Description/Agenda
Town Council November 10, 2021
The regular meeting of the Cleveland Town council was held at the public safety building located at 130 W Main in Cleveland, Utah, on Wednesday, November 10, 2021 at 7:00 pm. Those in attendance were council members: Trevor Rowley, Brydi Sharp, Kallon Cowley, and Kristen Vose.
The meeting was opened with the pledge of allegiance led by Trevor Rowley.
A motion was made by Brydi and seconded by Kallon to approve October's meeting minutes. All were in favor. Motion carried.
The meeting was open to public comment. Keven Andrew Jensen returned to see if the town had made any decision about the property out of town south of his Dad's farm. Keven mentioned that he stacks hay down by the property to let Town know if they use it for burn pile. Council has not had time to discuss yet. Council will discuss this month.
Jerry and Cindy Oveson have a concern about the sidewalk and gutter in front of their house. It is sinking and causing problems. Cars bottom out when pulling in. Brought pictures to show condition of sidewalk and gutter. Cody Allred said leveling it would not work due to gutter being too narrow, would need contractor to fix problem. Jerry stated that it was only 3 pieces that need to be fixed or replaced. Council stated they would call Mayor Mike and see about having Mike Reilly see if he could fix it with winter snow making major problems.
Item #1 Approve Section X: Leave of Absence, Line 2: Vacation Leave Item: D, clarified language.
Language was corrected at October meeting. Need to approve this meeting. Brydie made motion to accept new clarified language for Section X, Line 2, Item D. Seconded by Trevor. Roll call Brydi-Yes, Kristen-Yes, Trevor-Yes, Kallon-abstained, motion passed.
Item #2 Discuss and choose 2 Town Representatives to go to UDOT Regional Dialogue in Moab on Nov. 19 from 2-4 pm.
Brydi asked about virtual participation. Email had option. Trevor, Kristen, and Brydi said they would attend virtually from the office. Council asked Nancy to request virtual participation for the meeting.
Item #3 ULCT training needs approval for sending council on December 11th to USU Eastern in Price, so can get them registered.
Trevor said he had already received an email and had registered. Council approved. Those attending will be: Trevor Rowley, Kristen Vose, and Breann Cowley.
Item #4 Discussion about property that Town owns.
Council stated that this property is the only asset the town has and feel that maybe they shouldn't sell it. Mr. Jensen stated at the beginning of the meeting that he would use it for a corral and stacking hay. Kallon suggested letting Mr. Jensen use it with the temporary panels for a coral. It was suggested leasing it to him instead. Town needs to look into burn pile. Trevor says Town Council needs to decide sooner than later. Council needs to discuss it before December meeting.
Item #5 Discuss and decide on how to compensate Fire Chief, since we can no longer do water utility.
Trevor suggested giving the Fire Chief a Bonus at the end of the year. Kallon suggested pro-rated bonus as an appointed official who reports at Council meetings plus Emery District Fire meetings. Brydi suggested so much per month. It will need to be put into budget. Trevor wants the wording to be correct so that there is no mistaking what it states. Will need to put on December's for approval with the correct wording and look into taxes.
Item #6 Approve and set date for Christmas Party.
Date was set for December 20 @ 6 pm for the Christmas Party. It will be a chili dinner with rolls and cornbread. Water will be served. It will be at the Old Town Hall. There will also be a drive by and pick up spot for those who do not want to come inside.
