Fayette Town 90 South 100 East HC 13 Box 300564 Fayette Utah 84630 Phone 435-528-5882 E-mail: fayette5882@gmail.com FAYETTE TOWN COUNCIL MEETING AGENDA THURSDAY, JULY 6, 2022 LOCATED AT FAYETTE TOWN HALL AT 7PM FACILITATED BY MAYOR JED BARTHOLOMEW CALL TO ORDER: Meeting was called to order at 7:07pm ROLL CALL: Mayor, Jed Bartholomew, Bryan Lyman, Melissa Mellor, Kelly Sue Mellor, and John Bown was on the phone PRAYER: Kelly Sue Mellor 1) REVIEW MINUTES: Bryan Lyman made the Motion to accept the Minutes. Melissa Mellor seconded the Motion. The Motion Passed. 2) REVIEW EXPENDITURES: Bryan Lyman made the Motion to accept the Expenditures. Kelly Sue Mellor seconded the Motion. The Motion was passed. 3) NATHAN KING WATER REPORT: Nathan wasn't there, so Jed talked about the water at the spring. He said the pumps are good. The tests have been good and turned in on time. We have another part to use for the pump and it will cost $2000. They have replaced most of the parts and it would cost around $9000 for the whole part. 4) TALK ABOUT THE ROADS PROJECT: THE CULVERTS AND WHEN THEY ARE TO BE DONE. They will start on the roads and culverts on July 19-21. First North will be the 1st one done. Then the next one will be done shortly thereafter. 5) ASSESSING A FINE AGAINST MR. OLSEN AND HIS SHEEP FOR USING OUR WATER: Supposedly Mr. Olsen is feeding his sheep from our water in the stream. He has been doing it for a few years and hasn't been turned in. Jed contacted the son and has talked to him about the problem and Jed had to call the police and have a report made. He has been taking 1500-200 gallons every other day. We need to charge him $1500 a time and that is twice a year for the last 3 years would mean $9000. Bryan made a Motion to charge Mr. Olsen the $1500 each time for the last 3 years. Kelly Sue seconded the Motion. The Motion passed. 6) WE NEED TO DISCUSS THE LIGHTNING PROTECTION FOR THE SPRING: There is a company from Fountain Green that does Lightning Protection. The price is $10,000 to put protection at the water tanks. We have already paid that much in fixing it. Bryan made the motion to hire this Company to put Lightning Protection up at the Spring to keep us safe. Kelly Sue seconded the Motion. The Motion passed. Jed will make contact with them to get it done. 7) WE NEED TO TALK ABOUT OUR FLAGS AND FLAG POLES; ALSO PARK SIGNS: We need to replace the brackets on the telephone poles to hold the flags better. Also we need to find out what to do with the bathroom at the park. Someone has already done damage to it and Mason had to clean it up. Mason has locked the bathroom to keep it safe. We will address this subject more at the next Town Council Meeting. 8) BRANDON WANTS TO TALK TO US ABOUT THE CEMETERY: Brandon and his company applied for a Grant to help with the Cemetery project. We were given $4600 in a Grant and we have to pay $1150. So we will be able to plot the whole Cemetery and lay it out correctly. The total cost will be $5750. THANK YOU FOR HELPING US WITH THIS PROJECT!! Kelly Sue made the Motion to pay the $1150 and accept the Grant. John seconded the Motion. The Motion passed. 9) BART BROWN'S CARS IN THE ROAD: This item has been addressed. 10) WE NEED TO PASS THE NEW YEAR BUDGET: Bryan made the Motion to accept the Budget and change $1000 to the Park and take away $1000 from the cemetery. John seconded the Motion. The Motion passed. The changes were made. TAXES ARE 0.000546 FOR THE COMING YEAR: LOOK AT NEXT YEAR FOR TUTH AND TAXATION: We talked about doing this next year and raising the taxes next year. They have been the same for 10 years and it is time to change them. CITIZEN'S CONCERNS TOWN COUNCIL ITEMS: JED BARTHOLOMEW, MAYOR: Water, Weeds, Office, Cemetery: Jed said we needed to make a Donation to the Ward this year for the 24th Celebration since we change each year who is in charge. Bryan made the Motion to Donate $200 to the Ward for the celebration. Melissa seconded the Motion. The Motion passed. Keep billing Quaide Richins until the new owner contacts us. BRYAN LYMAN: Flags, P&Z, Park JOHN BOWN: Animal Control, Fire Meeting's, Cemetery KELLY SUE MELLOR: Celebrations, Grants MELISSA MELLOR: Website, Newsletter, Emergency Preparedness, Recorder ADJOURNMENT OF TOWN MEETING: Bryan makes the Motion to adjourn the meeting. Kelly Sue seconded the Motion.
