Date: December 14, 2021 5:00 P.M. Location: Emery County Administration Building 75 E Main Street, Castle Dale, Utah Emery County Board of Commissioners: Lynn Sitterud, Chairman Kent Wilson Gil Conover -Pledge of Allegiance/ Invocation- (Note to the public: The consent agenda consists of item(s) that are considered to be routine in nature and will be enacted in the form of one motion. Any items can be removed from the consent agenda and heard in its regular order at the request of any commissioner.) CONSENT AGENDA Items to be pulled for discussion by the Board will be placed first on the list of discussion items. All other consent agenda items will be approved in one motion. 1. Approval of check edit list, requisitions, and dispositions. 2. Approval of the November 16, 2021 Commission Meeting Minutes. 3. Approval of out-of-state travel for Sheriff Greg Funk to attend the Western States Sheriff's Association Annual Conference in Reno, NV March 6-10, 2022. 4. Approval of the 2022 Annual Meeting Schedule for Emery County Planning and Zoning Commission. 5. Approval to appoint Bruce Wilson and to reappoint Sherrell Ward to the Public Lands Board. 6. Approval to hire Lane Taylor as a full time IT Technician with full benefits. Wage Grade 16. 7. NOTIFICATION Joshua Opp has received his LEO certification and has been transferred to a Patrol Deputy I. No wage adjustment. 11-21-21 8. RATIFICATION McKlane Allred has received his LEO certification and has completed his FTO August 16, 2021, and was transferred to a Patrol Deputy I. No wage adjustment. 9. NOTIFICATION Selected Melissa Kemple as a part time Assistant Librarian in Ferron. Working 19 hours per week. Wage Grade 7. 10. Approval to give Kelton Price a 3% wage increase for successful completion of his 6 month orientation period. Effective 12-27-21. 11. Approval of Baxter Bainter to be a Reserve Deputy. Wage $14 per hour. Discussion Items Items that require discussion before approval by motion. 1. Items pulled from the consent agenda. 2. Awarding of Safety Visa Gift Cards. 3. Ratification of MOU between Emery County Emergency Medical Services and The United States Department of Energy. 4. Presentation by Robert Jensen regarding Senior Centers and the Emery County Aging Program. 5. PUBLIC HEARING: At 6:00 p.m. Emery County Commission Meeting will be temporarily closed to hold a public hearing on the following items: A. Public Hearing to receive public comment concerning opening and amending of the FY 2021 budgets for Emery County General Fund, Special Revenue Funds, Capital Projects Funds, Local Building Authority and Castle Valley Special Service District. B. Public Hearing to receive public comment regarding the proposed FY 2022 budgets for the Emery County General Fund, Special Revenue Funds, Capital Projects Fund, Local Building Authority and Castle Valley Special Service District. 6. Discuss/Approve/Deny amended 2021 budget for Emery County. 7. Discuss/Approve/Deny amended 2021 budget for Castle Valley Special Service District. 8. Discuss/Approve/Deny 2022 Emery County Budget. 9. Discuss/Approve/Deny 2022 Castle Valley Special Service District Budget. 10. Donation request from the 4-H Youth coalition to attend a conference in Washington D.C. in February 2022. 11. Open and review submissions regarding the EMS Liaison/Consultant RFP. 12. Open and review submissions regarding the EMS Training Officer RFP. 13. Open and review submissions regarding the EMS Instructor at EHS RFP. 14. Discuss/Approve/Deny 2022 Holiday Schedule. 15. Discuss/Approve/Deny Emery County Commission 2022 Annual Meeting Schedule. 16. Discuss/Approve/Deny 2022 Fee Schedule for Emery County. 17. Discuss/Approve/Deny Contract between Emery County and USDA Wildlife Services for Predator Control for FY 2022. 18. Discuss/Approve/Deny Commission Adjustment on parcel 01-0140-0003 for Brandy Powell. 19. Discuss/Approve/Deny Change Order No. 19 on the Millsite Dam Rehabilitation Project. 20. Discuss/Approve/Deny Emery County Emergency Management's Application for Federal Assistance SF-424 for the project titled FY 2021 Summer Monsoon Flash Flooding. 21. Discuss/Approve/Deny annual agreement between Emery County and Utah State University regarding USU Extension services. 22. Discuss/Approve/Deny change order #1 on the County Road Shop Fence project. 23. Discuss/Approve/Deny amended bylaws of the Emery County Travel Bureau. 24. Commission/Elected Officials Reports. 25.
