City of Aurora City Council Meeting January 17, 2022 Page 1 CITY OF AURORA CITY COUNCIL MEETING AND PUBLIC HEARING JANUARY 17, 2022 FINAL The Aurora City Council came to order at 7:00 pm. Mayor Quarnberg informed the public that proper notice for the public hearing and city council meeting had been given. Nancy Kennedy gave an opening expression of choice, and the Council recited the Pledge of Allegiance. Harrison and Aurora City Fire Department Officers Weston Mason and Matt Long. City of Aurora City Council Meeting January 17, 2022 Page 2 Public Hearing The Mayor welcomed everyone to the Public Hearing to discuss changes to the Aurora City Budget and reviews of the cross connection/backflow prevention ordinance, cemetery ordinance, and inactive meters ordinance. The Council reviewed the findings of the audit which was conducted in December for the fiscal year ending June 30, 2021. Mr. Johnson reviewed some of the changes he needed to make to the annual budget, he also discussed the audit and the one finding of the auditors. An up to date fee schedule is needed to be posted for all of the fees charged by Aurora City. Aurora actually has a current fee schedule but the cost for a business license was not listed amongst the fees so therefore, a finding was required. The Council also went through each ordinance change. There was no discussion from the general public. Mayor Quarnberg then closed the public hearing and moved the meeting to the regular City Council meeting. City Council Meeting- 1- APPROVAL OF MINUTES- The City Council reviewed the minutes of the December 20, 2021 Council meeting. City Council Member Kent Mickelsen moved to accept the minutes of the December 20, 2021 meeting. City Council Member Nancy Kennedy seconded the motion. The motion was approved by members: Kennedy, Harrison, Rasmussen and Mickelsen. 2- RETIREMENT PRESENTATION TO MAINTENANCE MANAGER DAN RASMUSSEN- Mayor Quarnberg asked Andy Rasmussen to read a tribute to his father, Dan for the many years of service that had been given to Aurora City. Mayor Quarnberg spoke of his appreciation and self-less service that Dan had given to the community for over 40 years. Former Mayor Scott Gurney also shared some experiences he remembered working with Dan and expressed his gratitude for all of his hard work. Mayor Quarnberg then presented Mr. Rasmussen with a retirement gift. All of the members of the City Council and those in attendance also expressed their gratitude to Mr. Rasmussen. 3- REVIEW OF AURORA CITY JUSTICE COURT- City of Aurora City Council Meeting January 17, 2022 Page 3 Aurora City Justice Court Judge Cyndee Probert addressed the City Council regarding the Justice Court. Judge Probert stated that she works for Millard County, Fillmore City, Delta City and Aurora City. Judge Probert stated that Aurora is her smallest court but that she enjoys being the Judge here, very much. Judge Probert also discussed the new directive that had been received regarding Judge evaluation. The Judge answered a few questions from the City Council. Mayor Quarnberg expressed his appreciation for her hard work with the Court. 4- OFFICIAL VISIT FROM WHITE'S SANITATION- Mr. Chet White began his presentation by discussing dates for the Aurora City Clean Up Week. Mr. White selected April 29th through May 9th to have dumpsters in place for the City Clean-Up. A large dumpster will be located behind the Aurora City Fire Station and will be dumped 'as needed' during the clean-up time period. Mr. White also stated that the 4th of July holiday is on a Monday this year, White's will still pick up the resident's garbage even though it is a holiday. The Council also informed Mr. White that the annual 4th of July celebration will be on Saturday July 2nd and Monday July 4th. Mr. White said that he will make sure that the dumpsters are available for those events. Mr. White and Commissioner Johnson informed the City Council that landfill fees are increasing from Sevier County by $2.00 a month per household. The increase in fees will be imposed on April 1, 2022. Currently Aurora City adds 20 cents to the landfill fee to cover administrative costs. Mr. White stated that some communities add much more for administrative costs. Commissioner Johnson defending the increase stating that the landfill is not covering the costs of operation and that an increase is needed. Mr. White's gave their point of view regarding the increase. Mayor Quarnberg expressed gratitude to White's for their excellent service. 5- CULINARY WATER PROJECT UPDATE- Mr. Vercimak informed the Council that the drilling portion of the water project was now completed and closed out. He mentioned that now the project will move into the second phase of constructing a new water tank, installing a new water line and building a new pump house at the cemetery. Mr. Vercimak stated that things should move quickly with the next portion unless supply problems get in the way of construction. Mr. Vercimak discussed the boring of the canals and some of the issues surrounding those parts of the project. He stated that there will be a weekly construction meeting on City of Aurora City Council Meeting January 17, 2022 Page 4 Tuesday mornings at 9:00 am. He further stated that things appear to be on schedule and that they are just waiting for a couple of easements to be completed. 6- MOTION TO ACCEPT CHANGES TO THE FY 2022 BUDGET- After the discussion held during the public hearing a motion was made to approve the changes. City Council Member Andy Rasmussen moved to accept the changes to the budget. City Council Member Kent Mickelsen seconded the motion. The motion was approved by members Rasmussen, Mickelsen, Kennedy and Harrison. 7- APPROVAL OF NEW ORDINANCE AND CHANGES TO EXISTING ORDINANCES- City Council Member Nancy Kennedy moved to approve the new cross connect/backflow prevention ordinance. City Council Member Jim Harrison seconded the motion. The motion was approved by members Rasmussen, Kennedy, Harrison and Mickelsen. City Council Member Kent Mickelsen moved to approve the changes to the Aurora City Cemetery Ordinance. Council Member Nancy Kennedy seconded the motion. The motion was approved by members: Mickelsen, Kennedy, Rasmussen and Harrison. City Council Member Jim Harrison moved to approve the inactive meter ordinance. Council Member Kent Mickelsen seconded the motion. The motion was approved by members: Harrison, Mickelsen, Rasmussen and Kennedy. 8- APPROVAL OF THE FY 2021 AUDIT- City Council Member Jim Harrison moved to approve the findings of the FY 2021 audit. The motion was seconded by City Council Member Kent Mickelsen. The motion was approved by members: Harrison, Mickelsen, Kennedy and Rasmussen. 9- COUNCIL MEMBERS REPORTS- City of Aurora City Council Meeting January 17, 2022 Page 5 Jim Harrison- Mr. Harrison discussed the need to hire a new custodian for the city building. Mr. Harrison was given a couple of names of individuals who might be interested. Fire Department- Fire Department Chief Weston Mason expressed his appreciation for the support of the Aurora City Council. He stated that some of the departments in Sevier County do not have the same level of support. He also handed out a gift of appreciation to the Council. Nancy Kennedy- Ms. Kennedy reported that the Planning Commission had to cancel their January meeting because of sickness. Kent Mickelsen- Mr. Mickelsen discussed the upcoming dog clinic scheduled for February 5, 2022 from 9:00 until noon. 10- REVIEW OF WATER USE REPORTS, BUDGET, FINANCIAL STATEMENTS, REVIEW OF THE CHECK REGISTER AND SAVINGS ACCOUNTS The City Council reviewed all of the reports. 11- ITEMS FROM MAYOR QUARNBERG- Mayor Quarnberg asked about the crack seal need for the city streets. It was determined that perhaps the City could go another year without the need for a crack seal project. It was stated that it might be good to get through the water project first and then repair and streets that may have been damaged. The Mayor also asked about the lease expiring on the Backhoe with Mason Machinery. Mr. Johnson stated that he would find out the exact date the lease expires and then get with Mason's to set up a purchase of the existing Backhoe. 12- ITEMS FROM THE CITY RECORDER- Mr. Johnson stated that the North Sevier Community Center was in need of automatic door openers for Senior Citizens who use the building. He stated that Salina City had no funding for the doors and asked the City Council if they would be willing to use some of the COVID funding to purchase the automatic door openers for the Community Center at a cost of $3200.00. Aurora City City Council Meeting January 17, 2022 Page 6 City Council Member Andy Rasmussen moved to donate $3200.00 to North Sevier Recreation so that new automatic doors can be installed to help the Senior Citizens. The motion was seconded by Nancy Kennedy. The motion was approved by members: Rasmussen, Kennedy, Mickelsen and Harrison. 13- ADJOURNMENT- The Council completed their business and the meeting was adjourned at 9:21 pm with Clint Johnson offering a closing expression of choice.
