3. Planning and Land Use - Ted Bennett
The building permit for Dogue and Anne Alan (bishops' old home) was approved. They will be building a garage shed. Meets all codes. He wants to bring power out to said garage. Will need to have an electric plan before Sunrise Engineering will approve.
Mayor Fox mentioned the building permits for Mike Turner, Clint Turner and Roger Stevens is approved also.
4. Report of Officers-Boards-Committees
a. Phil Whatcott- Water and Fire Department
Phill was Absent from this meeting.
Rod stood up with some updated information. He mentions all extra water meters are out. He talked to Phill about buying the upgraded Radio meters @ $225 a piece (compared to the non-Radio, old meters @ a price point of around $75) we go through about 5-15 meters a year. All agreed to purchasing the better Radio meters. Will end up saving in long run with labor for having to hand read every meter whereas updated meters can be read by drive by.
Jason Hardman from the upcoming water project is submitting an update for his estimate. They submitted a Division of drinking water application on 3.16.22. Before sending they also updated their engineer's opinion of probable cost for that project. Current estimate of probable cost is $6,721,000. Includes Bumped up pipe cost, drilling a new well, construction of new well building, construction of new well transmission line, installation of redundant tank supply line, 500,000-gallon tank. Upgrades in radio meters around town and spring sight meters.
Divion of Drinking Water funding is contingent on 1.75% of your M.A.G.I (Median Adjusted Gross Income) meaning the average monthly water bill must be raised up to that amount before they start giving out grants to fund water project. For Holden Town that comes out to about $66.35 average. Current base is $30.
Come up with plan to present to them about price increase.
Lots of applications coming into Division of drinking water. May be willing to offer a 40 year at 0% interest for less grant more loan. With the 40 year 0% it puts us at right about the $66 range.
Also looking into EWAG grant from USDA Rual Development for up to 1 million in grants to help keep the cost under $66 range.
Will be finding out what they are willing to offer in the next two weeks. They will be having a financial committee meeting before bord meeting for recommendations on what is best. Bord meeting in the next two weeks (unspecified)
Jason recommends waiting the two weeks while they discuss an offer and then go from there.
Mayor Fox mentions we will have a public meeting to inform the public on what's going on, and what the effects may be. Lots of discussions on water situation and how we can better fix the situation for the future.
Rod received the Water usage Report for last year. Its not in the best shape. He mentions last year we had 125,000,783 gallons came through Holdens system. We had 89,250,000 to residents. We had 36,000,536 go unaccounted for. That is about a 29% loss in water, made some repairs already to lines, like removing roots, but not a big change. Secondary lines that are hooked to springs need a meter to keep track of water usage. State wants all water accounted for.
Jim Blodgett - Roads and Land fill
Rod has obtained bids for Landfill. One from Tim for $25,000. Chris Carlin did a bid for $30,000 (past bid was $15,000). Sunrise bid was $24,000 (past bid was $24,000) Total comes to around $40,000. Budget is around $10,000 short in the PTIF savings account.
Rod mentions our permit will not be up until 2025. The state wants an updated cost of what it would cost for post closure. He had it reassessed by Jessie from 2013, pretty much doubled in price. The reason for this increase is just in case the town went bankrupt this would cover the cost of proper clean up.
Mayor fox mentioned that they do charge a little more then what the county charges, so he mentioned putting that extra money into the landfill PTIF to account for some of these upgraded costs. Not sure on amount.
Mayor Fox mentions he has a solution. He brings up the Kern River Lease agreement. Kern River wants to lease a corner of our landfill as a staging yard for the new pipeline coming in. They are willing to pay us $2000 after contract signing and then $18,000 for 10 months. If it goes over 10 months on that project, they will pay us $2,000 a month. Pretty much guaranteed $20,000 from Kern River to help take care of that increase in cost for Landfill bid.
Mayor Fox motioned to approve the Kern River Lease Agreement. Josalyn Stevens seconded; roll was called, Jim Blodgett-Abstained; Josalyn Stevens - yes; Phil Whatcott -abstained; David Wood - yes; Mayor Fox-yes.
Rod mentions Louis came out and repaired the cracks in the street in front of post office and fire station. $2,300 for repairs.
Jim Blodgett motioned to pay for Road repairs that were done in amount of $2,300 for repair of cracks in front of post office and fire station, Mayor Fox seconded; roll was called, Jim Blodgett-Abstained; Josalyn Stevens - yes; Phil Whatcott - abstain; David Wood - yes; Mayor Fox-yes.
b. Josalyn Stevens- Parks, Recreation and CERT
Mentioned the monument hasn't been finished in two years so she will find out.
She mentions she would like to do zero scape around time to show the town that we are doing out due diligence in this water crisis.
Dave wood mentions the strip of grass at post office would help.
Josalyn mentions our town sign area to do more zero scape. Maybe cut down on lawn. But still water the trees. Will come up with a plan.
Need to do a refresh on the town sign. Touch up paint? Josalyn agrees to help refresh sign.
Really wants the town to see that the council is very serious about our water situation.
c. David Wood- Electric
New Directory came in for UAMPS, will give to Carla to take to post office.
Delinquents are high, due to billing going out late. Dave mentions to void the penalties for people who normally are not delinquent.
Mentions around Christmas time Micky Steimles bill was extremely high due to faulty meter and should be refunded for that mistake.
Another high billing over at Ron Stephensons, most likely another bad meter and it needs to be checked out.
UAMPS conference in St George in a week that Dave Wood plans on attending.
Power poles around town need to be replaced. Asked Rod to keep his eyes out for the worst ones so we can start making appropriate repairs as soon as possible. Asking him to mark them.
d. Fox Mayor Darren - Cemetery and Employees
Cost of living is going up. And he mentioned the wages of the employees. Specifically, Rods wages. He would like to later discuss what increase would be appropriate and fair for Rod. He is definitely an asset to this town, and we want to make sure he is taken care of properly.
With Julianne put in as treasurer, Zions bank wanted a letter stating that she would be able to sign checks and such for town bills. Will need to be signed by council. Mayor Fox has already gone to Zions bank with her to set that up. Just asking for this letter to be signed as well.
Received an email from County Clerk talking about HB313 talking about county elections. They are now requiring a ballot drop box in each municipality. County is willing to take care of election and gathering ballots. They will obtain a ballot box for Holden but it needs to have surveillance.
Carla the Holden Town clerk mentions speaking to her today about getting permission from the Postmaster about having a ballot box in the post office and under watch from post office employees. Rose will find out and let us know and Carla will get back in touch with the County Clerk.
Some of the County candidates mentions to Mayor about coming to our town council meetings to introduce themselves. Will be on agenda when available.
5. New Business
a. Short term Rental Ordinances
Airbnb type homes. Need an ordinance in place to regulate them. Will need to check out business licenses, collect tax, that goes to state, limit of number of short-term rentals. Only want 3 for every 1000 citizens, we don't want to be overtaken with short term rentals. Parking regulations, maintenance safety, noise, contacts for management, all need to be addressed.
Josalyn Stevens motioned to approve the short-term Lease Agreement. Jim Blodgett seconded; roll was called, Jim Blodgett-yes; Josalyn Stevens - yes; Phil Whatcott -abstained; David Wood - yes; Mayor Fox-yes.
b. Kern River Lease agreement- see last paragraph in 'Roads and Landfill'
c. Fillmore Car show donation
Dan Rowley mentions the annual car show fundraiser in Fillmore will be doing auctions with reserves on items. Proceeds go to helping High School and American Leigon in the past. He is sending out tons of flyers and networking. 35th year doing this carshow.
Mayor Fox motioned to match last years donation for the car show. Jim Blodgett seconded; roll was called, Jim Blodgett-yes; Josalyn Stevens - yes; Phil Whatcott -abstained; David Wood - yes; Mayor Fox-yes.
6. Outstanding business
- Talked to the resident with the trailer on property with a live in tannate and they agreed to stop the trailer living situation. It is a violation of our policy. The trailer has been moved to behind the house so will continue to monitor situation. It appears like it hasn't been solved.
- Craig Wood property update
Lee was asked if he had any thing to add and he was wondering if there were any updates about the property lines. Mayor Fox mentioned he had it on his agenda for next week to talk to county about city lines. No update yet but will have more information in the next month.
Finished the survey and drafted up some legal descriptions of the property that is to be swapped. Took them to title company, waiting on deeds. Waiting on that to finish.
7. Miscellaneous
Carla Collins was sworn in by Mayor Fox.
Adjournment: 8:35pm
Josalyn Stevens motioned to adjourn at 8:35 pm. Dave Wood seconded.
