MAYOR OPENED THE WORK MEETING.
ITEMS OF BUSINESS:
Mike Hansen with Rural Community Consultants
Mayor introduced Mike Hansen. Mr. Hansen gave a verbal presentation on his company software that potentially will house our Code and codify the Ordinances that are not yet codified. He noted that if we are using PDF's on our website for the Laketown Code, this is not easily searchable.
Rural Community Consultants built the software internally specifically for towns to house their Code.
He noted that Rich County is using his software and so is Woodruff.
First year of the software would be free to Laketown. After one year we can then determine if we want to keep it. Mr. Hansen quoted the cost as a flat fee of $100/month/$1100 per year. This software would not host our website, but will include our Master Plan. There is a fee above the $100/mo. for Rural Community Consultants to take our Ordinances, codify them as needed for our Code. Mr. Hansen spoke to the importance of having a search bar for our Code. He also noted the importance of illustrations. These are not an extra fee.
*Action Item for Clerk: Send Mr. Hansen Laketown Ordinances-those not yet on our website so he can provide us a bid.
Rural Community Consultants will be starting a Newsletter regarding State laws that will alert their clients when State Code changes. This will not be an extra fee.
Council Member Duane Robinson asked for references from other towns that have utilized the software. Mr. Hansen will send a link to the clerk for distribution to the Town Council and Planning and Zoning.
Mr. Hansen distributed the latest version of the Laketown Master Plan to the attendees.
Cody Reed arrived at 6:35pm.
Mr. Hansen provided an updated Master Plan (paper copy) to those in attendance. Mr. Hansen has reviewed our old Master Plan and has incorporated some of the older information into the latest version however; Mr. Hansen's team needs to re-review it again.
There was discussion regarding maps, zoning and specific pieces of property within the city limits that need updating. Mr. Hansen asked the group their thoughts regarding drawing a zoning map vs future land use map. With a zoning map the specific parcel has specific rights, but with land use map you must have a rationale.
Currently, plots are acre lots to maintain the rural feel. Laketown must define what rural means.
Mr. Hansen took notes regarding his To Do's.
Mr. Hansen asked the attendees how they feel about annexation. Mayor noted that Laketown should state their future needs regarding annexation within the Plan. Terms with the rationale for annexation should be stated as well. For example-developers must bring in roads per the plan and water etc.
Property owners can decide which town they will be part of. Maps should be included in the annexation plan. Plan should also include bullet points regarding future/long term plans for annexation such as areas that the fire district covers. Laketown cannot zone County land.
Timing for comments should be soon especially if Laketown has plans to apply for a Grant in the fall.
The Mayor encouraged the P&Z Committee to take a hard look at the Plan to ensure others are not adding information that they don't agree with. P&Z needs time to review the Plan and enter their comments. It is their responsibility to hold a Public Hearing on the Plan. Mr. Hansen will be in attendance for the Public Meeting.
The timeline concession among the P&Z Committee was sometime in October 2022. Once this is complete then this Committee makes a recommendation to the Town Council and they approve it. P&Z needs this time to review the Plan and enter comments.
Mr. Hansen encouraged the attendees to complete the Plan before applying for State Grants which are available in the fall. Mr. Hansen noted that the state has monies available for trails and if trails are something we want in our Plan, we should include them.
Per Mr. Hansen, Federal Grant due dates are usually in September/October timeframe. Laketown has plans to apply for a Well Grant. Our community is in need of a second water source. This should be addressed within the Plan, using broad language.
Per Mr. Hansen, BRAG did a study that Laketown may want to include in our Plan.
Mr. Hansen will send a link of the Plan to the Clerk where comments can be added right into the Plan electronically. The Clerk will distribute to the attendees.
ADJORN Work Meeting at 7:21pm. Members of the P&Z Committee departed with the exception of Kris and Dennis Hodges.

Council Members all agreed that every candidate did a great job with their interviews.
Council Member Brandon Willis will support Kris Hodges. Eldon Robinson disagrees with one of the candidates that suggested the Town Council has a role to market Laketown to bring families here to settle. Council Member Eldon Robinson will support Kris Hodges.
Council Member Delora Wight was concerned that most Laketown residence were not aware of the Town Council vacancy. This was a concern for Council Member Delora Wight. She spent time making sure more people knew about the vacancy in order to ensure we have a good representation of the community. Council Member Delora Wight will support Denise Johnson and feels strongly about having 'new blood' on the Council. There was discussion regarding having an experienced person on the Council. Council Member Delora Wight noted that in order to have experience, you must provide the opportunity to obtain that experience to a new interested individual- that person being Denise Johnson or others in the future that may not have served in this capacity.
Mayor noted that he had talked to several individuals and felt many in the community did know about the vacancy. Council Member Eldon Robinson had a few individuals contact him about the vacancy. ITEMS OF BUSINESS:
Action Items From Previous Meeting:
1. Mike Hansen from Rural Community Consultants wants P&Z to have a public hearing. P&Z has not been looped into the Laketown Master Plan process. P&Z needs to be at our meeting with Mike Hansen on June 20th. Council Member Eldon Robinson noted that Laketown's older plan has really good information in it. Alice Jackson, Clerk is to confirm the meeting date/time with Mike Hansen. Eldon Robinson, Council Member, asked if there is a timeframe for our Master Plan to be completed and inquired how far along is the County with their plan. After light discussion, the Council determined that the meeting on June 20th should commence at 6pm, P&Z should be invited and the agenda should be as follows: First 30 min should be a presentation on the software. This software will help the city with our codifying needs, our website and incorporates our Master Plan. The remainder of the time should be spent looping in P&Z and then move into Master Plan and what our timeline constraints are versus the County. Mayor encouraged the attendees to review and comment on the draft Plan Mike Hansen provided. The City needs to hold a public hearing on the Plan. The County is moving rapidly.

1. Building Permits
Jared Wahlstrom has met all the set back requirements. Hoping to start building in August. Survey has been completed. Plans were distributed to the Council.
Cody reported that the P&Z Committee had light discussion on storage units in the Commercial Zone. Currently, our Code states if the storage units are in the industrial zone, an individual could start a machine shop. The P&Z Committee have a recommendation: If the units reside in a Commercial Zone, we would have more control. Do we need to put more detail into what a storage unit is within our Code? Council Member, Eldon Robinson Council Member, suggested that we include a detailed description of what a storage unit is. Delora Wight, Council Member agreed. Suggestion was to reference the state Code within our Code.
*Action Item for next meeting- Council to review our current Code regarding storage units for next meeting.
Cody Reed sent information to the P&Z regarding the meeting on June 20th. The Committe has access to the Master Plan to add comments.

Rodeo & Arena Updates - Council Member Eldon Robinson
*Action Items from Pervious Meeting:
1. *Concessions for Rodeo-Cheerleaders will be like other sports teams now and therefore unable to participate in fund raising. Administration states they cannot do it this year. Activity committee may be interested in doing it. If folks donate, the donations must come into the City first. Heidi Hodges needs to ask her committee if they are interested in doing the concessions for the rodeo. Council Member Eldon Robinson suggests the Booster Club has the ability to do it. Roads & Streets Updates - Councilmember Brandon Willis
Brandon noted that MacKay Willis has commented that grass is growing in the streets. Council Member Brandon Willis noticed that we need to perform a Pavement Assessment Score. This involves going block to block to access the roads/cracks and assigning a Score. Tyler Stewart's group with Jones and Demille could do this on an hourly basis and recommend treatments however; Council Member Brandon Willis suggested that Mr. Stewart and Brandon could FaceTime and complete the Scoring. Mayor asked that this be done as soon as possible so when the County or other towns have a project to do we can mobilize onto that project. Council Member Eldon Robinson states that we are losing road on the radius, there are several potholes. The gravel needs to be raised in these spots.
Mill Canyon has a roadblock hazard regarding a choke cherry tree. Dalton Early's has an overgrown tree as well. They can be a hazard. *Action Item assigned to Council Member Brandon Willis to take care of this.
Brandon has received calls from Laketown residence complaining about speeding. Our Code is 25 miles an hour unless it's posted otherwise. There was a lot of discussion on this issue. Mayor will talk to Sheriff department regarding patrolling the town. Council Member Eldon Robinson states we need to do a 'sign inventory'
Eldon Robinson states that enforcement is the issue not the speeding. If signs are taken off that say 30miles an hour then it's the law that the speed limit is 25mile/hour. *Action Item for Brandon Willis to purchase 25 mile/hour road signs.
Park & Recreation Updates - Reported by the Mayor
We received a resignation letter from Dallas Clark on May 31,2022. Mayor quoted the State Code 20A-1-510 regarding how the Council should fill this vacancy. Clerk Alice Jackson will post the Public Notice tomorrow regarding this vacancy according to the above noted State Code. Interviews for this position will take place on June 20th at 8pm on June 20th.
*Action Items from Previous Meeting
1. *Person to run the baseball field on game nights-update-Courtney Robinson will be in charge of this. There is a broken cable for the lights. Instead of burying a new cable, they would like to purchase a 1,000 foot roll of cable to be placed along the fence and after each game it will be rolled up and placed in the park shed. Mayor approved the purchase of the new cable.
2. *Sale of Mower-Sold. This money will go back into the Parks and Recreation Fund.
Cody asked about broad leaf control. Has anyone been contracted to do this. Mayor said he should go ahead and get it done; however, the mayor will check to Dallas Clark to see if it's already been done and he will let Cody know.
MAYOR REPORTS:
1. Bear Lake Regional Commission Report -cancelled this month
2. County Master Plan Steering Committee-County Planning and Zoning want to have a Public Hearing before the end of June. Mayor noted that Laketown has not had a chance to have input into our Plan and wants to be sure the P&Z Committee meet attending the Mike Hansen meeting on June 20th.
UPDATES FROM CLERK'S OFFICE:
1. Website-Clerk, Alice Jackson reported that GoDaddy has deleted all the P&Z meeting minutes. They promised to restore the site because they keep back-ups but to date it has not been done. GoDaddy is not a website builder, they have simple website templates you can utilize, but it's a do it yourself set up. Their customer service is lacking, the company's function is to host domains, and not help build/change your existing website.
While trying to add minutes and agendas to the site, we were notified by GoDaddy that we are out of space. Alice would like to utilize another company to revise our website to allow for more space and to have a more user-friendly site in which to update. Alice also reported that she can delete all the meeting minutes and agendas and put a link to the Public Notice Website to allow for more space. Laketown Code and Master Plan are present on our website subtitled under Forms and Applications, which is not intuitive to the User.
Previously, on the Website Home Page there was a 'button' titled Code. When clicked it did not link to our Code. I have since deleted this 'button.' Council Member Eldon Robinson suggested looking for other items that could be deleted such as 'Listen to Rich High School Volleyball Games'. *Action Item for Alice-Delete all meetings and agendas from the current website and provide a link to the Public Notice Website so we remain in compliance with state regulations which will also open up additional space on our website for other features.
Commissioner Sim Weston noted that BRAG will be hiring an individual within 4-6 weeks to work with rural towns to help with codification. He will check with Brian Carver to ascertain what other services this new hire might be able to provide such as website building. These services will be free of charge to the rural towns. The Mayor noted that this individual might be able to help with codification then perhaps we will not need to utilize Mike Hansen's software option.
Council Member Delora Wight and Council Member Brandon Willis asked how many Ordinances etc. we have that need codification. The Mayor remarked we have approximately 15 ready for codification.
Clerk, Alice Jackson researched several options we might use for codification such as American Liberty (formally Sterling Codification), Municode and Mike Hansen's software option. These options were shared in an email for the Mayor and Council to review. American Liberty did not have favorable reviews by other city clerk's Alice checked with however; they do have our copies of our Code because this is the company we have used previously.
Municode had high marks from several clerk's Alice spoke with. The codification is user friendly and is incorporated within the cities website.
The Mayor asked Commissioner Sim Weston what the timeline might be for the BRAG new hire to become available to help us with codification. *Action Item for Commissioner Sim Weston to reach out to BRAG and report back.
Council Member Delora Wight and Council Member Brandon Willis inquired regarding the timeline of the BRAG hire actually doing the codification for us as well as the timeline to have this person on site to complete this task. Commissioner Sim Weston was confident in our relationship with Brian Carver that we could accomplish the codification in a timely manner. Sim Weston reported that codification will be the focus of BRAG's new hire. Alice inquired if this new hire will actually do the codification and what involvement will the clerk need to have. The Mayor noted that we have to ready the materials, hold a public hearing and then the final product will be provided to the BRAG new hire for codification.
We will still review Mike Hansen's codification software. The first opportunity will be June 20, 2022.
Cody left at 9:25pm. Remaining attendees left at 9:45pm
Clerk reported the number of Rodeo Sponsors (4) that have sent monies. Mayor noted that we
need to take care of the Sponsors that want representation on the rodeo shutes.
*Action Item for Council Members Delora Wight and Eldon Robinson review the current Rodeo banners to see which ones need to be redone. Materials will be difficult to find per Delora so she suggested this needs to be taken care of soon.
Clerk, Alice Jackson asked Dan Stringham and Cody Reed if the new meters had been installed at the following two residences: Neff and Astle. They both reported they had been. Clerk asked for the readings prior to the new meter installations. Cody Reed will report back to Alice with these numbers. *Action Item for Cody.
Delora noted that she did not receive Zions Bank April Statement. Alice tried to meet with bank representative but was not able until she is officially on the bank records as a signatory. This will be taken care of next week. Council Member Delora Wight reported that Zions Bank charges us a few to have our money in their bank. She also noted that Zions Bank is not user friendly. The Mayor suggested that we wait until after the rodeo and then we can review this closer.
Council Member Delora Wight suggested Dallas Clark help with rodeo tickets.
Mayor asked that the Council Members to review the budgets provided tonight. We need to finalize our FY2023 before our July meeting. We are overall within budget for FY2022 however; specific areas of the budget are over. The mayor asked Alice to send budget worksheet and operational budget to Teuschers (our accountants) to review and provide input (meet with us) so we can work towards finalizing our FY2023 Budget.
*Action Item for Alice
Council Member Delora Wight inquired about the amount of money requested by the Activity Committee. Most towns run their activity committee on their own with donations etc. The Mayor noted that if there are individuals that want to be part of and schedule activities for our community, this helps the Council. Council Member Eldon Robinson suggested the Council should decide on Christmas decorations and Rocky Mountain Power may or may not help us due to a new individual at Rocky Mountain Power.
The Activity Committee should check with the Mayor and Council before planning activities and the dates associated with each.
Council Member's Brandon Willis and Delora Wight furthered the earlier discussions on what our Code says on storage units. Should our Code be revised to be more specific, should the Code include 'conditional use' for example, storage shed owner may need to put up a fence to beautify the units appearance. The Mayor suggested that the Planning and Zoning Committee give us a start on the verbiage to update this specific Code.
Brandon noted that whatever the law is when someone wants to build a storage unit, that law will dictate what the requestor can build. Discussion continued regarding the current locations of light industrial vs commercial. *Action Items for the Mayor and Council to read our Code on storage units and come to the next meeting with input.
Council Member Brandon Willis shared that on the 9th of June the head of US Rural Development may be in the area and would be willing to meet with the Mayor and Council Members. Brandon reported that they have funding for emergency water and perhaps this should be part of the discussion when we met with her. *Action Item for Brandon to confirm her visit and report back to the Council.
A short discussion took place regarding transient tax. The County determines where the funds go.
