The City Council informed Ms. Spainhower that selling water outside of Aurora City limits is illegal, but that property could be annexed into the city if the needed water shares were provided by the individual annexing the property. The Council went through some different scenarios looked at some of the property on google maps. It looked like most of the situations were going to be difficult for Ms. Spainhower to develop.

Mr. Vercimak passed out some information to the Council regarding the well drilling. The handout provided details about the drilling which stated that Hydro had drilled the well to a depth of 810 feet and casting to about 805 feet. The billing had stated that there was a $50,000 cost over run because the company had drilled the hole bigger than was required at first. The city asked Mr. Vercimak to look into giving the city credit for the 20 hours of labor to haul water off site in the city dump truck which totaled 16 loads.

requirement to have each cross connect apparatus inspected once a year.
5- CEMETERY ORDINANCE REVIEW-
The Planning Commission had also finished work on some changes to the Cemetery Ordinance. The main changes were on the fee schedule where it now breaks out a higher cost for a non-resident for purchasing and for grave openings and closings. This was the first reading of the changes so the item will be on the next few agendas.

7- LAND USE BILLS DISCUSSION-
Aurora City was recently informed that the State of Utah had passed some land use bills in the State Legislature which will affect ordinances in Aurora City regarding land use. The requirements from the state were that cities are now required to allow property owners to rent about basements, rooms, garages etc. to non-family residents in an effort to alleviate the housing crisis. The law allows the City to keep 25% of their city out of the required allowances. The Council discussed, at great length, how to determine which part of Aurora City would be classified in the 25%. It was determined that such an arbitrary decision could not be made. The State law stated that if no designation is made, the entire city would fall under the new law allowances.
