PUBLIC NOTICE Inquiry #22-033 Sealed BIDS will be received for the construction of the RECONSTRUCT TAXILANE 56 PROJECT, Local Project 2022, Inquiry #22-033, located at the St. George Regional Airport, St. George, Utah. BIDS must be submitted in a sealed envelope prior to 10:00 am (MDT), until Tuesday, July 12, 2022 to: The City of St. George, Purchasing Department ATTN: Mary Wahl, Purchasing Manager 175 East 200 North, St. George, Utah, 84770 Each sealed envelope containing a BID must be plainly marked on the outside Local Project 2022, Inquiry #22-033, Reconstruct Taxilane 56 Project. The BIDS shall be opened in an electronic meeting. Notice for the BID opening shall be sent to everyone on the Plan Holders List prior to the BID opening. Please note that any late bids for any reason will NOT be accepted. Pre-Bid Meeting. There will be a mandatory pre-BID meeting and site visit for this project to be held on Tuesday, June 28, 2022, at 10:00 am (MDT), at the St. George Regional Airport, ARFF Building, 4508 South Airport Parkway. Social distancing will be followed at the meeting. The pre-bid meeting agenda can be downloaded from the City's website via the link for the bidding documents shown in the Public Notice. A site visit will be held directly after the meeting. If contractors wish to visit the site at a different time, they can schedule the visit by calling Kirt McDaniel, 435-632-9980. The bidder shall visit the project site and become familiar with the existing site conditions. The BID includes the following: Schedule I - Reconstruct Taxilane 56 Construction for this project is expected to take 10 Working Days. The approximate quantities of major bid items involved in the proposed work are: - Full Depth Asphalt Removal - 2,380 square yards - Unclassified Excavation - 790 cubic yards - Untreated Road Base, 3/4' - 560 cubic yards - Dense Grade Asphalt, 3/4' NR (AC-30) - 580 tons Contract Documents. All formal bids are located on the City's website https://www.sgcity.org/procurementandsurplus/bids. Contract documents and plans will be available on June 16, 2022. All BIDDERS who submit a BID are required to be on the Plan Holders List. Addenda will only be provided to the plan holders that are on the Plan Holders List. Bid Conditions. The bidder is required to provide all information as required within the Contract Documents. The bidder is required to bid on all items of every schedule or as otherwise detailed in the Information for Bidders. Bids may be held by the City of St. George for a period not to exceed 90 days from the date of the bid opening for the purpose of evaluating bids prior to award of contract. Bid Bond. The 100% performance - labor and materials bond will be required on this project. Every BID shall be accompanied by a bid bond in the amount of 5% of the bid, naming the City of St. George as obligee. This bid bond must be issued by a surety company licensed to do business in the State of Utah and be on a bond form acceptable to the City of St. George. Certificate of Legal Work Status. As required by St. George City Code 1-10B-14 a signed certificate of legal work status for the BIDDER must accompany the BID. City of St. George reserves the right to reject any, or all BIDS, or to waive any formality or technicality in any BID, in the interest of the City. Performance & Payment Bond. The successful bidder will be required to furnish separate performance and payment bonds each in an amount equal to 100% of the contract price. Title VI Solicitation Notice: The City of St. George, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
