CALL TO ORDER: 1. Call to Order - Mayor Keen Ellsworth 2. Pledge of Allegiance - Councilman Peart 3. Statements of Belief/Opening Prayer - Councilman Sip B. APPROVAL OF AGENDA: 1. Approval of Agenda Order 2. Disclosures and Declarations of Conflicts from Council Members and Mayor. C. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from July 20, 2022, and August 3, 2022. 2. Review and possible approval of City Expenditures from July 2022. D. BUSINESS: 1. Discussion only on Nephis Twist. 2. Discussion only on Rocky Mountain Power Streetlights - Tom Heaton. 3. Discussion and possible action on the City Council Policy and Procedure Manual. 4. Discussion and possible action on Resolution 2022.XX - 2022 Natural Hazard Mitigation Plan. 5. Discussion and possible action on Resolution 2022.XX - Constitution Week Proclamation. 6. Discussion and possible action on the Toquerville Secondary Water System Assessment with expenditures up to $10,000.00. 7. Discussion and possible action on Toquer Reservoir MOU with the Washington County Water Conservancy District. E. CALENDAR OF EVENTS: 1. Farmers Market - Saturday, August 20, 2022 at City Hall 9 AM - Noon (Every 3rd Saturday through October 2022). 2. Sod Laying Party for Westfield Park - Date and time to follow. F. CLOSED SESSION: 1. Strategy sessions to discuss the purchase, exchange, or lease of real property, including any form of a water right or water shares. G. ADJOURN: In compliance with the Americans with Disabilities Act, individuals needing special accommodations (including auxiliary communicative aids and services) during this meeting should notify the City Office 435.635.1094, at least 48 hours in advance.
