Date: July 5, 2022 3:00 P.M. Location: Emery County Administration Building 75 E Main Street, Castle Dale, Utah Emery County Board of Commissioners: Lynn Sitterud, Chairman Kent Wilson Gil Conover -Pledge of Allegiance/ Invocation- (Note to the public: The consent agenda consists of item(s) that are considered to be routine in nature and will be enacted in the form of one motion. Any items can be removed from the consent agenda and heard in its regular order at the request of any commissioner.) CONSENT AGENDA Items to be pulled for discussion by the Board will be placed first on the list of discussion items. All other consent agenda items will be approved in one motion. 1. Approval of check edit list, requisitions, and dispositions. 2. Approval of the June 21, 2022 Commission Meeting Minutes. 3. Approval to appoint Keera Justice to the Emery County Library Board. 4. Approval to give Brock Winn a 3% wage increase for successful completion of his 6 month orientation period as an Equipment Operator/Diver II. Effective 7-11-22 5. Approval to hire Justin Truman as the Road Supervisor, Executive, FLSA Exempt position. Wage Grade 25. Effective 7-11-22. 6. Approval to promote Abby Willson to a Seasonal Head Lifeguard. Wage Grade 5. Effective 7-11-22. 7. Approval of business license for Packs N Snacks. Discussion Items Items that require discussion before approval by motion. 1. Items pulled from the consent agenda. 2. Opening of bids for updating the Emery County Pre-Disaster Mitigation Plan. 3. Ratification of out-of-state Travel for Lynn Sitterud to attend a tour at Idaho National Labs. 4. Ratification of Amendment #1 to Contract #212597, ARPA Physical Collection Support Grant. 5. Ratification of the ARPA Spanish and Other Language Materials Grant for Public Libraries. 6.Discuss/Approve/Deny donation to the Emery 8U Allstar team regarding gift bags for competitors. 7. Discuss/Approve/Deny contract between Emery County and Black Jack Productions for Website Development and Design Services. 8. Approval to request payment in the amount of $250,000 of Emery County ARPA funds to North Emery Water Users Special Service District for matching funds towards an infrastructure grant. 9. Discuss/Approve/Deny awarding of Main Street Grant Applications for Food Ranch, Professional Title, Hernandez Estates, Joe's Bouldering Camp, Food Ranch, Ponderosa Grill and Recreation Underground. 10. Discuss/Approve/Deny increase of 10% for materials/supplies charges and 20% on oxygen and medication charges for Emery County EMS. 11. Discuss/Approve/Deny one-year time extension from NRCS national headquarters on the Emery County Summer Monsoon Floods 2021 EWP Project. 12. Discuss/Approve/Deny acceptance of the FY2022 Emergency Management Performance Grant (EMPG) allocation from the Utah DPS Division of Emergency Management. 13. Discuss/Approve/Deny contract between Emery County and VistaWorks Destination Management. 14. Discussion regarding nuisance complaints on County property located near Ferron City limits. 15. Commission/Elected Officials Reports. 16. Adjourn. Any other business which may regularly come before The Board.
