2. Bond Resolution: A Resolution authorizing the $501,000 water revenue bonds, series 2021 for the water system improvements, and related improvements; and related matters. Discussion and possible action of updates/revisions to Goshen Town's fee schedule:
Erik our Town attorney noted that USDA approved a little lesss than three million towards the project, and Zions Bank with the 500,000 first sum, 2.4% 10 year loan and will close on loan, and not including the 501,000. Ben from sunrise asked if they need to have a BAN from Rural Development. Erik said if they have the 501k loan, which we do from Zions Bank, then we will not have to have a BAN, as of now that is not needed, should close this next coming Monday.
Charles motions to pass Resolution authorizing this 501,000 bond series 2021, Randy seconds, all in favor, Sammy absent.
3. Council Updates-
Charles, Sunrise spoke with then about water rights to the spring. Ben talked to Jesse and they want to include a specialist Jesse Waters, their company said they can do it in a timely manner and cost anywhere from 1500-3000 for the research and work as well as contract will be made. Ben mentioned to maybe do a research budget if budget is tight or may have an issue. Steven mentioned to talk more about it later, possible work session.
Charles mentioned Shawn Lundell, city engineer for Santaquin City and his self will be working together on future roads and construction. He will be bringing any reports back.
Natural Gas, timeline: flyer for bill possibly in the January newsletters or billing statements will be sent out then. It will be for education purposes and letting people be aware there will be a presentation around February or March sometime. They have started all the surveys to mark where lines can go, and will be digging in Spring or Summer this coming year.
Steven said water project is moving along well. They will be able to collect more water from the spring. SCADA will be metering water amounts and the spring will be back online soon, as it's been off for construction and the town has been using the well source. Waiting for samples to come in and pass it off to turn it online as well. Also, noted that the air gap issue will be addressed and taken care of to. The new door/wall will seal the spring but will have access points, they added clay and gravel to help seal around the head wall.
Tank, they will put in a vault to not have cemetery tanks backflow to culinary tank etc. all this is apart of the improvements to further us ahead. They also are looking to add air vents to line and help with water flow.
Garbage Truck has been down, due to recent accident. Waiting on insurance and hearing the update on that, they will need to have a work session to discuss if its worth it to bring back the truck or hire it out and keep the trash service that way.
CDBG season again and since we had to forgo legion hall and meters, if many left over with project they may be able to then buy a few meters. Steven did apply for another grant again for the legion hall and meters, we will see what happens.
Steven did want to thank Lindsay and Sammy for the service as councilwomen. They will be leaving their seats to Alisha Williams and James Reynolds for both four year terms starting in January 2022.
