by September. Action Item: Dan to replace Kay Cheney's water meter it is leaking. Meter and antenna should be given to Dan. Discussion on water supply after busy weekends like the 24th and Raspberry days. Dan reports the flow has held up and the level in our tanks has not warned him (he has a devise on his phone that provides him this information.) Alice passed out copies of a Neptune report showing water consumption (Neptune can provide several different reports). There are three homes (meters) that should be looked at as soon as possible per Ken Sheffield (with Neptune). They document that these homes have 35 days of continuous usage. Delora asked if Cody should know. Action Item: Delora will alert Cody. Duane asked why we would not notify the individuals immediately regarding their continuous usage. Mayor noted that the city should check these meters first before they are notified. Duane noted that Shaketown should be notified of their continuous flow of water immediately. However, Dan reported that their ice cr me machine may be receiving continuous flow. Action Item: Dan to check the 3 meters and report back to Delora. Dan asked if he needs to take care of Stephen Hunters hook up (new resident). Their impact fee was $1,000 (before ordinance was changed) and is paid in full. Mayor noted that they are not ready for a meter yet. Dan reported on Courtney Robinson's lot: There is drilling that needs to be done under the road. He noted that he can no longer do this. David Fairbourn suggested using a Ditch Witch. He suggested contacting Brent King. Roads & Streets Updates Brandon Willis: Brandon asked if we received the $2,500 contract from Jones and DeMille. Alice reported no. Action Item: Brandon will check on this. Call with UDOT-Christopher Chestnut two things came up. Talked about safety at the intersection by Dee's. We would have to submit a formal request in order for them to put up a no parking sign but the city would have to enforce. Also access to the 30. Christopher is willing to come to our next meeting and talk about a corridor agreement. Mayor would like to check with his contacts at UDOT-The director for this area. The mayor had previously written letters on this subject. They were going to do a test this summer on some of our intersections/turning lanes. There was a discussion about turning lane by Dee's. Delora noted that lines are not visible. Brandon will send his contacts to the mayor. Brandon asked if Christopher should attend our next meeting. Mayor said yes. Brandon reported that Tyler Stewart suggested that Laketown should seal our cracks. Mayor would like to do it but only if other communities are being done so Laketown is not bearing the total cost. Mayor suggested that we obtain several bids first. Eldon reported a spot in the road by Mike Mattson's house that is almost like a hole and that gravel might be a good idea. Brandon asked who does this for us. If it's in his driveway then he should be responsible. If it's in the city property then we need to take care of it. Action Item: Brandon will invite Christopher to attend our next meeting to explain what a corridor agreement is. Park & Recreation Updates Kris Hodges: Kris noted that she was not aware (as a new council member) she was responsible for park & recreation. Eldon wishes to keep his current council responsibilities and Kris would be responsible for parks and recreation. Kris was to review our current park and arena usage application and report what changes she would suggest (action item from previous meeting). Delora was concerned about open fires and the ages of those in the park without adult supervision. Kris reports reviewing the application and wondered why there is language in the application regarding candles however, she suggests that for now, the application will remain the same. Kris asked what her responsibility is for the park. Kris should be responsible for turning on and off the water and if there are issues, she would be responsible for contacting Dan or someone else for plumbing issues. Delora reported that Brian has been doing a good job of keeping the restrooms clean. What about a pickle ball court? Splash pads? What improvements can we make? Mayor noted that this all depends on what money we can obtain. The infield needs to be improved- it should be changed into a dirt field. Courtney Robinson has a list of what needs to be improved. Perhaps a temporary fence would be nice to take up and down on game nights per Eldon. Kris asked about individuals hanging signs on the fence line. Kris suggested Laketown charge for hanging banners etc. on the fence. The exception will be community members of Laketown. For example, advertising our 24th breakfast and the rodeo. No political signs should be hung on the park fences. Kris asked Eldon if she should speak to Courtney about what improvements he would like done. Dallas Clark may know about TRT monies. Eldon reported that 5 Teams played on the field this year. Kris would like to see little league in Laketown. Helen Wahlstrom came to Laketown to understand her property line and the Park. She was concerned about her liability. They have a 1/2 lot (may not be a complete 1/2 acre). Mayor and Delora met with her. He reminded her about the frontage that she would need to incorporate. She asked if the city would make an exception if a family member would want to build if the lot was less than 1/2 acre. Mayor stepped it off and they may have a couple 1,000 extra feet. Mayor feels this is a none issue if there is extra footage there. Her son James may want to build on this property. Mayor feels that they may have a 1/2 acre even with the frontage needed. Mayor asked the council how they feel about giving her an exception. Action Item: Mayor to report back to Helen regarding how many square feet they have and if the council agrees they could build if they have less than 1/2 acre. Eldon noted that there is an irrigation line on this piece of property which may be an issue. Going forward, if we are going to make it a ball diamond and attract out of town teams. There are a few things that need to be done like an improvement in the dugout. Ball diamond may need to be moved further North. Eldon suggests we move the bench. Any modifications should be on city property. Family concerned that family may not be able to build. They are willing to give the bench to the town. Council Member Eldon Robinson Rodeo and Arena Update: Eldon reported that the Rodeo went well. Weather was kind on Saturday. There were many community members working the concession stand, taking tickets, working the chutes. Eldon compared the differences in rodeo programs from last year to this year. Last year's seem to be printed on a card stock paper. There were no programs provided for Saturday because the printer broke down. Rain helped the water pressure at the rodeo area. Sim arranged for a county truck to help on Friday. Eldon suggests moving the booster pump closer to the road. It would involve moving the electrical line. Eldon to report back on moving the booster line. Perhaps a metal grate to protect. Eldon will talk to 3-4 people about sending in their advertising monies. He bought new pendants. Transportation and parking worked well. Eldon feels like we need more rodeo participants. Mayor noted that we used to have more local people involved. Eldon asked if he had steer wrestling in prior years, yes we have. Pro rodeo might bring in more participants. Contractor wanted to keep Rodeo to 2 hours. The pig chase, chicken chases are well liked by the attendees but do add to the overall of. Put non-refundable on wrist bands next year. Alice reported on the rodeo income in the following areas: Online: estimate income is $3,000. PayPal holds on to a percentage of the money for 30 days so the total earned has not yet been deposited-plus they take a percentage of each ticket sale. PayPal offers amazing reports and we have access to the emails of those purchasing online tickets. Friday night gate sales: $5,065 Saturday night gate sales: $4,495 Bearlake Realty: $3,165 Summit Pizza: $4,075 Dee's: $6,615 Concession Stand: (cash) $11,250, Square $4,349,14. Heidi reported earlier to Alice that approximately $3,300 was in T-shirt sales. Alice projected the rodeo '2023 actual budget worksheet' on the TV for the council to see. The rodeo change in net position was $11,000 however with the $60,000 deposit from our grant in the previous fiscal year the change in net position for the rodeo fund is $23,631. The $60,000 was not transfered from general fund to rodeo fund until this fiscal year. There are still invoices coming in. MAYOR REPORT: Bear Lake Regional Commission Report- not attended County Master Steering Committe-Dallas Clark was council's representative with Eldon as the back up. We have not recevied notice of any meetings. Rich County High School Advertising. Council reviewed the invoice to determine if we want to pay $1,140.00 per year. Fee includes volleyball, football and basketball. Brandon asked what Laketown receives in turn for this advertising. Mayor reported that Laketown can watch the games online. Eldon asked if the citizens of Laketown would support us using their tax money to do this advertising. Council all reported that this is much more than in past years. Delora reported that in past years our ad's were set up differently and for much less money. Action Item: Alice to speak to advertising representative to determine what we have paid in past years. Alice to report back to the council. UPDATES FROM CLERK'S OFFICE CiviclinQ: We have paid them $2,500. Our ordinances are now on their platform but they have not offered any training to Alice yet. The clerk's copy of our ordinances has been given to Mike's team and has since been safely returned. Alice has handed over the original book of Resolutions for them to review to determine what if any ordinance(s) should be revised. These hand off's have been done between Alice and Tyler Stewart.
