Date: June 21, 2022 3:00 P.M. Location: Emery County Administration Building 75 E Main Street, Castle Dale, Utah Emery County Board of Commissioners: Lynn Sitterud, Chairman Kent Wilson Gil Conover -Pledge of Allegiance/ Invocation- (Note to the public: The consent agenda consists of item(s) that are considered to be routine in nature and will be enacted in the form of one motion. Any items can be removed from the consent agenda and heard in its regular order at the request of any commissioner.) CONSENT AGENDA Items to be pulled for discussion by the Board will be placed first on the list of discussion items. All other consent agenda items will be approved in one motion. Approval of check edit list, requisitions, and dispositions. Approval of the June 7, 2022 Commission Meeting Minutes. Approval to give Lane Taylor a 3% wage increase for successful completion of his 6 month orientation period as an IT Technician and 6% COLA given the first of the year. Effective 6-27-22. Approval to give Megan Hess a 3% wage increase for successful completion of her 6 month orientation period as an Assistant Librarian in Elmo and 6% COLA given the first of the year. Effective 6-27-22. Approval to promote Mike Howes to Deputy II as he has worked 3 consecutive years performing BCO and LEO functions. Effective 6-27-22 Approval to promote Kelsey Thomas and Elli Whitesel to Head Lifeguards. Grade 4. Effective 6-27-22 Discussion Items Items that require discussion before approval by motion. Items pulled from the consent agenda. Safety Minute Presentation by County Assessor, Kris Bell. Awarding of the Safety Visa Gift Cards. PUBLIC HEARING: Public Hearing to receive public comments regarding the CIB Grant Application in the amount of $220,000.00 to obtain easements on 92 miles of Class D Roads located on SITLA owned property in Emery County. Discuss/Approve/Deny monetary donation to JD Seeley for a Community Garden Project for the Utah Council of the Blind. Ratification of Special Use Lease Agreement No. 1976 between Emery County Sheriff's Office and SITLA. Ratification of contract between Emery County and John's Low-Cost Repairs and Tree Services for tree trimming services at Cleveland Library. Ratification of IBLA Appeal No. 2022-0099 between Emery County and U.S. Bureau of Land Management. Discuss/Approve/Deny Emery County's application to the Utah Commission on Criminal & Juvenile Justice for the State Task Force Grant (STFG) Discuss/Approve/Deny 2022 Tax Rates for Emery County. Discuss/Approve/Deny 2022 Tax Rates for CVSSD. Discuss/Approve/Deny signing of Good Standing Letter regarding Level 2 Conditional Use Permits pertaining to Green River I and Green River II Solar Projects. Discuss/Approve/Deny awarding of Main Street Grant Applications to Pop Central, Green River Shady Acres, Epicenter, Green River Coffee Company and First Choice Inn Green River. Discuss/Approve/Deny picking up URS member contributions for Tier II Public Safety employees. Discuss/Approve/Deny ambulance bill for case #22-0214. Commission/Elected Officials Reports. Adjourn.
