Town Council Meeting
C. Disclosures- N/A
D. Public Input, Non agenda items- N/A
1. Approval of Minutes-
J.C motions to approve, Charles seconds, all in favor.
2. Utah County Sheriff Updates- In February there were 66 stat calls that were given. With the latest incident that happened in town, he is going to see why the reverse emergency contact isn't working properly. He also mentioned the mobile app Everbridge, which will relay anything that residents in the affected area need to be aware of. Encouraged everyone to get that app for future use. He also brought up that he is looking into getting a day that maybe they can help residents get signed up for it and receiving the Everbridge texts. Also, it was brought up about having a meeting with town to help educate for neighborhood watch type program.
Rodeos- lots of noise complaints happened on the last one that was here last summer, he asked about a noise ordinance, and if we can do something to reflect a certain amount of noise from 10pm on. Steven said they would look into that and Nan mentioned 11pm on weekend and would reasonable, this to be visited and acted on in future.
3. Centracom- Emailed and let us know that something came up and they cancelled last minute. They will look into getting on the agenda for April, they would let us know. Steven did give a brief explanation as to why they asked to be on the agenda. It pertains to Utopia wanting to come out here and offer services and Centracom would be visiting with us about their services etc.
5. Discussion and Possible Action to approve Thoroughbred Lane Subdivision- their plans were looked over by several people, council, inspectors, etc and they have found some things that needed to be changed and or updated. This will not be approved tonight. Some of the changes that were found by council were pavement, bond estimate, and some things missing from plat map.
6. Trash Service- discussion and possible action to accept contract services for garbage pick-up- services went out for bid, and one bid came back, waste management for $10.60/per can a month, with occasional audit on number of cans through the city utilities. This company is the ones that are currently doing our trash services. The length of the contract would be for four years, SCI # raise per cost of services. Fee Schedule would need to reflect SCI rate, possibly a trash ordinance would need to be placed. Charles motioned to approve the contract services through waste management for $10.60/can monthly in a four year contract, J.C. seconds, all in favor.
7. Nebo School District-Interlocal Agreement- Goshen hasn't had an agreement with the school for several years now. This agreement will be put in place for use of their facilities and they use ours as well and become overall partners. Both parties will choose who is over games, manager/pay etc. In exchange, we only charge Nebo district first tier of water overage rates on their utilities bill. Randy motions to approve, Charles seconds, all in favor.
4. Fee Schedule- Noted the changes, **see attachments**, water meter connection supplies went from 879.80 to 1000.00. Boring fee was added to reflect our rates as we are able to bore under roadways now instead of hire it out, changes were made to labor fees for meter installation, street signs were updated with actual costs, Omitted flat bed truck and loader rentals, surplus and connection fees for water, water deposit set up fee raised.
Charles motioned to approve the changes made in the fee schedule, J.C seconds, all in favor.
8. Council Updates-
DOMINION- Still moving forward on things will be boring mostly as to not interrupt or disturb lawns, sidewalks and personal properties. They are shooting for a 'GAS ON' date of October 1, 2022. They talked to about leasing and using the property behind the fire station for their staging and set up area during construction. They know the major dates of celebrations happening in Goshen this summer and do not tend to interrupt any of those or conflict with anything we have going on.
WATER- Everything is at the state engineer's office. Construction prices are going up and will have some bid alternates. They will be doing the main skeleton trunk lines of the town, in the 1st phase, 2nd will be cast iron lines, 3rd will be all the rest and so on. Utah County was funded 25million dollars for them to distribute amongst qualifying applicants (like a grant application), we will be applying for some of that to help with the over costs. Gas and water will work together on construction at the same time as to get both done smoothly and at once.
Charles updated the council about water rights that he had been asked to look into. He noted that Sunrise Engineering will be the go between for us to hire a company to do all the searching and get all info on rights to the spring water.
E. Adjournment- Randy motions, Charles seconds, all in favor.
Those in attendance: Steven Staheli, Charles Pipkin, Randy Thomas, Alisha Williams, JC Reynolds, Rachel Pena, Magen Carlisle, Bruce and Lindsay Farnsworth, Jenny Staehli, Nan Black, and Jonathan Maclee.
