Devin Christensen and Nathanael Reece of Nova Solar made a proposal to install solar panels for all the town's electrical needs. The system would be approximately 7.7kh. the preliminary cost would be $206,000. Of this amount the town could receive reimbursement as follows: from federal government: 26%-renewable energy credit and 30% desperation; from Utah State: 10%-renewable energy credit. This would leave approximately $64,000 the town would pay. Someone asked what the life for solar panels is. Christensen said the solar panels they sell have a 25-year warranty but that in general solar panels last up to 30 years. Tom Davis asked if Nova Solar has done work for other small towns like Wales. Christensen said they have only done work for larger cities. Storage systems was discussed. Christensen noted that storage systems are expensive. 2. Sanpete County Sheriff Jared Buchanan was invited to attend the town council meeting and discuss how Wales could get police help from the county. He noted that the sheriff's department is short five officers. The department plan at present is to cover the north end of county, south county, Manti City, and Moroni-Ft. Green Cities. He suggested that Wales could make an inter-local agreement with the county for the sheriff's department to cover Wales for a fee. He also suggested that Wales might get the other small towns such as Sterling, Mayfield, and Fayette to join in a combined inter-local agreement. He said that Moroni-Ft. Green are paying $125,000 for the coverage. Town citizen Tom Davis suggested the town should discuss it more with the sheriff. Mayor Davis said an officer in town 1-2 times a week might be enough. It was decided to have further discussion on the matter at a later date. 3. Mayor Davis invited town citizens Eric and Denise Seda to attend town council meeting and present some ideas about emergency preparedness. They have accepted the assignment to chair a committee for this purpose. Mrs. Seda presented some basic material about how to acquire food storage, medical supplies, and other items for a food storage program. Mayor Davis said he wants the material to be distributed to every home in town and suggested that the young men of the local church might be willing to give some service by doing this task. 4. Lynn Wall of Wall Engineering presented some preliminary information about the water study he has been hired to do. He said the town needs to do actual measurements of the water system psi and gpm at each hydrant in town. James Roberts, town fire chief said he will borrow the meters necessary to make these measurements throughout the town as Mr. Wall needs. Wall handed out a chart of preliminary flow calculations to the council and public. REPORTS: - Mayor: Mayor Davis 1. Council member Thompson suggested 11:00pm would be a good curfew time. 2. Mayor Davis talked to the town lawyer about getting rights-of-way across private ground to the two town wells. Mayor said he as talked to some landowners who are willing to give a right-of-way. The lawyer suggested if some will not, the town could take the land needed by acclamation.
