SECTION 00 11 16 INVITATION TO BID Project: Duchesne City - Fire Station Expansion Project Owner: Duchesne City 500 E Main Street Duchesne, UT 84021 Engineer: Chuck A. Richins, P.E. Horrocks Engineers 728 West 100 South Heber City, Utah 84032 Brett Brady, P.E. Horrocks Engineers 2162 West Grove Pkwy, Suite 400, Pleasant Grove, Utah Date: August, 2022 Your firm is invited to submit a sealed Bid to Duchesne City for construction of its volunteer fire station addition with appurtenant facilities located at 100 East and 200 South in Duchesne City. The Owner will receive Bids at the office of Duchesne City located at 500 East Main Street, Duchesne, Utah until 3:00 PM local prevailing time on Tuesday the 30th day of August, 2022, at which time and place the Bids will be publicly opened and read aloud. Bids not received by the indicated time will not be opened. Project Description: The project consists of constructing a 60 ft x 21 ft addition to the existing 4,200 sq ft fire station. The addition will be a 2-level steel building, 1,260 sq ft on each level, for 2,520 sq ft additional space. Relocation of a flag pole and an oil water separator will be required, as well as associated sewer lateral extensions to accommodate the new facility; other appurtenances will be required. This project is funded in whole or in part by a grant through the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) program. The contractor will be required to comply with all federal labor standards and attendant laws, including the payment of the most current Davis-Bacon wages and compliance with Section 3 to provide employment opportunities for lower income persons and small businesses. Local, minority and woman owned business owners are encouraged to bid. The lowest responsible bidder will be selected. Owner requires the Project to be completed in 90 calendar days, or by December 31, 2022. Bidding Documents for a Unit Price contract may be obtained from the office of the Engineer upon receipt of a payment in the amount of $40.00 for one set. If award is not made within 90 days of Davis Bacon Wage Decision notice, the wages ae subject to change. Bidders will be required to provide Bid security according to the requirements in Document 00 21 13 - Instructions to Bidders. Refer to other Bidding requirements described in Document 00 21 13 - Instructions to Bidders. Submit your Bid on the Bid Form provided in Document 00 41 43 Bid Form. Your Bid will be required to be submitted under a condition of irrevocability for a period of 60 days after submission. A pre-bid meeting will be held at 1:00 PM local prevailing time on Thursday the 25th day of August, 2022, at the office of Duchesne City located at 500 East Main Street, Duchesne, Utah. General Contract Bidders are strongly encouraged to attend. The purpose of this conference will be to discuss questions the bidders may have on the project and clarify the intent of the Plans and Specifications. Neither the Engineer nor the Owner shall be held responsible for any oral instructions. Any changes to the Plans and Specifications will be in the form of a written Addendum which will be furnished to all plan holders.
