Minutes: Nicole Holliday
Sheri started the meeting. She asked if everyone had reviewed the minutes and if they saw anything that needed to be corrected. Ted moved that the minutes be accepted. Linda seconded and the motion passed.
Bret went over the proposal by Jimmy Hunt. Jimmy submitted a rough draft drawing of what his plans are for putting in 16 modular houses on 300 East 500 South. The commission was given this drawing as well as some aerial pictures of the land. Bret let the commission know that Jimmy has been made aware that the modular units would have to have permanent foundations, not skirting. They would have to have pitched roofs with shingles. He compared it to the Dine Court that is in the same neighborhood. Virgil Steve was at the meeting, representing Jimmy. Virgil advised the commission that if they got the 'go ahead' and were to move forward with the project, Jimmy would come up with a more specific and scaled plan for the project. Bret explained that something like this would be pursued as a planned unit development. Planned unit developments can be granted with certain conditions. The group had a general discussion on the price of rent for the modulars, city limits, city streets, Dine Court, parking on the street and off the street, parking ordinances, whether the trailers would be owned or rented, the need for affordable housing, the possible costs for the whole project, zoning, land use regulations, private land development, future development of city streets, the use of new or used units. Bret advised that Jimmy would be required to have professional plans made up by an architect. Ted made a motion to draft a letter to Jimmy letting him know of the requirements the commission discussed, such as, permanent foundations, pitched roof, adequate set backs, adequate parking, etc. Paul seconded the motion. The motion passed unanimously.
Bret let the commission know that the city applied for and was granted money to cover the cost of updating the general plan and map work to support the general plan. The city will hire a consultant to work with the city and the planning commission on updating the general plan. They discussed some of the different things that are included in the general plan. There was a general discussion on the power lines that are being built over to West Water, and future plans of getting water to West Water.
Bret and the commission discussed parking, parking in commercial areas, the expense of making adequate parking and the need to review parking needs and include it in the general plan update.
The commission appointed Ted Black as the second vice chair. Ted moved to adjourn the meeting, Linda seconded it.
