Town of Goshen Council Meeting
Goshen Town Hall
October 13, 2020
Town Board Meeting 7:00 PM
A. Pledge of Allegiance- Charles Pipkin
B. Prayer - Steven Staheli
C. Disclosures- N/A
D. Public Input/ Reports (Limited to three minutes) Non-Agenda Items - N/A
1. Approval of Minutes: Lindsay approves, Charles seconds, all in favor.
2. Council Updates:
Lindsay updated about the website, and wanted to confirm with council what kind of package they wanted to go with for the Town's site. Lowest was 3400, and 1700/month for maintenance. (Council decided to get a website done with the CARES money so we can have ordinances online and easier access for public). Council decided to get the smaller package and then move forward from there and get add-ons later.
Sammy also brought up touch-less Bathroom and Kitchen equipment for the ball park/Snack Shack. All council members were in favor this to be done, (air dryers, auto paper towels etc).
Steven updated on the grant for the sidewalk/trail on Center Street that he has been working on. It will take until 2024 to see it happen unless it comes sooner, if something opens up. We have been awarded the money for this and it will happen unless future council refuses and doesn't accept it. It would be around 960K instead of 1.2 million, and cut out two blocks at both ends of Center Street from previous drawings, and be 8 foot wide.
Water update: We have gotten our master plan funded with a CDBG grant, roughly 250k. Engineers, spring improvements, more measurements etc will be done with this money. Eventually storage, water rights, and lines will be done. 1st phase will be done when we actually have the money. This will be going to bid late November first of December and or January. We will apply for more grant money for the next parts of our projects next year for a big chunk of our bigger projects, could replace 1.2 miles of lines in town.
COVID meetings- Steven has sat on board of mayors for stimulus relief program. They gave out first rounds and had 15 million, only gave 6 million away this time. There are still funds for that to be used. Small Businesses etc can apply for this money.
Halloween- No Trunk or Treat hosted by the town this year. Encourage people to do trick or treating house to house for those who want to participate. (Leave porch lights on if you want trick or treaters).
P/Z Training- After the training they done, they could be looking at possibly redoing master plan, single lot ordinances, define zones and get clearer and protect the community that we have. MAG will assist us with this further. Keep the country feel and make recommendations and move forward with all of this with the help from MAG. This would be free to us, as we pay a yearly fee to be apart of MAG. Could take about 6 months approximately.
Rental Fees- Discussion about operators and feasible discretion. Not all council wants to be renting out the Town's equipment and does not think/feel it is wise. If they do so, maybe a fee waiver, but Goshen has not been in rental business, so they are looking to NOT do rentals and to eliminate this from the fee schedule, (backhoe rentals etc).
