COMMUNICATIONS & PETITIONS:
1. Lynn Wall of Wall Engineering was invited to make a proposal to do a water use study. Wall asked what the town wants to study. Mayor Davis asked that he study the water being produced by the two wells and the spring and see the effect on town usage and future growth. Wall will gather information to do the study. Lee Fox, planning and zoning secretary, discussed the need to have Wall Engineering study the potential growth and the general plan of the town. Fox expressed the desire to plan for growth. Wall explained that other towns have put existing data into computer programs, then added future development to show how growth effects water especially fire protection needs. He cautioned against allowing development to the west of town because there would not be the required pressure in that area to meet fire flow and pressure requirements.
Mayor Davis proposed that Wall Engineering be hired to do the water study. Council member Larsen seconded the motion. All members present voted in favor of the proposal.
Mr. Wall said he can do the proposed study for a few thousand dollars. Town clerk Washburn asked him to give us a dollar figure. He said he could do the job for approximately $2000-$3000.
Mayor Davis also explained that the town may have money left over from the South Well drilling project. Wall suggested talking to the lending agency to see if the leftover money can be used for this study. He also suggested that the town talk to other lending agencies about grants and loans to pay for the study.
REPORTS:
Mayor: Mayor Davis
Mayor said he visited with the state water people in Richfield about the town's protest of the Dale Lewis subdivision drilling wells near the town's wells. The state will hold a hearing in September and Mayor Davis said he would attend it.
Water: Council member Rees-absent
Wendle Roberts, water master, reported that the new South well is pumping 80gpm. He has been pumping from it into the tanks since before Welsh Days (June 24, 2022). He also explained that it needs to be pumped to waste for a while each time it is turned on to flush out the sand before pumping to the tanks. He keeps it running as much as possible even if it overflows the tanks, so he doesn't have to flush it to waste.
Roberts also reported that the North well has been pumping 100gpm this summer as compared to 45gpm last summer at this time. He estimates that the spring is producing 20-30gpm. This is an estimate because the meter doesn't work at the present time.
Mayor Davis asked Roberts about the status of meters throughout the system. Roberts reported that there are approximately 80 of the 124 connections that the meters don't work for various reasons. He is working to get them fixed or changed. He only has 30 good meters available to replace bad ones at the present time. The meters have a life of 10 years but ours have been in for 14 years. He also said he would need help doing all the work. He will hire his sons to help.
Roberts reported that he will be installing the new water connection to the Broadhead property tomorrow (July 6, 2022) and to the Peck property next week. He will inform the Pecks of the schedule.
Roberts also stated that he thinks most people are abiding by the water schedule put out in April.
Roads: Council member Larsen
Larsen said he is working with Peckham Asphalt Paving, Inc. to do street repairs. He expressed concern about doing work on the streets around the new homes in the southeast area of town before the water lines are installed. He doesn't want to tear up new roads to install water lines. The decision was made to hold off fixing the streets until later in the summer but have them done by the end of September. James Roberts, fire chief, mentioned that the fire department has been cutting down trees on the street property in that area of town so the streets can be fixed.
Cemetery: Council member-absent
Parks: Council member Anderson-no report
Fire Dept: James Roberts, fire chief, reported that the department has bought chairs, tables, 18 turn-out lockers for the building. The department is also putting together a piping system to be able to fill the trucks with water while in the building. They have also purchased battery trickle chargers to keep the truck's batteries fully charged.
Roberts also said he wants to put a schedule for flushing fire hydrants in with the water bills. Mayor agreed he should do that.
Council member Anderson made the motion to adjourn, seconded by Council member Larsen, with a unanimous vote in favor.
Meeting adjourned at 8:05 PM
