1. 6:36 P.M. CALL CITY COUNCIL MEETING TO ORDER
Mayor Dennis Sweat called the city council meeting to order.

3. PLEDGE OF ALLEGIANCE
Pledge of Allegiance was lead by Mayor Dennis Sweat
4. APPROVE OR AMEND SPECIAL MEETING MINUTES OF JANUARY 06, 2022. DECISION.
Motion made by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell to approve special meeting minutes of January 6, 2021. All in favor, motion passed.
5. APPROVE OR AMEND REGULAR CITY COUNCIL MEETING MINUTES OF JANUARY 06, 2022 DECISION.
Motion made by Councilmember Darlene Trammell to approve regular city council meeting minutes with the correction of agenda item #20 regarding adding quotations to Ratliff statement. Council informed Mr. Ratliff to apply for variance and it would be reviewed between City Council and Planning Zoning.
6. APPROVE OF AMEND PUBLIC HEARING #3 MINUTES OF FEBRUARY 03, 2022 DECISION.
Motion made by Councilmember Darlene Trammell, seconded by Councilmember Brandon Grossman to approve Public Hearing #3 Minutes of February 03, 2022. All in favor, motion passed.

DEPARTMENT UPDATES: KENNETH QUIRK
A) POLICE DEPARTMENT
Public Safety Director Ken Quirk updated the council on the current stats.
B) FIRE DEPARTMENT
Ken updated the council on stats also that bay lights are to be replaced next week with a company coming out from Elko.
C) DISPATCH
None.
D) CEMETERY CAMERA(S)
Ken informed council that cameras are now up and running for 24 hour surveillance.
8. COMMENTS FROM THE AUDIENCE LIMIT OF TWO MINUTES PER COMMENT.
Wendover Police Officer James Carr asked the council about possibly using present utility shops area as a training and practice area for officers. City Administrator Glenn Wadsworth informed Carr that location does belong to Tooele County, plan is to have shops moved to new location, as of right now we do not have moving date set up for movement of shop.
9. I.T. PROPOSAL, AND MATTERS RELATED THERETO. JAMES CARR.
James Carr presented to the council tonight an I.T. Manager proposal. Carr spoke to the council about ideas he has presenting himself as I.T. Manager as well as still continuing to serve the City Of Wendover, Utah as a full time Officer. Carr stated the City is using Impact Solutions out of Bountiful, Utah. He informed council on thought of having a local I.T. based manager would improve wait time for needs as well as being on call and able to attend to matters when arise. Position would be as Part-Time, Carr's idea is to upgrade all office servers including Cities surveillance cameras. Carr is asking for $2,500 monthly pay rate, with no addition benefits added. City Administor Glenn Wadsworth made comment of the $2,500 being more of a retailer fee, if there is no problems will the city still have to pay the $2,500 monthly rate for no work. Carr stated between upgrading and transferring into new system he would have a lot of work to be keeping busy. Mayor Sweat asked Carr if he would be willing to come up with agreement to change monthly fee if there is nothing to be worked on. Carr agreed.
10. RATIFY MOTION MADE ON JANUARY 06, 2022 BY COUNCILMEMBER DARLENE TRAMMELL, SECONDED BY COUNCILMEMBER ANNA ABOITE TO HAVE CITY ATTORNEY REVIEW SPLITTING THE FEES FOR CEMETERY CAMERAS WITH FINAL PAYMENT TO BE PAID ON COMPLETION OF THE INSTALLATION OF CAMERAS. DECISION.
24 Hour surveillance cameras have already been installed are now up and going. Councilmember Darlene Trammell commented if they would need a motion still if Quirk already informed them camera system are already installed and working. No Action.
11. RATIFY MOTION MADE ON JANUARY 06, 2022 BY COUNCILMEMBER STEVEN WALLACE TO RESEARCH SIGN FOR COMMUNITY CENTER, SECONDED BY COUNCILMEMBER MANNY CARRILLO. DECISION.
Item dies due to lack of second.
12. RATIFY MOTION MADE ON JANUARY 06. 2022 BY COUNCILMEMBER MANNY CARRILLO, SECONDED BY COUNCILMEMBER DARLENE TRAMMELL TO ACCEPT THE UDOT DUMPSTER AGREEMENT TO HAUL GARBAGE FROM THE 10 MILE REST AREA. DECISION.
Motion made by Councilmember Darlene Trammell, Seconded by Councilmember Brandon Grossman to accept the UDOT Dumpster Agreement to haul garbage from the 10 mile rest area.
13. APPROVE OR DISAPPROVE PRE-SCHEDULED COMMUNITY CENTER RENTAL DATES. DECISION.
City Administrator Glenn Wadsworth informed the council, Tooele County Health Department recommended we hold off on community center rentals as of January 19, 2022 due to high spiking increase of Covid-19 cases. Tooele County Health Department will be still continuing to use location every Wednesday from 11am-7pm for vaccines and outside testing, along with blood drives.
14. MAYOR DENNIS SWEAT UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO.
Mayor Dennis Sweat asked about the possibility of changing City Council Meeting days from Thursdays to Wednesdays. Due to school activities and events in town usually being held on Thursday's the public is not able to make it to meetings. Mayor Sweat asked council to think about switching days to make it more open for public to be able to attend. He also mentioned that Steve Wallace has resigned and the seat will need to be filled. Glenn stated that notice is already published. Mayor Sweat also would like to look into budget to Beautify water tank location with grass and sitting area.
15. APPROVE OR DISAPPROVE WAGE INCREASES PER PUBLIC HEARING #3 HELD FEBRUARY 03, 2022 AND MATTERS RELATED THERETO. DECISION.
Motion made by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell to approve wage increase per public hearing #3 of February 03, 2022. All in favor, Motion passed.
16. APPROVE OR DISAPROVE RESOLUTION 2022-01: A RESOLUTION PROVIDING FOR THE COMPENSATION OF FULL TIME AND STATUTORY EMPLOYEES OF THE CITY OF WENDOVER, TOOELE COUNTY, UTAH. DECISION.
Motion made by Councilmember Darlene Trammell, seconded by councilmember Brandon Grossman to approve A resolution providing for the compensation of full time and statutory employees of the City Of Wendover, Tooele County, Utah. All in favor, roll call Councilmember Darlene Trammell aye, Councilmember Ana Aboite aye, Councilmember Brandon Grossman aye. Motion passed.
17. APPROVE OR DISAPPROVE APPOINTMENT OF MANNY CARRILLO AS MAYOR PRO-TEM. DECISION.
Motion made by councilmember Darlene Trammell, seconded by Councilmember Brandon Grossman to approve appointment of Manny Carrillo as Mayor Pro-Tem. All in favor, Motion passed.
18. APPROVE OR DISAPPROVE APPOINTMENT OF BRANDON GROSSMAN AS LIAISON TO THE PLANNING AND ZONING COMMISSION. DECISION.
Motion made my Councilmember Darlene Trammell, seconded by Councilmember Ana Aboite to approve appointment of Brandon Grossman as Liaison to the Planning and Zoning Commission. All in favor, Motion passed.
19. CITY ADMINISTRATOR GLENN WADSWORTH UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO.
City Administrator Glenn Wadsworth updated council on opening utility worker position. Notice is out for opening deadline is March 21, 2022. Glenn informed council that Barrick is selling Long Canyon and a meeting will be held in the near future that he will be attending. He also gave an update on Phase 4.
20. UNFINISHED BUSINESS:
City Treasurer Devan Clawson had mentioned that prior City Administrator Glenn Wadsworth has only been getting paid for 20 hours although he works 24 hours every week. Devan would like make changes accordingly. Mayor Dennis Sweat asked to have it put on agenda for next meeting.
