ACTIVE PROJECTS This is a list of active projects open for public comment. Northpoint Small Area Plan - The Northpoint Small Area Plan will provide guidance on future development and use of property along 2200 West Corridor in the Northwest Planning Community of Salt Lake City. The previous plan for the area was adopted in 2000. Since that time, the development pressure along the 2200 West Corridor has increased and the interest in annexations of adjacent unincorporated land has increased. The combined forces present a unique challenge for the city and the balancing of sometimes competing values, such as protecting the Salt Lake International Airport, preserving agricultural land and wildlife habitat, and recognizing property rights. The new plan will: - Identify appropriate future land use and development characteristics of the area that can coexist with the Salt Lake City International Airport. - Update future annexation potential for unincorporated land in the vicinity that is within Salt Lake County. - Establish the justification, parameters, and needs necessary to establish a transfer of development rights program for the area. - Identify appropriate infrastructure requirements, including utilities and roadways, to support the future land use in the area. - Identify appropriate elements to support non-automobile transportation to link future employment opportunities to nearby residential areas, both inside and outside of Salt Lake City. - Identify appropriate buffering, building design, and development characteristics to reduce the impacts to agricultural uses, important wildlife habitat, and other uses within the corridor. - Recommend methods to reduce the negative impacts that future land uses may have on air quality, water quality, noise, and light. Petition Number: PLNPCM2022-00687 Council District: Council District 1 represented by Victoria Petro-Eschler Staff Planner: Krissy Gilmore Email: kristina.gilmore@slcgov.com Phone Number: 801.535.7780 End of the Public Comment Period: September 16, 2022 Join the Online Open House at: https://bit.ly/slc-northpoint-plan Conditional Use Permit: Concrete Manufacturing Facility in the M-1 Zone - Quinten Bingham, representing the property owner, has submitted an application for a conditional use permit to allow a concrete manufacturing facility at 1055 North Warm Springs Road in the M-1 (Light Manufacturing District) Zone. The current use of the property is equipment storage. The applicant is proposing to use the southern portion of the property to construct a concrete manufacturing facility (see aerial image below). The proposed development will also be subject to the specific development regulations for the M-1 (Light Manufacturing District) Zone, site plans, and any other relevant regulations, as required by Salt Lake City Code. These sections regulate requirements such a setbacks, building height, landscape, parking, etc. Petition Number: PLNPCM2022-00169 Council District: Council District 3, Represented by Chris Wharton. Staff Planner: Rylee Hall Email: rylee.hall@slcgov.com Phone Number: 801.535.6308 End of the Public Comment Period: September 19, 2022 Join the Online Open House at: https://bit.ly/slc-openhouse-00169 OCC Industrial Rezone - Salt Lake City has received a request from Will Channell with OCC Industrial, who is under contract for the property, requesting a zoning map amendment to allow development of the property located at approximately 2800 N., 2880 N. and 2760 N. 2200 West. The proposed zoning amendment would rezone three parcels from AG-2 (Agricultural) to M-1 (Light Manufacturing). The subject properties in total are approximately 14.33 acres (624,216 square feet). Plans for future development were not submitted with these applications. Petition Number: PLNPCM2022-00699, PLNPCM2022-00700 and PLNPCM2022-00701 Council District: District 1, Represented by Victoria Petro-Eschler Staff Planner: Diana Martinez Email: diana.martinez@slcgov.com Phone Number: 801.535.7215 End of the Public Comment Period: September 22, 2022 Join the Online Open House at: https://bit.ly/slc-openhouse-00699 Brooklyn Avenue Street and Alley Vacation - This is a request from Jonah Hornsby of Jodah One, LLC, the adjacent property owner, to vacate the 13.25-foot-wide alley that bisects the applicant's property and all of Brooklyn Avenue from 500 W to the guardrails separating City- and State-owned public right of way (see attached map). If approved, this section of Brooklyn Avenue would be divided and sold to the property owners of 1005 & 1007 S 500 W at fair market value. Mr. Hornsby has made this request because he claims it has become a place for 'homeless encampments and dumping grounds' and because it 'does not get maintained.' The proposal to vacate the street cannot be approved without also vacating the alley. Brooklyn Avenue and the adjacent alley are located within the CG General Commercial Zoning District and Council District 5, represented by Darin Mano. Petition Number: PLNPCM2022-00068 & PLNPCM2022-00349 Council District: District 5, Represented by Darin Mano Staff Planner: Aaron Barlow Email: aaron.barlow@slcgov.com Phone Number: 801.535.6182 End of the Public Comment Period: September 30, 2022 Join the Online Open House at: https://bit.ly/slc-openhouses-00349 Design Review & Planned Development at approx 377 E 200 S. - Marina Malomud, representing the property owners, has submitted applications to the City for Design Review and Planned Development to construct a mixed-use building containing 250 residential units and approximately 6,000 SF of ground floor commercial space, at approximately 377 E 200 S in the R- MU Residential/Mixed Use District. The proposal is for a 13-story building, with one floor partially below ground level to accommodate part of an enclosed parking garage, with an overall height of 125 FT. The proposed structure will occupy most of the project site area shown on the aerial image. The site is currently occupied by Crown Burger restaurant, ancillary parking, a small shed located toward the rear of the property, and a vacant retail/office building. All existing structures will be demolished with the development of the site. The applicant is requesting Design Review approval to allow for an additional 50 FT of building height, for a total building height of approximately 125 FT. Requests for an additional floor in the R-MU Residential/Mixed Use Zone require project review through the design review process and Planning Commission approval. The applicant is requesting Planned Development approval to allow the location of required open space (20% of the total lot area) to be provided by amenity areas for residents of the building. The provided amenities include a courtyard area located on the fifth floor, and a Skydeck on the top floor. The total amount of provided open space in these areas will be about 9,500 SF, which exceeds the minimum requirement of 20% of the lot area (~8,400 SF). Rather than providing the open space on the ground floor, the applicant intends to maximize this area by providing commercial uses occupying the ground floor level of the building facing 200 South and part of 400 East. Through this process, the applicant is also requesting to modify the required rear yard setback to 10 FT from 25% of the lot depth (30 FT maximum), along the western property line. Additionally, the applicant is also requesting to increase the amount of parking spaces provided beyond what is allowed by City Code requirements, through the transportation demand management standards. The specific request noted above is subject to the approval standards for Design Review located in chapter 21A.59 of the zoning ordinance and the Planned Development approval standards located in chapter 21A.55. Petition Number: PLNPCM2022-00616 & PLNPCM2022-00656 Council District: 4 - Represented by Ana Valdemoros Staff Planner: Rylee Hall Email: rylee.hall@slcgov.com Phone Number: 801.535.6308 End of the Public Comment Period: October 8, 2022 Join the Online Open House at: https://bit.ly/slc-openhouse-00616 SPARK! Mixed Use Development - 1500 W North Temple Street - KTGY Architects, on behalf of Brinshore Development has requested Design Review and Planned Development approval for the SPARK! Mixed Use Development project to be located at approximately 1500 W North Temple. The 2.1 acre (90,000 square feet) parcel is owned by the Redevelopment Agency of Salt Lake City and is located in the TSA-MUEC-C (Transit Station Area Mixed-Use Employment Center Core) zoning district. The proposed project is for a mixed-use building that will include 200 living units as well as ground floor retail space and a daycare center. The building will consist of 6 stories with 5 stories of living space located over the parking and retail/daycare elements. The following petitions are associated with this proposal: 1. Design Review - PLNPCM2022-00708 - Required to approve the three (3) street-facing building facades which exceed the maximum length of 200-feet. 2. Planned Development - PLNPCM2022-00709 - Planned Development approval is required to modify the minimum height of the front street-facing building wall as well as some of the street-facing building setbacks. Petition Number: PLNPCM2022-00708 & PLNPCM2022-00709 Council District: District 1 - Victoria Petro-Eschler Staff Planner: David J. Gellner Email: david.gellner@slcgov.com Phone Number: 801.535.6107 End of the Public Comment Period: October 17, 2022 Join the Online Open House at: https://bit.ly/slc-openhouse-00708 800S - Design Review at 330 W 800 S - Salt Lake City is reviewing a petition submitted by Stephen Droll of Valerio Dewalt Train Associates, representing the property owner, requesting Design Review approval to construct an 8-story, 86-foot-tall mixed-use development project at approximately 330 West 800 South. The project area currently includes multiple properties split between the CG General Commercial and D-2 Downtown Support zoning districts (see map below). The properties would need to be consolidated into a single lot before construction could begin on the project. Because the proposed building is taller than 60 feet in height, Design Review by the Salt Lake City Planning Commission is required. Specifically, this proposal would include 336 residential units ranging in size from studio to 3-bedroom and retail space that would face 800 South. Structured parking would be located internally to the building. The proposed project is unique because it includes and will preserve the Kilby Court music venue. As part of the proposal, a new midblock walkway would connect Kilby Court (the street) to 800 South. Design Review is a process that is meant to ensure higher-quality outcomes for developments that could have a significant impact on their surroundings (i.e., buildings above a certain height). Design Review requires that these projects are compatible with their surroundings, do not negatively impact public space and infrastructure, and help to achieve City goals and policies identified in adopted Master Plans. The Planning Commission reviews all Design Review applications according to the standards found in section 21A.59.050 of the City's zoning regulations.
