Minutes of Elmo Town Council Meeting July 12th, 2022 In attendance: James Winn, Lori Brady, Stoney Jensen, Tara Augure, Gabbe Brotherson 1. Welcome: Mayor James Winn opened the meeting, welcomed everyone in attendance. 2. Stacie & Gary Englands annexing into town: The Englands came to ask about annexing in a half-acre of their 40 acres. They would be located down past Seth Allreds home. There wasn't a clear understanding of what would be required of the town or the Englands. They will speak with the county and plan to come back with information they find. Gabbe will contact the League of Towns and Cities to see what the legal situation would be going forward. Stoney suggested the topic is tabled for the next meeting to come back with more information. 3. Citizen Concerns: No concerns were voiced. 4. Town Employee Report: There is a leak at the front of the of the fire station. Lori will speak to Tanner about it. 5. City Sanitation-Update: Lori spoke with JK Allred, he needs to know what exactly we are looking for on the East side of the dumpsters. Lori is going to get a quote for 30 ft past the fence running the length of the fence. She'll also check on what equipment he can bring in. 6. Contract for concrete at Town Hall: Lori made motion to accept the contract, Stoney seconded. All in attendance agreed. 7. Banking/Bill Pay Express update: Gabbe Spoke with Desert View Credit Union. She didn't hear back to see what exactly would be involved. Xpress bill pay can be used to do online payments and help with the trouble with using our current system. 8. Town Hall Rental Concern: Gabbe got a contract ready for renters of the town hall. She will also be taking over the scheduling. Stoney made motion; Tara seconded. All in attendance agreed. 9. Bleachers at Cemetery: Lori made motion to let Mr. Christensen take the bleachers. Tara seconded. All agreed. 10. Beautification Committee Report: Lori reported all was well. 11. Setting Public Meeting for Water & Sewer connections: There will be a Public Meeting after the next Council Meeting. It will be the last thing on the agenda. August 9th @ 8:00pm 12. Board Member Reports/Concerns: There has been a complaint about dogs going on Debbie Jones lawn. There wasn't a clear answer as how to solve this issue. The paint will be done at the pickleball court. Horse & Buggy Days is set to have dinner on Thursday the 11th. BK's was discussed for a food option. Also getting big enough plates for dinner. Lori has the prizes, and everything covered. Dereck Brotherson will do the Bingo calling. There was a discussion of Larry and Theresa Christensen as the Honored Citizens. 13. Review Past Water Bills: Gabbe went over past bills and stated there will be a few people getting notices on their doors, including Larry Johansen, Roland Burgess's Rental, Nick Oviatt. 14. Approval of Minutes and Bills, Review Monthly Financials: Stoney made a motion to approve the minutes. Lori seconded and all agreed. Lori made motion to approve the bills, Tara seconded. Lori made motion to close the meeting. Motioned carried by roll call, all present voting yes. Meeting adjourned.
