Town of Goshen Council Meeting
Goshen Town Hall
March 10, 2020
Town Board Meeting 7:00 PM
A. Pledge of Allegiance - Sammy Steinfeldt
B. Prayer- Charles Pipkin
C. Disclosures-
D. Public Input/ Reports (limited to three minutes) Non- agenda items:
Brennon Hannifan presented a building lot proposal for a home. The council gave their advice and talked through frontage, ordinances, laws, etc. Explained that there could not be any flag lots accepted for any other pieces of land behind an existing structure. (Meaning if they put a home on the side, the rest of the property in back must stay as is).
Council advised to have Brennon go to Planning and Zoning to further this process, and present to them the plan/map, then council can revisit after that. They also told him that he would need to get it surveyed and perc test done as well.
1. Approval of minutes - Charles approves, Lindsay seconds, all in favor. (Randy was absent)
2. Open Discussion to Public - Charles brought up an address that may be coming up before the council. (Southeast corner lot, south and first east, Traven and Milena Fridell). They want to subdivide that lot, but may have insufficient frontage. Steven noted that they might not due to acre size and not being able to make adjustments a lot involved (perc test, septic size/lot size etc). Charles noted that P/Z has no authority to touch this, would have to have a board of adjustments. County would have to approve before anything happens. (If this comes up, then further discussion will continue).
Charles mentioned that the legislature is working on a bill that will pass, that will have an effect on annexation. The bill says that annexing an island has been against it, but this now will change-will allow this to happen. Goshen will not be able to control within half mile of boundaries, unless they have it in the master plan. (look into this further and study master plan). Steven said for P/Z could start looking through.
Easter Egg Hunt, office says its good to go.
Steven updated council about the trail system and how it was to increase the safety of the crosswalk on the highway. He got an email from UDOT that they are going to be resurfacing all of HWY 6 through Goshen, which means they will also put the bulb-outs to decrease the width at the intersection. It will also save money for the trail system, good news. This was a plenary drawing they gave to him.
Charles noted that Utah County has agreed to enter an inter-local agreement with Goshen, and we should be receiving that shortly.
Water Rates- update, per discussion of last meeting. There were several discussions pertaining this, and no plan has been presented from the Cattlemen. Steven noted that if this doesn't get solved, everyone's rate will have to be raised, and he would like to create a balance for all this. Question is do we subsidize for others and winter rates, or raise all bills? Council discussed this matter further, comparing costs and usage. Rachel mentioned that there isn't a set fee rate for commercial/residential/industrial; saying that some businesses paying lower rates because we don't have a set commercial rate.
Rural Water was wondering if they could come by and help with tier rates etc. Steven said he would like to move that way and have that in the steps, clean it up and go from there.
Council discussed the current tiers, and winter rates vs. what some are using. There is just too much water that isn't being paid for.
Various discussions with council and public, such as regulations, and usage, schedules and rates took place. They would like to see conservation of the water and usage/price.
Rachel mentioned that the State will be inspecting troughs and we are going to have to send out a public notice saying that no one can leave hoses in troughs etc, due to backflow preventions.
Council is to go talk to people and ask their feedback on the matter and then come to work session and report back for discussion.
E. Adjournment: Charles motions to adjourn, Lindsay seconds, all in favor.
Charles motions to get back into session, Lindsay seconds, all in favor.
Deputy Monson - She stated that the Council needs to set up a meeting when our city prosecuting attorney and her lieutenant and Chief Deputy to discuss ordinance enforcement. Steven asked why the change, and why they wont enforce the civil/ordinance enforcing. Monson noted that there are people that were saying that there wasn't things getting done, and doesn't have ordinance numbers etc. There are missing pieces with the attorneys. They pulled up the contract and said they didn't plan on doing ordinance enforcement. Steven told her to set up the meeting and we will be there. Get things clear on what they can and cannot do and enforce etc, amend agreement if needed. This is the thing that is complained about the most, about dirty lots, and trashy lots. These are the ones that do not comply and camp on the lots. These issues are the ones that need to addressed, council said.
Meeting will get scheduled and further this matter from there.
F. Adjournment: Charles motions to adjourn, Sammy seconds, all in favor.
