PUBLIC NOTICE TO MODIFY A UPDES PERMIT
PURPOSE OF PUBLIC NOTICE
The purpose of this public notice is to declare the state of Utah's intention to modify a Utah pollutant discharge elimination system (UPDES) permit under authority of the Utah Water Pollution Control Act, section 19-5-104(9) and 107(2), Utah Code 1953, as amended. Said 'Permit' refers to the UPDES permit and the fact sheet statement of basis (including total maximum daily loads (TMDL's)) if applicable, as per section 303(d) of the Federal Clean Water Act (CWA)].

BACKGROUND
The Payson Power Project (Payson Power) is an electric generating facility operated by Utah Associated Municipal Power Systems (UAMPS) in Payson, Utah with an electric output of 141MW. The facility utilizes a gas-fired Combustion Turbine with a Heat Recovery Steam Generator and a steam turbine operating in a combined-cycle mode. Cooling water is obtained from the Payson City Wastewater Treatment Plant (Payson City). The treatment plant and Payson Power have an agreement to use the treatment plant's effluent for cooling water purposes. The flow enters the cooling tower and is discharged as a non-contact cooling water stream. The flow is 0.75MGD. Payson Power has monitored the levels for both free and total cyanide in the effluent and requested that the limits and reasonable potential (RP) for cyanide be evaluated again. The permit has been modified accordingly.
PUBLIC COMMENTS
Public comments are invited any time prior to the deadline of the close of business on August 29, 2022. During the public comment period provided under R317-8-6.5, any interested person may submit written comments on the draft permit and may request a public hearing, if no hearing has already been scheduled.
A request for a public hearing shall be in writing and shall state the nature of the issues proposed to be raised in the hearing. All comments will be considered in making the final decision and shall be answered as provided in R317-8-6.12. After considering public comment, the Division of Water Quality may reissue, revise, or abandon the permit.
