Request for Proposal Design and Construction Engineering for: UTSSD 2023 Redwash Road Project August 2022 Introduction The Uintah Transportation Special Service District (UTSSD) was organized in 1988 as a political subdivision of the State of Utah and Uintah County to facilitate and develop the transportation system within the boundaries of Uintah County, Utah. In recent years, the District has participated in improving many miles of roadway throughout Uintah County. The District is requesting proposals from qualified engineering firms to provide design, environmental permitting and construction engineering to ensure the quality of work completed and the accurate recording of materials used in the construction of the project. Scope of Work Preconstruction Engineering This RFP is issued to retain a qualified design and construction engineer to provide design engineering and construction engineering of the reconstruction of a portion of Redwash Road. The project is approximately 4.4 miles in length and will consist of realigning and widening the roadway in conformance with AASHTO standards. Engineer will work with UTSSD Executive Director, UTSSD staff, and board Chairman to finalize project design criteria and conceptual design prior to proceeding into design engineering. Prepare plans, specifications, and engineering estimates necessary to bid the project. Plans for the 2023 Redwash Road project are due by March 1, 2023. An independent review may be completed on plans and specifications. All communication and correspondence on this review is to be handled through the District's Project Manager. A single firm will be selected to provide the design, environmental and construction engineering services for the project. This RFP allows the District to extend the design and construction engineering contract on elements related to this project as needed to in order to successfully deliver the project. All design engineering shall be performed in accordance with AASHTO, UDOT, Uintah County, and Uintah Transportation Special Service District design standards. Environmental Permitting Redwash Road crosses BLM administered land. Part of the scope of this RFP is to perform all environmental analysis and permitting required to acquire additional ROW from the BLM. In addition, Engineer will be required to perform all other environmental permitting required in order to construct the project. Engineer will submit application for ROW and handle coordination with the BLM while coordinating with the UTSSD Executive Director. Construction Oversight Construction oversight will include but not be limited to the following: Oversee project construction and verify that the contractor has constructed the project according to project plans and specifications. Provide materials testing to meet the minimum requirements according to UDOT standards. Verify the quantity of materials used on the project. Provide payment request verification and certification of all contractors and suppliers for the project. Conduct weekly coordination meetings as needed for the project. Report to the UTSSD at regularly scheduled board meetings and as requested by the Board or Executive Director. The engineer will be responsible for recording the payment quantities used at the various project locations. Construction Engineering Construction management personnel are required to provide continuous, on-site observation of the contractor's work, resolve any issues that arise, and conduct all necessary meetings from the time of advertisement until the post construction conference, including but not limited to, weekly coordination meetings. On-site personnel will be required to monitor the contractor's work for safety, adherence to the traffic control plan and compliance with the plans and specifications. Materials Testing The proposal should provide sufficient detail to demonstrate familiarity with UDOT's material sampling and testing procedures. These proposals shall also detail the capability of the materials testing laboratory and the qualifications of personnel to perform the sampling and testing services that are anticipated to be a part of this project. A firm's personnel listed in the proposal must be Western Alliance for Quality Transportation Construction (WAQTC) certified in each discipline in which they will be conduction materials sampling and testing. UDOT, in association with WAQTC, provides certification in the following areas: embankments and base, in-place density, asphalt, concrete, aggregates, sampling, density, and laboratory. Testing laboratories must have a permanent lab facility located in the state of Utah. Proposal Format / Selection Team / Evaluation Criteria These guidelines were developed to standardize the preparation of proposals by consultants for engineering services. The purpose for these guidelines is to assure consistency in format and content of proposals that are prepared by consultants and submitted to the UTSSD. The proposal should contain the following information in the order listed. Introductory Letter - No points Section #1 - Project Team / Qualifications - 25 points Section #2 - Capability of Consultant / Previous Project Experience - 25 Points Section #3 - Detailed Work Plan - 25 points Section #4 - Detailed Scope of Work - 25 Points Note: All submittals must be clear, concise and in recommended format so the proposals can be evaluated in an efficient and objective manner by the designated review team. Proposal Format The proposal shall consist of the four sections listed below. Each section will be reviewed and assigned a point score not to exceed those shown below. The selected firm will be the one with the highest overall point score. The UTSSD selection board will consist of representation of the UTSSD Board and the Executive Director. Section Evaluation Criteria Maximum Possible Points 1 Project Team / Qualifications 25 2 Capability of Consultant / Previous Work Experience 25 3 Detailed Work Plan 25 4 Detailed Scope of work 25 Required Personnel Qualifications The design/construction engineer shall be responsible to ensure that all personnel working in the various areas being proposed under this RFP are qualified through training, experience and appropriate certification for the tasks assigned. Personnel shall have a working knowledge of AASHTO, UDOT, Uintah County, and UTSSD standard practices. The selected design/construction engineer will be asked to provide certification information for members of the project team prior to final contract acceptance. The Consultant will also be expected to prepare a staffing plan showing the makeup of the project team. The staffing plan will show how the team meets the certification or equivalent requirements. The staffing plan is subject UTSSD approval. UTSSD has the right to approve the mix of personnel (engineers, technicians, etc.) proposed for this project. Proposal Contents The proposal must contain all the information identified in the RFP summary and guidelines. Introductory Letter The introductory letter should be addressed to Dan Dilsaver, Chairman Uintah Transportation Special Service District 320 North Aggie Boulevard | STE 117 Vernal, UT 84078 This one-page letter should contain an expression of the consultant's interest in the work, a statement regarding the qualifications of the consultant to do the work and any summary information on the project team or the consultant that may be useful or informative to the UTSSD. The introductory letter does not count as one of the 8 pages. Begin proposal page numbering with the first page. Project Team | Qualifications The evaluations will consider how well the qualifications, experience, and time allocation of the members of the project team relate to the position of design/construction engineer. Identify consultant and subconsultant key individual qualifications and experience as related to the work discipline. Identify technician Certification and Utah license information for key team member in charge. Identify firm's strengths. Provide a brief description of why the UTSSD should select your firm for the position of Design Engineer. Identify staffing plan including current office location (for both design and construction management.) Capability of Consultant / Previous project Experience Include detailed experience on similar or related projects. Describe your capability to perform the work. Explain internal policies and procedures related to work quality and cost control. List project types, locations and size (dollar amount) of similar work performed in the last five years that best characterizes your quality and cost control explaining your function or project involvement as prime consultant subconsultant project manager technical support Give project descriptions, contact name, address and phone number for the contact reference for work experience. Identify resources including management and organization capabilities currently available. Detailed work plan Provide a detailed project description of your proposed work plan to complete the design/construction engineering for this project. Provide a proposed project schedule for completion of the design and construction engineering for this project. Detailed Scope Provide a detailed scope including work task and estimated man hours. The hourly rates and proposed project cost will not be included in the scope. They will be submitted in a sealed envelope. Cost Proposal One copy of the cost proposal including the hourly cost with totals. This cost proposal is to be presented in a sealed envelope which is to be secured to the inside of the back cover of one of the proposals marked on the front cover as 'master copy.' The envelope is to be marked clearly in the following manner Name of submitting firm UTSSD 2023 Redwash Road Project This cost will be used to begin negotiations with the highest-ranking firm. If for any reason the District and highest-ranking firm are unable to agree upon final cost, the UTSSD will then move to the next highest-ranking firm following the same process until a firm is selected. Proposal Deadline The proposals will be delivered and/or received before Noon on August 17th 2022. Point of Delivery: Deliver all statements of qualifications to Uintah Transportation Special Service District 320 North Aggie Boulevard | STE 117 Vernal, UT 84078 435.789.4636 Faxed or emailed statements of qualifications will not be accepted. Number of Copies: Submit 6 copies Pages / Numbering Number pages sequentially at the bottom right corner of each page. Limit the number of pages to 8 pages, not including the introductory letter. Pages exceeding the 8-page limit will not be read. Each page more than 8 will receive a 3-point penalty. Page Definition Proposal pages shall be 8.5 x 11 only. Charts, graphs and pictures may be submitted in color Management Responsibility / Selection Process UTSSD Executive Director is the project manager and primary contact for the design and construction engineer. All project questions and contract documentation requirements shall be submitted to the project manager. The selection board shall consist of the two UTSSD board members and the executive director and. Proposals received will be evaluated and scored by each selection committee member. Interviews with these engineering firms may be scheduled immediately following the evaluation and scoring process. All firms will be notified in writing after a firm has been selected. Disclosure and Disposition Once submitted, proposals become the property of the UTSSD and are treated as privileged documents and disposed of according to UTSSD policies including the right to reject proposal(s). Proposals of all consultants shall be open to public inspection according to UTSSD policies. The consultant may request in writing the non-disclosure of trade secrets and other proprietary data so identified. Upon request form the consultant, the UTSSD Executive Director will examine the proposal to determine the requests validity prior to award of the contract. If the UTSSD Executive Director disagrees with the consultant's request, the UTSSD Executive Director will inform the consultant in writing what portion of the proposal will need to be disclosed. At that time, the consultant will have the opportunity to withdraw their proposal. Otherwise, the data will be disclosed. Disqualification If a proposing consultant has failed to pay the UTSSD monies owed to the District, the UTSSD has the right to reject and/or disqualify the consultant's proposal. Disqualification will be based on audit findings determinations and recommendations made by the UTSSD's authorized agent. Insurance Requirements For all contracts with the UTSSD, the consultant will be required to provide: General Liability & Automobile: $1,000,000/occurrence and $2,000,000 aggregate with $5,000,000 liability umbrella policy. Valuable Papers & Electronic Media: $250,000 or value adequate to reproduce media Professional Liability: $2,000,000 The UTSSD reserves the right to reject any and all proposals.
