The Aurora City Council came to order at 7:00 pm. Mayor Quarnberg informed the public that proper notice for the city council meeting had been given. Nancy Kennedy gave an opening expression of choice, and the Council recited the Pledge of Allegiance. City Council Member Kelly Mason seconded the motion. The motion was approved by members: Mason, Mickelsen, Rasmussen, Kennedy and Harrison. 3- VARIANCE REQUEST FROM DAVE AND HOLLY SANDBERG- After visiting with the Planning Commission and receiving their approval, Dave and Holly Sandberg attended the City Council Meeting to request a variance which will allow them to build a home on a building lot located at 150 N 100 E. The variance is required because of the lack of room in the back of the lot which requires a 30' set back. The plans the Sandberg's have will not fit on the lot if the setback requirement is enforced. It will lack about 5 feet. After sharing the plans with the Council and a lengthy discussion it was determined that because of the location of the lot and the non-interference with surrounding homes, a variance could be granted. Planning Commission Chairman Parker Vercimak stated that the Planning Commission was in agreement with the variance and that a slight adjustment in the front would also be justified to allow the back of the lot to come closer to the required set back. City Council Member Kelly Mason moved to grant a variance to Dave and Holly Sandberg for the home located at approximately 150 N 100 E. The motion was seconded by Council Member Kent Mickelsen. The motion was approved by members: Mason, Harrison, Rasmussen, Kennedy and Mickelsen. City of Aurora City Council Meeting March 21, 2022 Page 3 4- CULINARY WATER PROJECT UPDATE- Jones and DeMille engineer Parker Vercimak discussed the option of allowing a drainage pipe from the new water tank to run into the city irrigation pond. It was determined that having the water flow into the pond is a possibility but that hopefully the overflow and draining of the tank will only be done on rare occasions. It would be better for individuals who want to use culinary water for irrigation purposes to have that run through the city's culinary water system and then customers could be charged for any water that they used. Mr. Vercimak also discussed the progress on the water tank and some of the issues that had presented themselves during the construction of the tank. The Council also discussed the water line that runs from South Main Street through a vacant lot to the homes owned by George Chappell. If Aurora City was to take over ownership of the pipeline, repairs to the fire hydrant located at the Chappell would need to be repaired and upgraded. A larger water line would need to be installed. The Council also discussed some of the supply chain issues that have happened with the project but Mr. Vercimak stated that all seems to be going well. 5- APPROVAL OF WATER QUALITY REPORT- Mr. Johnson provided the City Council with a copy of the 2021 Aurora City Water Quality Report. Aurora City is required by law to provide its' customers with a report yearly. The report discusses results of samples taken and some information regarding backflow preventions. City Council Member Andy Rasmussen moved to accept the report and to mail a copy to each customer of Aurora City's water. The motion was seconded by Member Jim Harrison. The motion was approved by members: Rasmussen, Harrison, Mason, Kennedy and Mickelsen. 6- WEST PARK IMPROVEMENTS DISCUSSION- After the site visit earlier in the evening, the City Council discussed the improvement they would like to do at the Aurora West Park. The Council discussed restrooms, creating a trail head where overnight camping would be allowed, and improvements to the pavilion. Using money from the recreation grant for these improvements was discussed. Mr. Johnson stated that he had not yet received any money from the grant. Kelly Mason- Mr. Mason stated that the North Sevier Recreation Board had held their meeting last month and that the board had discussed how to develop the property to the east of the Community Center into a nice, usable park.
