APPROVAL OF MARCH 15, 2022 MINUTES:
Councilmember Amy Stanley moved to make a motion to accept the minutes of March 15, 2022 as written, a second was made by Councilmember TJ Pace.
The vote was unanimous, motion carried. (1st Motion)
Councilmember Jay Christensen was not present for the vote.
BID OPENINGS FOR CULINARY WATER PIPE REPLACEMENT:
There were five (5) bids presented to the council for Mona City's 2022 Culinary Water Pipe Replacement the bidders are as follows:
No 1: VanCon Inc Bid: $683.500.00
No 2: Newman Construction Bid: $495,000.00
No 3: Condie Construction Bid: $519,506.00
No 4: Barton Excavating Bid: $351,947.00

The winning bid was Barton Excavating Inc160 N Main Street, Ephraim, Utah for a bid amount of $351,947.00
Tyler Faddis from Jones & DeMille Engineering will research Barton Excavating Inc. credentials to find out if his company qualifies for the bid.
Mayor Randy Christensen called for a motion to accept the bid from Barton Excavating Inc 160 N Main Street, Ephraim, Utah in the amount of $351,947.00 for 2022 culinary water line replacement.
Councilmember Jay Mecham moved to make a motion to approve the bid for $351,947.00 from Barton Excavating 160 N Main Street, Ephraim, Utah for 2022 culinary water pipe replacement, with a second by Councilmember TJ Pace. All present voted in favor, motion carried. (2nd Motion)
Councilmember Jay Christensen was not present for the vote.
PLANNING AND ZONING:
Planning and Zoning Chair Dennis Gardner presented the Planning &Zoning agenda items for Wednesday, April 6, 2022 to the council as follows:
He updated the council in regard to their new Planning & Zoning Commission member Micheal Stringer to replace Kevin Stanley.
Lynn Ingram former Chair and now serves as co-chair will need to be replaced in the future, but will not leave until he assist with the proposed subdivision plans for Cliff Hales.
Gardner said they also discussed the conditions on the Willow Creek Subdivision for Phases 1 and 2. The preliminary application was approved.
Tim Marshall came in for an accessory building permit located at 317 S 200 E. All the requirements were met, it was suggested the council vote to issue an accessory building permit to Tim Marshall as discussed above.

Councilmember Ron Warren moved to make a motion to issue a building permit to Tim Marshall as described above with a second by Councilmember Jay Mecham. All present voted in favor, motion carried. (3rd Motion)

Kelly Mitchell also came in for an accessory building permit located at 60 South 200 W. This will be an 80 X 40 garage. Mitchell had met all his requirements and Dennis recommended the council approve a building permit as discussed above.

Brandon Lish came in for an accessory building permit located at 638 S 400 W. He will be building a 24X 30' building, all the requirements are met. Dennis recommended the council approve an accessory building permit for Lish as presented above.
Mayor Randy Christensen called for a motion to issue an accessory building permit to Brandon Lish as discussed above.
Councilmember Ron Warren moved to make a motion to issue a building permit to Brandon Lish as described and discussed above with a second by Councilmember Amy Stanley. All present voted in favor, motion carried. (5th Motion)

Ashlee Clements came in for a building permit located at 371 S 200 E; Dennis reported that everything is good and ready to go. They are tearing down a modular home and building a stick built home, he asked if the council would approve a building permit for Ashlee Clements.
Mayor Randy Christensen called for a motion to approve a building permit for Ashlee Clements as discussed and described above.
Councilmember Jay Mecham moved to make a motion to approve a building permit to Ashlee Clements as described above with a second by Councilmember Ron Warren. All present voted in favor, motion carried. (6th Motion)

Jeff Kay also came in for a building permit located at 105 E 700 S and had everything ready that was needed it was recommended the council approve and issue a building permit to Kay as described above.

Councilmember Ron Warren moved to make a motion to approve and issue a building permit to Jeff Kay as described and discuss above with a second by Councilmember TJ Pace. All present voted in favor, motion carried. (7th Motion)

There were three other items that were briefly discussed which were items of inquiry:
1. Jeff Kay-Lot split questions
2. Jonathan Jones-Land Acquisition question
3. Howard Newton-Subdivision Inquiry.
DELEGATIONS:
Chad Phillips reported the water audit is complete. There will be a Greenhouse Gas Emissions -Water Conservation Workshop coming up soon.
The state is requiring each home in Mona City using secondary water will soon need to have meters installed beginning in 2030. He added there are grants available however it is up to the irrigation company to apply for those grants for the secondary meters.
The city will need to develop a Conservation Plan soon.

Brent Arns Sewer Plant Supervisor reported the sewer plant is still up and running but there are a few hang-ups that need to have attention. Reminding the council the plant is aging and now has equipment that is 10 years old.
The membranes are 12 years old and will need to be replaced by 2030.
Mayor Christensen wants the council to be currently updated on sewer issues.
DIRECTOR OF FINANCES, SECRETARY/TREASURER & RECORDERS REPORT:
Director of Finance Sara Samuelson presented The Mona City Disbursement Listing for checking dated 03/16/2022 to 04/12/2022. There were no questions on the financial report.
There were eight (8) checks over the allotted amount of $2,000.
The Disbursement Listing is attached and will become a permanent part of the minutes
for public viewing.
They are hoping to receive the funds from the state for the work on the sidewalks Sara called the state department handling the funds and was told the funds will be sent.
Sara presented Mona City's Operational Budget Report from 07/01/2021 to 04/12/2022 with 83.33% of the fiscal year has expired.
The budget report included 10 General, 21 Local Building Authority, 41 Capital Projects, 51 Water, 52 Sewer, 55 Natural Gas, 70 Perpetual Care.
The budget report is attached to the minutes for public viewing.
Lyla Spencer Recorder asked how the replacement window on the bulletin board located at the post office is coming along.
Councilmember Ron Warren responded that he is working on the replacement window for the bulletin display board.
Secretary/treasurer Michelle Dalton told the council Andrew who is setting up the SKADA system needs access to a key for the building so he is not bothering Chad to let him in.
COUNCIL BUSINESS:
There was one business licenses and one fence permit presented.
A business license approval for Little VMen LLC located at 15 S Main Street in Mona, which is a Green Bus Drink/Cookie Shop.

Councilmember Amy Stanley moved to make a motion to approve a business license for Little VMen LLC located at 15 S Main Street with a second by Councilmember Ron Warren. All present voted in favor, motion carried. (8th Motion)

There was one fence permit for Andrea Gurr which is a single family vinyl 3' in the front and 6' in the rear. This fence will not be on a corner lot and not adjacent to a sidewalk but is adjacent to a driveway.

Mayor Randy Christensen called for a motion to approve a fence permit for Andrea Gurr located at 341 W 600 S.
Councilmember TJ Pace moved to make a motion to issue a fence permit to Andrea Gurr at the above location and description of the fence included. Councilmember Jay Mecham made a second to that motion. All present voted in favor, motion carried. (9th Motion)
Councilmember Jay Christensen was not present for the vote.
Tyler Faddis Jones & DeMille Engineering project manager said Mona City requested a 50%loan and a 50% grant for the project but that didn't happen. Faddis told the council the city didn't meet the modified adjusted gross income.
'Another consideration is that the city's charge for water is low' Faddis said.
Faddis added, 'We did get a zero percent interest loan, the master plan should cost $40,000 at no interest that is still a good thing for the city'.
Faddis recommended the city redo the water master plan every five years, 2014 was the last year it was completed.
'A water conservation plan would be an added $3,000' Faddis said.
He needed to have the council's approval for the project loan stated above.
Mayor Randy Christensen called for a motion to approve use of the loan as stated above from the Utah Division of Drinking Water.

Faddis also presented an agreement between the city and Jones & DeMille Engineering to allow the engineering firm to bill for work done by the hour but not to exceed $10,000.00.
Faddis said he will let the city know when they are getting close to the $10,000.00 limit.

Mayor Randy Christensen and the council discussed the purchase of a loader for the green waste site.
A city wide survey was recently sent, 77 people answered the survey, and 67 wanted to keep the green waste facility in the city.
The city is losing money operating the site according to Sara Samuelson Director of Finance.
The council needs to consider charging residents more for the service. 'We are paying $10,000 to keep it open' said Samuelson.

If the site is to be kept open the city will need to purchase a loader for the upcoming summer season.
Councilmember Amy Stanley suggested renting or leasing a loader. Mayor Randy Christenson however was not in favor of that idea it would cost the city $21,000 a year, the city would end up paying $60,000 for three years. A new loader if purchased would cost $40,000.
Councilmember Stanley asked if there was money in the budget, there is no budget for that and we would need to pull from other areas, Samuelson told her.
Councilmember Jay Mecham offered to place roll off dumpster at the site the city would have to pay an employee to manage the dumpsters. Secretary Dalton was a little concerned that it may be difficult for some users to lift there grass clippings into the dumpster.
Councilmember Mecham said it was just a thought and would certainly be less than $40,000.
There was a brief discussion that gating the site may be a good idea, according to Tony Openshaw that didn't work in the past, people would dump their green waste at the gate and that created a worse problem.
Councilmember Stanley presented an event that has been designed at the request of Travis Jones and he asked if we have a city service day and if not why we don't.
This event is being planned for May 3rd from 6-8p.m.
Councilmember Stanley said it is a brilliant idea and Mona City did this many years ago and we are going to bring back the old and give it a try.
The date picked was specific to a citizen's request.
An announcement will be posted that will invite all of the community to come to the city center and volunteer to clean up and special invitations have been sent to youth groups.
'The club ball team and Mona 1st Ward girl's youth have expressed interest in attending' Said Councilmember Stanley.
A specific list of items will be used to assign each group a small task.
They have quite a list said Stanley. Among the list of items that had been suggested was painting the city's fire hydrants, cleaning up the dugouts, deep cleaning and dusting the library, cleaning the ground around the pine trees, deep cleaning the restrooms in the park, another idea was to paint a hopscotch on the side walk, and the list goes on.
Councilmember Jay Mecham gave an update on the city wide cleanup that has been going on.

The city council meeting was then adjourned at 9:14 p.m., with no further comments.
Mayor Randy Christensen then called for an executive session.
AN EXECUTIVE SESSION IF NECESSARY:
An executive session was necessary and called by Mayor Randy Christensen at 9:25 p.m. The purpose for the session was to discuss personnel issues.
Those present were Mayor Randy Christensen, City Recorder Lyla R. Spencer, Councilmember's Jay Mecham, Ron Warren, Amy Stanley and TJ Pace. Councilmember Jay Christensen was excused from the session.
Mayor Randy Christensen called for a motion to adjourn the executive session. Councilmember Ron Warren moved to make a motion to adjourn the executive session with a second by Councilmember Amy Stanley. All voted in favor, the meeting was then adjourned at 10:20 p.m. with no further comments.
