Lovell Town Treasurer DeAnn Steele OTHERS Traci Callister James Sanders, Jones and DeMille An invocation was given by Tom Nielson. The first public hearing began at 7:30 p.m. The purpose of this public hearing was to get public comment on the 2021-2022 Oak City Town Budget and Prepare it to be Opened, Amended, and Adopted at the Regular Town Board Meeting following the Hearings. DeAnn went through the updated Budget with the Council. No one had any other changes. The Mayor adjourned the Hearing a 7:48 p.m. The second public hearing began at 7:49 p.m. The purpose of this public hearing was to get public comment on the Proposed 2022-2023 Oak City Town Budget and prepare it for adoption at the Regular Town Board Meeting following the Hearings. DeAnn went through the Budget with the Council. The Mayor adjourned this Hearing at 7:55 p.m. The Regular Town Council Meeting began at 7:56 p.m. The same parties were in attendance at the Regular Meeting as were in attendance at the Public Hearings. The following agenda items were considered: A. Adopt Agenda. Karen had left the Financial Report off the Agenda. Therefore; this Item was added as Item I. Dallin moved, seconded by Dave, to adopt the Agenda as amended. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Tom-Aye. Dallin-Aye. B. Adopt Minutes of May 19, 2022 Town Board Regular Meeting. Tom moved, seconded by Dallin, to adopt the Minutes as written. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Tom-Aye. Dallin-Aye. C. Aquifer Recharge Discussion. James Sanders, Jones and DeMille, made a report on aquifer recharge. They had prepared a hard copy of the proposed Plan and he gave it to the Mayor at this time. Still need to go over the Plan to finalize it but it is pretty much ready to go. With the way prices are going up, the cost of the Plan will probably end up being around $300,000. Should be ready to submit an application for funding in October. There might be additional funding available. The Plan needs to be renewed every five years whether it has been implemented. Make sure to inform Dan Hall, Division of Drinking Water, when the double chlorinator is put in and/or when the system goes through any upgrades. He might want to be involved in or, at least, inspect the upgrades. D. Open, Amend, and Adopt the 2021-2022 Town Budget. This Budget was opened and amended. Dave moved, second by Tom, to adopt this Budget as opened and amended. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Tom-Aye. Dallin-Aye. E. Adopt the Oak City Town Budget by Adopting Resolution 2022-02. Tom moved, seconded by Dave, to adopt Resolution 2022-02 THE OAK CITY TOWN BUDGET. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Tom-Aye. Dallin-Aye. F. Discuss 2019-01, Including Habitable Accessory Structures. The Mayor had asked the Council Members to look at the Ordinance prior to the meeting. Dave had some concerns with the Ordinance. There was a short discussion on allowing the structures to be rented or not, how would utilities be done, have a separate water and power connection or not. There would also be more garbage coming out of the extra residence. Traci felt it was not fair that she had to pay for her own power, water, and septic tank, on her shop but parties renting these residences might not have to. Dave felt it would be wise to take the Ordinance to the Planning and Zoning Commission to get their input before making any changes. Maybe have the Planning and Zoning Commission attend the next Town Board Meeting and go over it in order to give them input as far as what the Council was looking at and needing. Will have them come to the July Town Board Meeting. G. Discuss RV Use and Length of Stay for Visitors. (Town Code 50.20 (B) (5)). The Mayor felt that two months was too long to allow people to park a trailer on someone's property while visiting, especially if people stay for two months and then leave for a day or two and bring the trailer back. Maybe not have a time limit. The Planning and Zoning Commission could look at this. H. Public Comment. There was no public comment. I. Financial Reports. The Financial Report was Read and Approved by Board Action. Two parties were on the disconnect list. One got it taken care of. Shut off the water to the other for about a week but they did get it paid on so their power is back on. J. Departmental Reports. Tom Nielson. Got several new water meters in and looking at where to put Mark Shipley's new water connection. There is a wet spot in front of 165 South Main (Alan Wood). The Mayor said Alan thought it was water splashing out of their trucks. Tom will keep an eye on this. Called the Rural Water representative to work out getting some training scheduled for Town employee Ben Nielson. Dallin Christensen. Bought some fuel. Been working on patching potholes in roads. The Mayor reported that Renee Anderson has said that their sidewalk is pretty broke up. She has offered to pay something toward the cost of repairing or replacing the sidewalk. Dallin will look into this. The Mayor thanked Dallin for getting the sidewalks repaired around town. Dallin stated that he is focusing his efforts on the sidewalks in the center of town and then he will work toward the outside of town. Dave Steele. Changed out several old power meters through the month. Someone pulled out the meter out at 170 South 100 West (Keith Lovell). It is an old one and just might need to be replaced. Dave s will look into this. Need to get with Dixie Power to see if can get them going on the power survey for the town and the transformer plan. Dave was trying to get into the Yard at the Well House. It is difficult to get in as it needs to be cleaned up. The cattails are really tall by Ty Dutson's, apparently there is still a water leak there somewhere. Started work on the addressing for Bald Hill. He typed them up as he is proposing. Tom's preference would be to retain his address as 100 Bald Hill Drive. Dave will keep this in mind but he isn't sure it can be done. Dave will go talk to the County as they have already addressed some properties in this area. Dave felt the Town needed to come up with an official document which would show how addressing will be done in the future. Monica Niles. Monica was not in attendance and had left no report, K. Closed Meeting to Discuss Water Meter Job Applications. This meeting began at 9:55 p.m. The Mayor, all Council members, and Karen, the Town Clerk were in attendance. The candidates were discussed. A candidate was decided on. The Meeting adjourned at 10:00 p.m. L. Reopen Meeting and Appoint Water Meter Reader Position. The meeting was reopened at 10:02 p.m. Stewart Rowley will be appointed the position if he will be available at the time of the month the readings need to be done. If not, the other party that applied will be appointed. M. Miscellaneous. Mayor Callister. Will have the Oak City Day Committee Chairs attend next month's Town Board Meeting. The Planning and Zoning Commission has lost its chairperson and one member. There were two parties who were presented for consideration to fill these positions. The Mayor is thinking of asking one of the parties to join. If anyone thinks of anyone else, please let him know. N. Adjournment. The Mayor adjourned the meeting at 10:12 p.m. Respectfully Submitted, _____________________________________ Karen K. Lovell, Oak City Town Clerk Approved by: ___________________________________ Shim Callister, Mayor
