- See Attached Oakley City would like to share information with you regarding the new Village Mixed Use zone (VM) of Oakley City Center (the area around City Hall and the old Rodeo grounds). We will present some conceptual designs to spark some ideas, but MOSTLY, we want to hear from you! We hope to facilitate an informal friendly discussion and learn: What do you envision for Oakley City Center? What heritage, theme, and type of uses do you foresee for this critical property? What would be successful? And what would best match the General Plan for Oakley's future?
