WALES TOWN PLANNING & ZONING COMMITTEE MEETING 21 JUNE 2022 HELD IN THE WALES TOWN HALL Meeting commenced at 7:00 pm ROLL CALL: Committee members present: Jeff Lamb, Ron Lamb, Ron Garff, Reid Hall, Dee Bowers, and Lee Fox. Others present: Byron Davis, Dave Larsen, James Roberts, Dennis Roberts and Gary Mitchell. MINUTES: Lee Fox read the minutes for the Planning & Zoning Meeting held on Tuesday, 17 May 2022. Dee Bowers made the motion to approve the minutes as read. His motion was seconded by Ron Lamb and then passed with a unanimous vote in favor by those present. Lee Fox read the minutes for the Planning & Zoning Work Session Meeting held on Tuesday, 31 May 2022. Jeff Lamb made the motion to approve the minutes as read. His motion was seconded by Dee Bowers and then passed with a unanimous vote in favor by those present. PETITIONS & COMMUNICATIONS: Carol Eastman appeared before the committee for a Accessory Building Permit review for a 12' by 30' shed to be constructed on her property located at 98 West 200 South. She submitted the following documentation; copy of plat, copy of site plan, and basic shed plans. The proposed structure will not have water or electrical service and will have a dirt floor. Mrs. Eastman was given a Building Permit Application Form and a Set-back Verification Form to complete and return to the committee. Reid Hall made the motion to approve the shed permit without County Permit, inspection or permit fee, contingent upon receipt of the Application and Set-back Forms. His motion was seconded by Ron Lamb and then passed with a unanimous vote in favor by those present. The Eastman's also requested information pertaining to a Subdivision Plat Revision. They wish to change their 0.62 acre and 2.56 acre lots to create two lots of approximately 1.5 acres each. They were given a copy of Utah Code 10-9a-608, Subdivision Amendments, to explain the requirements involved in amending the subdivision plat. Lee Fox will check with the County Recorder for any additional requirements. A public meeting and notification letters and postings will be scheduled pending receipt of the required documentation from the Eastman's. Liz Brotherson was on the agenda for a conforming lot subdivision. She was not in attendance. No action was taken by the committee. Wales Town Planning & Zoning Minutes 1 6.21.2022 BUSINESS: Gary Mitchell, Sanpete County Zoning Administrator, appeared before the committee to answer any questions committee members might have concerning county zoning and development. Much of the conversation was centered around the county buffer zone program. Mr. Mitchell stated that Wales, Sterling, and Mayfield were the three towns not participating in the program. He also indicated that those cities who were participating did not provide city water and utilities to properties outside their city limits. Participating towns have an opportunity to join in the planning process taking place in the buffer zone area. Typically this area would extend for one-half mile outside town limits and would consist of one-half and one acre lots. Water issues were also discussed. Gary indicated that several water wells in the area of Mayfield, Sterling, and Spring City were reported to have gone dry. We briefly discussed the FEMA Flood Program and found that Mr. Mitchell was the County Flood Administrator. The Committee discussed the Town Council's Temporary Zoning Ordinance and the procedure required to change our land use ordinance from one-half acre to one acre minimum lot size. The implementation process for the Road Master Plan Map and the SF1 Zone change will be outlined at the next Planning and Zoning Meeting in July. Data collection for the Water Production Monitoring Program was discussed. Ron Lamb made the motion to have a Committee Work Session to discuss the project with Brandon Rees and Wendell Roberts at 7:00 pm on, Tuesday, 12 July 2022, at the Town Hall. His motion was seconded by Jeff Lamb and then passed with a unanimous vote in favor by those present.
