Description/Agenda
TOWN COUNCIL AUGUST 4, 2022 MINUTES Prayer and Pledge of Allegiance were done in the previous meeting. Nikole Campbell/Clerk swore in Mike Jorgenson as new Town Council Member MINUTES: Doug motioned to accept the minutes and Troy seconded the motion. All in favor WATER: Mike Naiser said the Gooseberry Springs project is done. It was an easy upgrade. It hadn't had any work on it for a lot of years. It is producing 15-18 gpm. They added a bypass to the spring incase work needs to be done to it. We won't have to turn the whole thing off. John Chartier has been up and approved of the spring. Haven't received the operating permit from him yet. There should be around $200,000 left from the grant. The mayor wondered if we should check into acquiring well permits. Mike said our well is really good. It produces 300-400 gpm. It would depend on how much growth Joseph has. We could look at doing a master plan and also talk to Steve about what things he sees may need attention. Marty asked if there are any funding sources out there to look at funding for a secondary water source. Mike said most of them deal with loans. We are still waiting on the Parkers to sign the agreement to start work on Needle Springs. PLANNING COMMISSION: The PC went over the new Airbnb ordinance. They would like to limit the number in a town to 15 total, only 1 on a block. The mayor would like to run the ordinance past the new lawyer before anything is voted on. Troy motioned to send it to the attorney, Marty seconded the motion. All were in favor. The annexation ordinance is being worked on by the PC currently. They don't know how much it will cost including Nikole and Haley's time. Before the town can sell or dispose of any property they must have an ordinance. Our town needs to identify what real property the town has and decide what a significant amount is. The mayor did look at the property that Shane wants to buy. He said we do own that property and also two more lots up to the road. It was given to the town by the Dunns, but he's not sure about specifics. Mayor Campbell mentioned that 6 counties will build a house on town property with the option to rent it out and then sell it. MISCELLANEOUS: The Town Council decided to give Nikole 2 more days a week in the office because of the extra work and growth of the town. Nikole will also take over cleaning the building. It is being used regularly and Nikole cleans up anyway. Even with these extra days for Nikole plus Haley's time it does not add up to one full time employee. Mike motioned to accept office hours increase for Nikole. Troy seconded it. All were in favor. The Mayor would like to send a Thank You letter to the Oldroyds for their help. Marty motioned to adjourn the meeting Doug seconded the motion.
