MONA CITY COUNCIL MEETING NOVEMBER 09, 2021 COUNCIL CHAMBERS THE MEETING WAS CALLED TO ORDER BY MAYOR WILLIAM MILLS AT 7:30 P.M. PRESENT: William M. Mills - Mayor Randy Christensen - Councilmember Jay Mecham - Councilmember Frank Riding - Councilmember Amy Stanley - Councilmember - Absent Excused Micheal Stringer - Councilmember GUEST: Jay Christensen, T.J. Pace, Dennis Gardner ALSO PRESENT: Times News Reporter-Myrna Trauntvein Michelle Dalton-Secretary/Treasurer, Chad Phillips Gas/Water, Lyla Spencer -City Recorder, Sara Samuelson Director of Finance OPENING PRAYER: Councilmember Jay Mecham APPROVAL OF OCTOBER 26, 2021 MINUTES: Councilmember Frank Riding moved to make a motion to accept the minutes of October 26, 2021 as corrected. Councilmember Micheal Stringer made a second to that motion. All voted in favor, motion carried. Councilmember Amy Stanley was not present for the vote. (1st Motion) ORDINANCE # 2021-13 PARKS, ARTS AND RECREATION SALES AND USE TAX: Mayor William M. Mills presented and read the PAR (Parks, Arts, & Recreation) Sales and use Tax to the council and those present. A copy of the ordinance is attached to the minutes for public viewing. Mills than asked for a motion to approve Ordinance #2021-13 as presented. Councilmember Randy Christensen moved to make a motion to approve Ordinance #2021-13 a presented with a second by Councilmember Jay Mecham. All present voted in favor, motion carried. Councilmember Amy Stanley was not present for the vote. (2nd Motion) MONA CITY COUNCIL MEETING NOVEMBER 09, 2021 COUNCIL CHAMBERS PLANNING AND ZONING: Planning and Zoning Co Chair Dennis Gardner presented two building permits to the council for approval. Heath and Cheri Hanson came in for a building permit to build a 40' x 70' garage/shop at 712 East Center Street. The property is not a corner lot. Gardner said Hanson have met all the requirements and Gardner recommended the council approve him for the above permit. Mayor Mills called for a motion to approve a building permit for Heath and Cheri Hanson as described above. Councilmember Jay Mecham moved to make a motion to issue a building permit for Heath and Cheri Hanson as described above with a second by Councilmember Micheal Stringer. All present voted in favor, motion carried. Councilmember Amy Stanley was not present for the vote. (3rd Motion) Jonathan Green also came in for a building permit to build a 30' x 40'pole barn located at 917 South, 200 West. The property is located on a corner lot. Gardner told the council Green has all the requirements and recommended the council approve Green for the above described permit. Mayor William M. Mills called for a motion to issue a building permit to Jonathan Green as described above. Councilmember Micheal Stringer moved to make a motion to issue Jonathan Green a building permit for a 30' x 40' pole barn located at 917 South 200 West, with a second by Councilmember Frank Riding. All present voted in favor, motion carried. Councilmember Amy Stanley was not present for the vote. (4th Motion) DELEGATIONS: Chad Phillips Gas/Water Operator received information from the National Rural Water Association and also received a call from Rural Water on grants available. Construction on the new water tank is underway; they had to drain and refill the old tank. They will be doing water samples on the culinary system. Because of all the new construction he has run out of water meters, he said the way delivers are now it may be June of next year before they can be ordered and be delivered. He will try and work with other meters and adapt them to the system. Work on the driveway that needed repaired following installation of the sidewalk is progressing. Several streets lights around town need replaced including the Painter Subdivision. Councilmember Stringer said Rocky Mountain Power is responsible for street light replacement. Michelle will contact the power company and have them put the light replacements on their repair schedule. Phillips is in the process of scoping manholes. Mountainland Supply was on the agenda for this meeting and was not able to attend; they will be present for the November 23, 2021 meeting. MONA CITY COUNCIL MEETING NOVEMBER 09, 2021 COUNCIL CHAMBERS DIRECTOR OF FINANCES, SECRETARY/TREASURER AND RECORDERS REPORT: Secretary/Treasurer Michelle Dalton came before the council in regard to a requested Digging Permit for John Blankman who is building a home at 140 S 100 W, a digging permit is necessary for him to dig a trench in order to bring electricity to his house. Rocky Mountain Power will need to install a new pole they will need permission to dig on the city's easement. It is 130' long from the pole to the transformer; he will not cross the road the pole will be on the same side as his home. Blankman will have it Blue Staked before the trench is dug After a brief discussion, Mayor William Mills called for a motion to approve a digging permit to John Blankman as discussed above. Councilmember Micheal Stringer moved to make a motion to issue a digging permit to John Blankman as described above with a second by Councilmember Randy Christensen. All present voted in favor, motion carried. Councilmember Amy Stanley was not present for the vote. (5th Motion) Dalton also said the Mona City south entrance sign will be repaired; Bob Backus has been very busy and will get to the repair as soon as possible Director of Finance Sara Samuelson presented the Mona City Disbursement Listing for checking dated 10/27/2021 to 11/09/2021; Sara asked if there were questions on the disbursement list. There were five (5) checks over the allotted amount of $2,000, and no questions on the checks. Also presented to the council was the Operational Budget Report for 10 General, 21 Local Building Authority, 41 Capital Projects, 51 Water 52 Sewer, 55 Natural Gas, & 70 Perpetual Care, with 100% of the fiscal year has expired. Samuelson said the city appears to be in good condition as far as the finances are concerned. Sara suggested a fee be added to the building permit for purchase of a garbage can. And this will be added to the 2022 fee schedule. After a brief discussion Mayor William M. Mills called for a motion to add a fee to the building permit to pay for garbage cans. This fee will be added to the 2022 fee schedule. Councilmember Jay Mecham moved to make a motion to add a garbage can fee to the building permit and this will be added to the 2022 fee schedule. A second was made by Councilmember Randy Christensen. All present voted in favor, motion carried. Councilmember Amy Stanley was not present for the vote. (6th Motion) Samuelsson also asked for an approval to issue $50 Christmas gift cash to the staff. Mayor William Mills called for a motion to issue $50 gift cash to the staff. Councilmember Randy Christensen moved to make a motion to issue $50 gift cash to the staff with a second by councilmember Micheal Stringer. All present voted in favor with Councilmember Amy Stanley absent for the vote. Motion carried. (7th Motion) MONA CITY COUNCIL MEETING NOVEMBER 09, 2021 COUNCIL CHAMBERS She suggested paying off the backhoe which was purchased in 2018 at a 4.6 percent rate; she said it is the highest interest debt rate the city has. The loan is for $34,549.96 and the city has it in the budget to pay it off. Mayor William Mills called for a motion to pay off the backhoe loan in the amount of $34,549.96 with a 4.6% loan rate. Councilmember Micheal Stringer moved to make a motion to pay off the backhoe loan as described above with a second by Councilmember Randy Christensen. All present voted in favor. Councilmember Amy Stanley was not present for the vote. Motion carried. (8th Motion) The two reports are attached to the minutes for public viewing. City Recorder and Election Officer Lyla Spencer presented the canvass for Mona City's General municipal election held Tuesday November 2, 2021. Spencer prepared the canvass for the city council telling them the purpose of the canvass is to account for every ballot cast and ensure that every valid vote cast is included in the election totals. 'The mayor and the city council are the board of municipal canvassers for the city, according to state code', Spencer said. And added 'The board of canvassers must meet to canvass the returns of the general election at the usual place of meeting of the council, not sooner than seven day after the election and no later than 14 days after the election.' A resolution has been prepared for the council to adopt, and as a result, the board accepted and approved the election results and certified the vote totals for the candidates' and declared that the candidates have received the total number of votes indicated. The canvass allows the election officer to correct discrepancies, correct errors, and take any actions necessary to ensure it is complete and accurate before certifying the election. One position was open for mayor and one person declared candidacy for that position, Randy Christensen with a total of 297 votes, and was the person elected for mayor, two positions were open for city council, three persons declared candidacy for the council positions; T.J Pace received 185 votes, Jay M. Christensen received 224 votes and Russell Forsyth received 164 votes. T.J. Pace and Jay M. Christen were nominated for the council positions. Mayor William M. Mills called for a motion to adopt the canvass of Mona City's votes, and certify the winning candidates. Councilmember Jay Mecham moved to make a motion to adopt resolution #2021-5, the canvass of Mona City's Votes and certify the winning candidates with a second by Councilmember Frank Riding. All present voted in favor, motion carried. Councilmember Amy Stanley was not present to certify the canvass votes. (9th Motion) COUNCIL BUSINESS: There were no fence permits or business licenses presented to the council. Councilmember Micheal Stringer said there needs to be automatic light switched installed in two places in the park area. People will use the restrooms and not turn the lights out. MONA CITY COUNCIL MEETING NOVEMBER 09, 2021 COUNCIL CHAMBERS Another spot Michelle Dalton said is in the community center where the lights would stay on for days without being noticed. Mayors closing remarks; the computers at the sewer plant will need to be replaced sometime in the future, the SCADA information will be updated at that time. Winter is setting in a reminder to residents; the city will not be responsible for any vehicles damaged or anything parked on the city's right of way. FYI: There were ten (10) motions voted upon and passed, a motion to approve the October 26, 2021 minutes, a motion to approve Ordinance #2021-13, a motion to approve a building permit for Heath and Cheri Hanson, a motion to approve a building permit for Jonathan Green, a motion to approve a digging permit for John Blankman, a motion to approve a fee for garbage cans when a building permit is issued, a motion to approve an employee gift of $50 cash, a motion to pay the backhoe off, a motion to certify the 2021 Municipal General Election, and a motion to adjourn this meeting of November 09, 2021. PAY FINANCES ADJOURNMENT: Councilmember Micheal Stringer moved to make a motion to pay the finances and adjourn with a second by Councilmember Jay Mecham, all present voted in favor, Councilmember Amy Stanley was not present for the vote. motion carried. (10th Motion) The city council meeting was then adjourned at 8:41 p.m., with no further comments.
