Panguitch City Planning and Zoning Minutes APRIL 21, 2022 AT 5:00 PM The Panguitch Planning and Zoning meeting was held at the Panguitch City Office at 25 S 200 E. Those in attendance were City Manager Lori Talbot, City Recorder Tyrissa Howell, and Committee Chair Todd Breinholt, committee members Chad Veater, Tracy Wright, and Trudi Owens. Also present were Glen Partridge, Ezra Nelson, Joni Steed and Truman Dutson. Adoption of the Agenda Trudi Owens moved, seconded by Chad Veater to adopt the agenda. The motion passed with all in favor. Approval of the Meeting Minutes and Email Surveys Trudi Owens moved, seconded by Tracy Wright to approve the minutes. The motion passed with all in favor. Apartment Complex at 129 E 500 N- Truman Dutson Truman Dutson would like to build an 8-plex apartment building in a residential zone. The Panguitch City Municipal code states that a multi-family dwelling is an allowed use in residential, but it does not define what a multi-family dwelling is. City Manager Lori Talbot stated that she feels an 8-plex feels like a commercial use and asked if Panguitch City wants an 8-plex in a residential neighborhood. There was discussion on the road in between the lot Mr. Dutson owns and the lot John Henrie owns and will be developing. The committee asked that Mr. Dutson meet the requirements for the 66 feet road width. Chad Veater moved, seconded by Trudi Owens to approve an 8 plex with the road meeting the requirements. The motion passed. Lori Talbot abstained. Entrada Farms Conditional Use Permit Addition Ezra Nielson asked to add four silo type homes and two barn style homes to his existing conditional use permit at Entrada Farms. City Manager Lori Talbot stated that with the new short term rental ordinance that to have more than two short term rentals would require a zoning change. Chad Veater moved, seconded by Trudi Owens to more forward with a Public Hearing. The motion passed with all in favor. Tent Site at Entrada Farms - Ezra Nelson There was discussion on if tent sites are an allowed use in agricultural zone and it was decided that the tent site should be included in the public hearing for a zone change. Short Term Rental in a Secondary Dwelling at 357 W Center - Richard Birch Chad Veater moved, seconded by Tracy Wright to approve the STR at 357 W Center on the condition that the secondary dwelling be attached to the primary residence. The motion passed with all in favor. Adjournment Chad Veater moved to adjourned at 6.31 pm. _________________________________ Recorder, Tyrissa P. Howell
