Byron Clarke (Virtual)
City Planner Present: Bret Hosler
City Counsel Present: Len Gasser
City Manager Present: NA
Minutes: Nicole Holliday
Conduction of the meeting was passed to Len. Len started the meeting, he asked if everyone had looked through the last meeting's minutes. Everyone had, and there were no problems. Paul made a motion to accept the minutes, Linda seconded, and the motion passed.
Len asked if everyone had seen the letter that was drafted, signed by Sheri and sent to James Hunt. Bret advised that James had some questions about the parking and the permanent foundation. He also said that James wanted to think about it and look things over, especially concerning utility main lines and service lattrials as well as street development.
Bret talked about land use authority and how it works in Utah. Blanding city council adopts certain ordinances and as the city planner, Bret is the land use authority and he follows their ordinances. The land use authority can be an individual or it can be the mayor and the council, an attorney can be the land use authority or the building official can be the land use authority. The city council is who determines that. So it can be different according to each city. The land use authority is a term for a person, group or individual that has the ability to authorize or approve some type of development in land use.
The group had a discussion on water and the role it plays in development. Bret encouraged the commission to think of things that should be considered when it comes to updating the general plan. Bret talked about a possible incentive plan for people to use landscaping that uses less water.
Paul made a motion to adjourn the meeting. Byron seconded.
