PUBLIC NOTICE TO MODIFY A UPDES PERMIT
PURPOSE OF PUBLIC NOTICE
THE PURPOSE OF THIS PUBLIC NOTICE IS TO DECLARE THE STATE OF UTAH'S INTENTION TO MODIFY A UTAH POLLUTANT DISCHARGE ELIMINATION SYSTEM (UPDES) PERMIT UNDER THE AUTHORITY OF THE UTAH WATER QUALITY ACT, SECTION 19-5-104(9) AND 107(2), UTAH CODE, AS AMENDED. SAID 'PERMIT' REFERS TO THE UPDES PERMIT AND THE FACT SHEET STATEMENT OF BASIS (INCLUDING TOTAL MAXIMUM DAILY LOADS (TMDL'S)) IF APPLICABLE, AS PER SECTION 303(D) OF THE FEDERAL CLEAN WATER ACT (CWA)].

BACKGROUND
The South Davis Sewer District North Treatment Plant serves the cities of Centerville, Woods Cross, West Bountiful, and portions of Bountiful with a daily average design flow of 12 million gallons per day (MGD). This permit modification will:
- Extend the ammonia Compliance Schedule found in Part I.3.C.a of UPDES Permit No. UT0021636;
- Allow a load-based ammonia limit for the winter season (December - February); and,
- Adjusts the seasons for total ammonia, shifting all seasons one month earlier/ ending one month earlier - this aligns with the seasons presented in the most current Wasteload Analysis.
These actions are efforts towards final compliance with limits presented in UPDES Permit No. UT0021636.
PUBLIC COMMENTS
Public comments are invited any time prior to the deadline of the close of business on September 1, 2022. A public hearing can be requested, although the request must be submitted during the comment period. After considering public comments, the Utah Division of Water Quality may execute the permit issuance, revise it, or abandon it. The permit is available for public review under 'Public Participation' at www.waterquality.utah.gov/.
