BICKNELL TOWN COUNCIL
MEETING MINUTES
2 DECEMBER 2021
7:00 PM
I. WELCOME/PLEDGE OF ALLEGIANCE/ROLL CALL
Mayor Noreen Johnson called the meeting to order and welcomed everyone. Weston
Johnson led the pledge of allegiance. Council members present were Bryan Brinkerhoff,
Kerry Stevens, Jim Roche, and Weston Johnson. Others present Scott Woolsey, Carrie Brinkerhoff, Kelsey Brinkerhoff, and Shannon Robertson.
II. PUBLIC COMMENTS
There were no public comments tonight.
III. APPROVAL OF MINUTES
The minutes for the town council meeting on 4 November were reviewed. Mayor
Johnson asked the council if there were any corrections to be made. The council did not
have any corrections. Kerry made a motion to approve the minutes. Bryan second, all
ayed. The minutes for the CDGB public hearing were reviewed. Mayor Johnson asked the council if there were any corrections to be made. The council did not have any
corrections. Jim made a motion to approve the minutes. Weston second, all ayed.
IV. PLANNING & ZONING COMMISSION/SHANNON ROBERTSON
Shannon was here to give the planning and zoning report. She said everyone but Marjie
and Rhett were present. Bronson Oyler was on the agenda but called and had to cancel
prior to the meeting. They approved last month's meeting minutes. Steve had done a
little research concerning the kill site and holding pen that the Oyler's want to put on
main street for their business and it does require 1/2 acre and 50 feet from streets. Also,
that the kill site must be separated from the holding pen. There was some discussion
about that then moved on. The commission corrected the subdivision ordinance and
worked on the emergency plan. Steve has been looking at other small-town plans as
well as on the church website for resources in establishing one for Bicknell Town. There
is some concern how the town is going to be divided and conflict with the already in
place emergency plan that the Thurber Ward has. They suggested maybe doing
something with the ward but that does not include non-members so that wouldn't work
very well. Also, there was discussion about this confusing the town members on who to
go to, church or town, would two emergency plans for one town work? Kerry Stevens
said the church one is not going to include everyone in town so he thinks the town must
have one as well because it will include both members and non-members. Shannon said
they are thinking of having a block chairman who would be in charge of everyone on the
block or maybe a bigger area. Kerry thinks the best way would be a reverse 911, Kelsey
suggested the counties code red program. It is a good way to get information out to
everyone. The problem is not everyone has signed up for those alerts. Shannon said the
commission will continue working on the emergency plan. Their next meeting is set for
January 4th, 2022.
V. PARAMETER RESOLUTION
Mayor Johnson read the entire resolution while the council members followed along. She asked if anyone had any questions. This resolution is authorizing the issuance of street improvement revenue bonds for Bicknell Town and calling of a public hearing to receive input with respect to the issuance of such Bonds and any potential impact to the private
sector from the construction of the project. This hearing will be 6 January 2022 at 7 PM.
Weston made a motion to pass the resolution. Kerry second. There was a roll call vote. Weston yes. Kerry yes. Jim, yes. Bryan, yes. Mayor Johnson yes. Motion passed.
VI. PERSONAL USE OF ENTITY ITEMS POLICY
The council had reviewed this policy before the meeting. Mayor Johnson asked if
anyone had any revisions. There were minor revisions made then the council agreed
that it was good. Bryan made a motion to adopt this policy. Kerry second, all ayed.
Motion passed.
VII. CASH RECEIPTING POLICY
The council had reviewed this policy before the meeting. Mayor Johnson asked if
anyone had any corrections. The council did not have any corrections. Weston made a
motion to adopt this policy. Jim second, all ayed. Motion passed.
VIII. BICKNELL TOWN GRIEVANCE PROCEDURE
The council had reviewed this before the meeting. Mayor Johnson asked if anyone had
any questions. Council did not have any questions. Bryan made the motion to pass the Bicknell Town Grievance Procedure. Weston second, all ayed. Motion passed.
IX. SECTION F CLIVIL RIGHTS EXHIBITS LANGUAGE ACCESS PLAN
The council had reviewed this before the meeting. Mayor Johnson explained that we
would find someone to translate on a as needed basis. This policy will be given each
January to the council members to review. Kerry made a motion to pass the Bicknell
Town section f civil rights exhibits language access plan. Weston second, all aye. Motion
passes.
X. SECTION F CIVIL RIGHTS EXHIBITS EFFECTIVE COMMUNICATION POLICY
The council had reviewed this before the meeting. Mayor Johnson explained that
Bicknell Town would help people with vision, hearing, and or speech problems as
needed. Kerry made a motion to pass the section f civil rights exhibits effective
communication policy. Jim second, all aye. Motion passes.
XI. SECTION 504 AND ADA REASONABLE ACCOMMODATION POLICY
The council had reviewed this before the meeting. Mayor Johnson explained that
Bicknell Town would provide reasonable accommodations with reasons with any denials.
The council agreed with the policy. Jim made a motion to pass section 504 and ADA
reasonable accommodation policy. Bryan second, all aye. Motion passes.
XII. SECTION F CIVIC RIGHTS EXHIBIT ADA CHECKLIST
The council had reviewed this before the meeting. Mayor Johnson explained that this is a checklist of how accommodating we are as of now. Scott and Noreen will go through
the checklist and fill out. Jim made a motion to pass the section f civil rights exhibit ADA
checklist. Kerry second, all aye. Motion passes.
XIII. SECTION F CIVIL RIGHTS EXHIBIT EREASONABLE ACC TRACKING SHEET
The council has reviewed this before the meeting. Mayor Johnson explained this is a
tracking sheet of the reasonable accommodations that are provided by Bicknell Town.
Kerry made a motion to pass the section f civil rights exhibit eReasonable
accommodations tracking sheet. Bryan second, all aye.
XIV. MAYOR
Mayor Johnson had gone and received the beautification award that Bicknell Town was
nominated for. It is a traveling trophy that we will keep for a year and a plaque. Both will
be at the town hall on display. Mayor Johnson read a thank you card from Connie
thanking everyone for the retirement present, cake and kind words. There is a question
on Brinkerhoff Spring land. Noreen was under the impression the town had purchased that property but after talking with Colleen at the courthouse it in fact has not ever been
purchased. Originally Duane Brinkerhoff owed the ground and Debbie Brinkerhoff had
notarized a letter explaining they wouldn't contaminate the water source. Duane had
sold the water rights and an easement to the town. Since then Duane has sold the
ground to David Brinkerhoff so the pump house is on David Brinkerhoff's property, but
the town does own the water rights. There was some discussion about what the town
needed to do if anything. The mayor will talk more about it with David and let the council
know if anything needs to be done. Mayor Johnson had met with David Brinkerhoff about the site for the new well; he wanted $30,000.00 and 2 out of town water hookups for the land. Kelly is worried there isn't going to be enough in the budget to pay that for the land.
Kelly got new maps and is looking into other options. Scott suggested meeting with
David and some of the council members to see what's available and maybe for less
money. Kelly also said they could go west onto BLM land would be an option.
COUNCIL MEMBERS
This was Jim's last meeting, so he thanked everyone and was very appreciative of their
service and hopes to come back soon. Everyone thanked Jim for his service to the
Town.
WATER & MAINTENANCE
Scott reported the water sample for the month was good. The mountain springs are
producing 33 gallons a minute. The tank is down 1 foot. Brinkerhoff springs pumped
275,000 gallons last month. Scott was about out of chlorine, so he ordered some. He got
the Christmas tree and lights up around town. He also had the burial of John Ellett. Scott
will work on the meters that are not working and the new ones that need to be put in.
CLERICAL
Carrie reminded everyone to come out on Saturday to the Christmas tree decorating
party at 4:30 for hot chocolate and a cookie. She also said there is a training for town
council members on January 8th if anyone is interested. Mayor Johnson was wondering why it would not be broadcasted in Bicknell at the USU Extension office and she would
call and see if they could get it there. There is a program with six county that you send
your ordinances out to be revised and updated. Everyone agreed that is something we would like to do. She will get more information about it and work towards it. She also will call South Central to discuss the internet the town was providing for Connie at her
house.
FINANCIAL
A list of bills was presented to the council for payment approval. Kerry made a motion to
pay the bills, Jim second, all ayed.
ADJOURNMENT
Weston made the motion to adjourn at 8:40 PM. Jim second, all ayed.
